The applicant requests a deviation to atlow construction of 94' of Type 6 curb, with a
longdudmal grade between 0 20% and 0 25% The proposed grades are identical to
the existing curb grades in this location The existmg Type A curb is being removed to
allow for widening of this lane
The adddion of a gutter to this section should greatly enhance the road drainage in this
area Therefore, I recommend approval of the request, on the condition that the curb
be staked by a Professional Engineer or Land Surveyor, and that the section be water-
tested to ensure adequate drainage

The applicant requests a deviation to allow construction of a 4" ACP on 6" CSTC
pavement section on Mission Avenue, for lengthening of the existing tum lane The
deviation would release the Engmeer from performmg a complete design of the asphalt
section
The existing tum lane consists of 3 5" ACP on 3» CSTC, and was built in 1979 as can
best be determined Inland Pacific Engmeenng has submttted a short report and
pho#ographs to document how the existing pavement has held up over 16 years of use
The condition of the existing pavement would indicate that the subgrade matenal is very
good
I recommend approval of the request for the construction of the mimimum pavement
section, wdh no conddions

Niission Avenue, to be completed in conjunchon wnth the motel project The County vvill
allow the followuig procedure for tlus project
Prepare and subnut a Design Deviation, vutlining the jusU.fications for the altemate
design approach. Include photos illustratmg the condltion of the existuig westbound
lanes and a short narrahve descnbing the roadway conchtions The existmg travel lanes
were onginally constructed as 3 5" of ACP on 3" of CSTC The County will allow the
construction of 4" ACP on 6" CSTC for the turn lane, lf rt can be demonstrated that the
existing pavement section is providmg adequaie service

1 Retmbutse Spokane County for project review and inspection fees as specltied in Chapter
9 14 of the Spokane County Code The fees wtU be based on actual salary costs incurted
by Spokane County for project reviews and / or inspections plus a ten percent
adtunistrative charge, and witl be billed monihty as accrued Any billing amounts due,
includjng any expenses incurred in the callection of an overdue account, must be paid
prior ta the County's acceptarsce of the project for filing If a project is approved and/or
filed with a balance stiil owing, tlie unpaid balance shall be paid within 30 days of the
invoice date
2 The undecrugned agtees that tltiese fees ai diie and payable upon receipt of the billmg as
specified above
3 Any invoices not paid witlttn 30 days af the involce date will be considered delinquent
lf any outstanding balance on the account for this proaect is not paid within 30 days of
tlhe invoue date, no furtuer reviews of the project docurnents will be conducted unal the
entire account balance is paul Any balance on the account for this project not paid
within 65 days of tlie invaice date may result in legal action ar the 1mtiatipn of other

This matter has come before the Heanng Examiner Committee on July 20,1995
The members of the Committee present are Frank Yuse, Chair, Verona Southern
and Toru Nersesian
PROPOSAL
The sponsor, Bi.ll Lawson, requests approval of a Zone Reclassificauon, ZE-23-95,
from Urban Residential-3 5(iJR-3 5) to Regional Business (8-3) for a 200-unit
motel, retail sales, offices and those uses allowed in the Regional Business (B-3)
zone
FINDINGS OF FACT AND CONCLUSIONS
1 The property is generally located north of and adlacent to Niission Avenue,
approximately 300 feet east of Piaes Road in the NW 1I4 of Section 10, Township
25 North, Range 44 EWM, Spokane County, Washuigton
Z The Comnuttee adopts the Planrung Department Report as a part of tlus record.
3 The existing land uses in the area include retad sales, professionaUmed.ical offiees,
nursing homes, Valley General Hospital, and single family residential

