The County Engineering Department has completed a review of
the above referenced project The following items need to be
addreased
All plans submitted to this department are required to have a
profesaional engineer's stamp or registered architects stamp by
state law Architect stamp must include a signature and date
Professional Engineer stampe must include the current seal and
expiration date as well as signature and date
Approach Permits are required on all new approaches as well as all
approaches that will be altered Contact Sylvia Lightfoot at the
County Engineer'e Department Approach permits for county roads
will not be issued until a site plari is approved
Show a typical section of a swale The ewale must be sodded and
side slopes should not be ateeper than 2 1 for up to 12" in depth
For swales with greater depths use 3 1 The top of the swale should
be a minimum 2 in above the drywell lid
Proper sizing of drywells is required A Type "A" drywell wsll
handle 5,000 sf and a Type "B" drywell will handle 15,000 8f Use
multiples of each to provide adequate drywell atructures Bowstring
calculations to prove that the drywell type selected is sufficient
will be required if these recommended values are exceeded
The County requires a Spokane County 'I'ype 4 drywell lid for
drywells in 208 swales Specify on the drawings this type of lid
Provide a copy of roof detail sheet or etate construction of roof
Metal roofs do not have to go to a swale, while asphaltic or built-
up roofing is required to be handled by a swale If HVAC equipment
is proposed to be located on the roof then the roof area needs to
be included in swale calculations unless the HVAC unit is sealed
and self contained
A landscape plan is required to ensure there is no conflict with
swale area
A bond or some other form of f inancial surety approved by Spokane
County, in the amount of $800 00, needs to be submitted for the

A. INTRODUCTION
Thi s matter havi ng come before the Zoni ng Heari ng Exami ner Committee on
June S. 1986, and the members of the Committee present being
Gary N. Anderberg. Chairman, Jerry Williams and Kathy Carstens
B. PROPOSAL
The sponsor, Ralph Guthrie, is requesting approval of a zone
reclassification, Residential Office to Urban Residential 22 (UR-22), Fi1e
No ZE-101-85, and Planned Untt Development (w3th Sewer Density Bonus),
File No. PUDE-3-86, for the purpose of developing a 192-Un1t Retirement
Apartment Complex A1so, a Yariance request, File No YE-30-86, to allow
a formula of one-half parking space per retirement apartment, whereas, the
Zoni ng Code for Spokane County, Secti on 8 02 060-(3) requi res a formul a of
one parking space per retiretnent apartment

available that encourage the proposed type of development,

b) The applicant testified that tenants in these retirement
apartments generally do not own a vehicle and therefore do
not require as much parking as do developments with more
mob11 e tenants. The 1 ocati on of thi s faci 1 i ty near
medical, commerci a1, and publ ic transi t services wi 11
greatly reduce the need for tenants to have a personal
vehicle.
c) That the resulting deslgn, with less parking required, will
enabl e the project to i ncorporate addi ti onal 1 andscapi ng,
open area, and green space Thi s si tuati on i s more
appealing than the construction of asphalt parking areas
that would not be used.
d) That conditions relative to the parking situation, as
imposed by the Heari ng Exami ner Comni ttee, shoul d a ssure
that no parking shortage will occur with this development,
noM or in the future. The Planning Department will be
requi red to moni tor the si tuati on and, 1 f shortages are
apparent, the applicant or future owner will be required to
provlde more parking.
D. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROYAL

The following conditions were added by the Hearing Examiner Committee in
regards to the requested variance
1. That the fo11 awi ng condi ti ons be recorded on the deed of the subject
property by the applicant and a recorded copy be provided to the
Spokane County Planning Oepartment. Said conditions sha11 not be
removed unless approved by Spokane County.

conducted to determine if a parking shortage is present, in the
event a shortage does occur, the Planning Oepartment shall
require the additional parking necessary
c) That in the event a parking shortage does occur, the applicant
shall either provide that required parking or request a review
by the Heari ng Exami ner Commi ttee at a publ i c heari ng.
2 That prior to issuance of a 6uilding Permit the applicant shall
submit a site plan to the Planning Department showing the potential
1 ocation of the parki ng spaces necessary to comply wi th the Zoni ng
Code requirements
a) COUNTY PIANNING DEPARTMENT
l. That landscaping shall be provided within the Southerly 30-feet
along Mission Avenue (except driveways), as well as the westerly
30-feet, the northerly 25-feet and the easterly 10-feet of the
si te.
2. Approval by the Zoning Administrator of a spec9fic lighting and
si gni ng pl an for the descri bed property pr1 or to the rel ease of
any bu i 1 di ng permi ts
3. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning
Admi ni strator shal l be submi tted wi th a performance bond for the
pro3 ect pri or to release of bui 1 di ng permi ts. Landscapi ng shal l
be lnstalled and maintained such that sight distance at access
poi nts i s not obscured or impai red.
4. The applicant shall develop subject property generally in
accordance within the concept presented to the Hearing Examiner
Corrmittee. Yariations when approved by the Zoning Administrator
will be permitted, including, but not 1lmited to the following
changes Building location, landscape plans, and general
allowable uses of the permitted zone. All variations must
conform to regulations set forth in the ZONING CODE FOR SPOKANE
COUNTY The original intent of the development plans shall be
maintained

3 This project is included within the North Pines ULID, therefore,
connection to the Yalley Sewer System is required.

5. Fire hydrants which meet the fire flow are required to be
installed prior to aqy construction. These hydrants sha11 be
p1 aced so that no porti on of the bu31 di ng exteri or i s more than
175 feet from the hydrant The bottom of the lowest outlet of
the hydrant sha11 be no less than 18 inches above grade. A
water plan showing each fire hydrant (specifying the gallons per
minute for each ffre hydrant) and meeting the requirdnents in
Chapter 10.04 of the Uniform Fire Code is required prior to
construction of the water service. Al1 required fire protection
facilities shall be installed and made serviceable prior to and
during the time of construction

g) COUNTY AIR POLLUTION CONTROL AUTHORITY
We concur that the proposed project will not have a signlficant
impact on air quality in the Spokane area.
A11 air pollution regulations must be met This includes but is not
limited to the following
1 air pollution regulations require that dust emissions during
demol i ti on, excavati on and constructi on projects be control l ed
Thi s may requi re use of water sprays, tarps, spri nkl ers, or
suspensi on of acti vi ty duri ng certai n weather condi t1 ons. Haul
roads should be treated and emissions from the transfer of
earthen materfal must be controlled as well as emissions from
all other construction related activities
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must be taken
inmediately to clean these surfaces.
3. All travelled surfaces (ingress, egress, parking areas, access
raads) must be paved and kept clean
4 It has been determined that fireplaces and wood stoves are a
significant source of suspended particulates The small
particles (C 10microns) are respirable and can have an adverse
effect upon the health of the public. We strongly urge that if
wood stoves/fireplaces are used, that burning be done as
efficiently as possible All wood should be seasoned and stored
i n a dry pl ace Duri ng peri ods of poor venti 1 ati on or el evated
air pollution levels, we request that use of wood stoves and
fireplaces be discontinued
5 Some objectionable odors wi11 likely result during the
constructi on phase of the project and from motor vehicl es usi ng
the si te f ol l owi ng compl etion of the Project and f rom occupants
of the proposed project

VI. CONDITIONS OF APPROYAL

c) That the resulting design, with less parking required, will

that would not be used
d) That conditions relative to the parking situation, as
imposed by the Heari ng Exami ner Comm ttee, shoul d assure
that no parking shortage will occur with this development,

required to monitor the situation and, if shortages are
apparent, the applicant or future owner will be required to
