(STRATA) has completed the authorized limited geotechnical evaluation of the fills at the above site. The purpose of our limited geotechnical evaluation was to explore the subsurface conditions in the project area such that geotechnical engineering opinions and recommendations can be provided regarding density characterization of the existing man-made fills. Our services were conducted in accordance with our Confirming Proposal to you dated October 18, 2002. Field explorations were conducted on October 21, 2002. PROJECT DESCRIPTION The project consists of an approximately 3 acres of property located at the northwest corner of the intersection of 14th Street and Carnahan Street in Spokane, Washington. The approximate location of the project site is indicated on Plate 1, Vicinity Map. The site is specifically identified as Lots 7 through 13 of Block 14, Woodland Terrace. At the time of our field explorations, fill was placed to rough finish grade at Lots 7 through 13 at the site. Fill for lots 1 through 6 had not been placed. The northern edge of the fill was lined with large boulders. Based on the grading information provided to us, the man-made fills at this portion of the site range from about 5 to 15 feet in thickness. We understand that historic use of the property has been for aggregate mining. A truck-mounted Mobile B-53 drill rig equipped with 8-inch hollow stem auger was used to advance 10 soil borings at the approximate locations shown on Plate 2, Site Schematic. In-place engineering properties were assessed and samples were obtained at 21/2-foot intervals using the Standard Penetration Test (SPT) method and a 3-inch Modified California sampler. The SPT consists of a 2-inch outer diameter split sampler driven into the bottom of the boring by a 140-pound weight falling 30 inches. STRATA recorded the number of hammer blows required to drive the sampler for three consecutive six-inch intervals at each sample depth. The blows for the second and third intervals were summed to obtain the N-value (blows per foot) reported on the boring log. Empirical relationships exist for obtaining the relative density and strength parameters of soil consisting predominantly of sand based on the SPT N-value. The presence of gravel, cobbles or boulders can introduce error into these empirical relationships. Boring termination depths ranged from 6'/2 to 131/2 feet beneath the existing ground surface. The soil encountered in the borings was visually classified in general accordance with ASTM D-2488. After exploration at each location was complete, STRATA back-filled the borings with the original auger cuttings. SUBSURFACE CONDITIONS We encountered fill at each of our boring locations. The fill generally consisted of silty sand with varying amounts of angular gravel. The color of the fill ranged from a light brown to a dark brown. The SPT samples indicated that the in-place density of the fill ranged from medium dense to very dense. The moisture content of the fill encountered ranged from dry to moist. Based on our observations of the soil samples, the fill at the locations tested does not appear to contain deleterious materials (organics, debris, wood, etc.). Ground water was not observed in the borings at the locations explored for this study. However, it should be noted that groundwater and soil moisture conditions within the area will vary depending on rainfall, irrigation practices, and/or runoff conditions not apparent at the time of our field investigation. Detailed descriptions of the subsurface conditions encountered in the borings are presented on the Exploratory Boring Logs in Appendix A. A summary of the Unified Soil Classification System, provided as Plate 3, should be used to interpret the terms used on the boring logs and throughout this letter. Gradation analyses (ASTM D442) were conducted on 7 soil samples, including 3 No. 200 washes. The results of these tests are presented in Appendix B, Laboratory Test Results, or on the boring logs in Appendix A. Atterberg Limits (ASTM D-4318) were conducted on 2 soil samples. Moisture content determinations (ASTM D-2216) were conducted on 7 soil samples. The results of these tests are presented on the boring logs in Appendix A. CONCLUSIONS Based on our field explorations, laboratory testing, and engineering evaluations, it is our professional opinion that the site is suitable for the intended residential construction. Fill materials explored at the boring locations range in thickness from 5 to 13 feet and appear to be compact, with densities ranging from medium dense to very dense. We anticipate that the materials are capable of supporting residential foundations on shallow spread footin•s ,-.:I values within the range of 1,500 to 2,000 pounds per square foot (psf). rl:'' Y1(J( `� ' l(i"1Y. i . Due to the variability of the fill materials, a representative of Strata should be present during all footing excavations. ADDITIONAL SERVICES We recommend STRATA, Inc. be retained to provide geotechnical site evaluations for future phases of site filling and street construction at this project. STRATA should also be retained for construction observations during the foundation and slab preparations and all earthwork. The costs for these services are not included in the scope of work for this evaluation. If we are not retained to provide the recommended construction monitoring services, we cannot be responsible for soil engineering related construction errors or omissions. LIMITATIONS The conclusions and recommendations contained in this letter are based on our field observations and subsurface explorations, limited laboratory tests, engineering evaluations, and our present knowledge of the proposed construction. It is possible that soil conditions could vary between or beyond the points explored.