5 The Comprehensive Plan designates tlus site as Urbaa The Urban category is

GENERAL '
This development consists of a 105 room Best Western Hotel and a 21,000 s f office/retail
builduig on a 3 1 acre site located in the Spokane Valley just east of the intersecuon of Mission
Ave and Pines Rd , on the north side of Mmion wnthin Spokane County, Washington The site
is curnently the horne for a Seventh Day Adventist church, school, and gymnasium portions of
wtuch are to be abandoned and demohshed, or renovated in stages The current zoning is B-3
which is consistent vvith the development proposed A 1" to 100' scale vicuuty map and a soils
map are provided
PURPOSE
The purpose of this report is to determine the extent of storm drauaage facthtles wtuch will be
requued to dispose of stormwat,er runoff created by the development of the hotel and office
bwlding The storm drainage facihties on ttus project will be designed to dispose of runoff from
the ten year de,sign storm This development is wtthin the Aquifer Sensitrve Area of Spokane
County and is subject to '208' requirements For this project the 10-year curve from t6e
Spokane, Medical Lake, Reardon, Cheney and Rockford intensity, durabon and frequency (IDF)
curves were used
ANALYSIS METHODOLOGY
The Rational Method, wluch is recommcnded for basuis Iess than ten acres m stz,e, wffl be used
to determine the peak discharges and runoff volucnes for all onsite basins
PROfECT DESCRIPTION
The Mission Best Western Hotel and 21,000 s f office building will be developed on a 3 1 acre
parcel T'his project is located in the SW 1/4 of Section 10, T 25 N, R 44 E, W M in
Spokane County, Washmgton
TOPOGRAPHY
The Mission side of the property was occupied by three butldings, namety the church, school,
and gymnasium The gymnasium has already been demoushed,,and the church and school are
to be vacated at the ead of a one year extension at which time the school will be demohshed and
the church building will remaui The existing ground slopes gradually away from Miswoa to
the back of the lot where the ground drops off sharply For development purposes, the natural
sloping was used for design and is maintained as possible throughout the project

SDILS
As can be seen from the accompanymg soas map firom the Spokane County Sods Survey as
performed by the SCS, the site consists of the Gamson Senes of soils, pnmanly Gamson
Gravelly Loam (GgA) on 0 to 5-percent slopes These soils as defined, are excessivety drained
and have moderately rapid permeabihty Within this area, due to sod type.s and slopes, this type
of sod can be expected to drain slowly wnth a muumum potential for erosion As defined anthin
the Spokane County Drainage Guideline, ttus type of sod has been pre-approved for the
installation of drywells

Based upon the tapography of the projoct vicuuty the only offsite basm considered for this
project was the portion of the 1Vhssion Avenue R O W north of the R O W centerhne and
directly adjacent to the project
Onstte
All onstte d.ramage wlll be collected and treated usmg the "208" runoff inethod as descnbed m
the Spokane County Guidehnes for Stormwater Management To facihtate this analysis the
project was divided mto 5 permanent basins A, B, C, D, and 8 These basuis are shown on the
attached Basm Map
1208" Calculutions
Within each basin the parkmg lots and/or streets are either left as an enune urut or divided into
sub-basuis by curb drops or utlets which capture upstream stormwater runoff from the
unpervious streei surface and direct the ruaoff into grassy '208' ponds either by overland or
piped flows As shown on the '208' calculation worksheet included, the '208' storage volume
provided is adequate to perform '208' treatmeat for the runoff created by the first half inch of
rainfall

Curb Drivp Calculataons
It is usually necessary to check the adequacy of the curb drops provided to divert the runoff
from the gutter uito the '208' ponds Please note that no curb drop calculaaons are provided
for this project as the curb drops are in the sump condiUon where the assumption is that ihe 4'
curb drop can handle 4 0 cfs

Calculations have been uicluded for Drainage Basm oonsiderations such as QTR 55 and pond
routuig calculations, Peak Flow, Time of Concentration, "208" smng, drywell requuements,
uilet sizing, curb drops as well as culverts and pipe flow some of w►tuch are summanzed below
vinth the remaining calculations in the appendix
Basm A- Basin A is the largest Basm wlttun the project encompassing the landscaped area
around the hotel and office building, office building garking area, and the
common dnve msle This basin is approximat,ely 215' vnde where it touches the
Spokane County R O W and runs north and then east including the area around,
between and north of the proposed buildings
Basin B- Basin B includes the rest of the proposed devElopment The majonty of tlus
basin is the parlang and dnve aisles for the hotiel
Basm C- Basm C contauis that pomon of Niisslon Avenue directly in front of the project
Storm drainage for thus pomon of Niission Avenue is currently served by catch
basins and drywells The existmg catch basins will be relocated tn the new curb
line and the pipe connecting them to the drywells will be lengthened as requu-ed
for the iastallaaon of the nght turn lane
Basm D- Basm D n the roof of the proposed office buddung The roofing matenal for ttus
building is presumed non-asphaltic based on the fact that the hotel roof is noa-
asphaltic In tlus circumstance duect discharge into a drywell is pernussible
The runoff from the roof will be piped from ihe gutt,ers to a drywell wtth a sohd
hd located in front of the proposed office buftng
Basm E- The roof of the hotel is Basm E The roofing matenal proposed for the,~otel, as
mennoned previously, is non-asphaluc in nature Therefore, the runoff from the
gutter downspouts will be collected and piped to the cone of a drywell with a
sohd hd located northeast of the hotel
