The applicant would like to begin construction as soon as possible BIIMMARY OF DSPARTMENTAL REQIIIRBMENTS: I Planning Department (456-2205) A Discussion/Requirements 1 Please submit a revised site plan illustrating the actual proposal, landscaping, parking, and the uses and square footaqes of the proposed 2. All new parking areas must be paved Parking will be calculated by the different uses of the proposed. The ratios shall be one parking space for every 2,000 square feet of warehouse area and one parking space for every 400 square feet of industrial use area. - 1 - ~ 3 The applicant asked if it would be possible for the proposed boat display area to be grass instead of pavement Scott Engelhard stated that he would check into the matter and get back to the applicant B Permit Release Requirements 1 Please submit a revised site plan as described above for review and approval 2. An estimate from a nursery including size type and quantity alonq with a promissory letter/bond from the owner stating the landscapinq will be installed shall be submitted. II Engineering Department (456-3600) A. Discussion/Requirement 1 Comments were given to the applicant and Buildinq and Safety by Bob Turner 2 Please submit a drainage plan for the proposed that is in conformance with Spokane County Guidelines for Stormwater Manaqement 3 The proposed shall comply with conditions of Zone Change No ZE-38-73 4 An RID/CRP Agreement, Notice to the Public No 6 may be required along Indiana Avenue Gary Nelson will check into the matter and get back to the applicant , 5 An Agreement to Pay Fees was qiven to the applicant durinq the meeting The agreement is to be siyried by the owner and returned to the Enqineering Department Plan review will not be completed until this document is executed. 6 The applicant stated that 25 feet of right of way was dedicated to the county, however, he was unsure of the date of dedication. The existinq drainfield is located in the dedication area Gary Nelson will research the Enqineering Department f iles for a dedication date and get back to the applicant. - 2 - ~ i B Permit Release Requirements 1 Please submit a drainage plan as described above for review and approval. 2 Please submit a copy of the Agreement to Pay Fees siqned by the owner III Health District (456-6040) A Discussion/Requirements 1. The existing on site sewaqe disposal system is a minimum size system A separate system is required for the proposed. A leach bed may be allowed for the proposed, contact the Health District for additional information 2. The drainfield shall be barricaded from vehicular traf f ic . 3. When applying for a permit to install the new septic system estimate the nwmber of eYaployees for the proposed so that the system size can be determined 4 Please submit a critical materials list to the Departiaent of Buildings for review 5. If it is determined that the proposed is a critical materials user the owner will be required to sign a Sampli.ng Agreement The agreement allows the Health District to sample the effluent of the septic tank on an annual basis Cost for sample retrieval and analysis shall be paid by the owner Also if it is determined that the proposed is a critical material user no floor drains will be allowed in the proposed. The Sampling Agreement will become void when the proposed is connected to sewer 6. Double plumbing will be required for the proposed Daryl Way will contact the County IItilities Department for locations The owner is required to sign a ULID Agreement. 7 All construction debris shall be taken to a licensed land fill 8. The water purveyor for the proposed is Consolidated Irriqation Dfstrict No. 19 (924-3655). - 3 - . It B Permit Release Requirements 1 Apply for a permit to install the new an site sewage disposal system. IV Fire District No. 1(928-2462) A Discussion/Requirements 1 Fire flow for the proposed is 3000 g p m 2. One additional fire hydrant is required for the proposed The hydrant is to be located at the northeast corner of the property 3. A lock (Knox) box entry system for fire department personnel access is required to be installed. 4 Access to the property is adequate V Department of Buildings (456-3675) A Discussion/Requirements 1. Plan review has been completed on prelfminary plans by Jun Mascardo 2. Jun Mascardo advised the applicant to hire a licensed architect or enqineer to prepare the plans for the proposed 3. The proposed shall meet the requirements of the 1988 Edition of the IIniform Buildinq Code and the Washington State Energy Code. 4. Please submit a revised site plan illustrating the actual proposal for review and approval B Permit Release Requirements 1. General Overview - The owner Ed Mertens is proposing the construction of a 5,000 square foot office and warehouse The proposed is a continuation of the origa.nal site plan submitted in 1978 The applicant would like to begin construction as soon as possible BUMMARY OF DEPARTMENTAL RTQUIR$MENTSt I Planning Department (456-2205) A Discussion/Requirements 1 Please subn►it a revised site plan illustrating the actual proposal, landscapinq, parkinq, and the uses and square footages of the proposed. 2 Al1 new parking areas must be paved Parking will be calculated by the different uses of the proposed The ratios shall be one parking space for every 2,000 square feet of warehouse area and one parkinq space for every 400 square feet of industrial use area - 1 - ~ 3 The applicant asked if it would be possible for the proposed boat display area to be grass instead of pavement Scott Engelhard stated that he would check into the matter and get back to the applicant 8 Permit Release Requsrements 1. Please submit a revised site plan as described above for review and approval. 2. An estimate from a nursery including si2e type and quantity along with a promissory letter/bond from the owner statinq the landscapinq will be installed shall be submitted II. Engineering Department (456-3600) A Discussion/Requirement 1 Comments were given to the applicant and Building and Safety by Bob Turner 2 Please submit a drainage plan for the proposed that is in conformance with Spokane County Guidelines for Stormwater Management 3 The proposed shall comply with conditions of Zone Change No ZE-38-73 4 An RID/CRP Agreement, Notice to the Public No 6 may be required along Zndiana Avenue Gary Nelson will check into the iaatter and get back to the applicant 5 An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed 6 The applicant stated that 25 feet of right of way was dedicated to the county, however, he was unsure of the date of dedication The existing drainfield is located in the dedication area Gary Nelson will research the Engineerinq Department files for a dedication date and get back to the applicant - 2 - . B Permit Release Requirements 1 Please submit a drainaqe plan as described above for review and approval 2. Please submit a copy of the Agreement to Pay Fees signed by the owner. III Health District (456-6040) A Discussion/Requirements 1 The existing on site sewaqe disposal system is a minimum size system. A separate system is required for the proposed. A leach bed iaay be allowed for the proposed, contact the Health District for additional inf ormation 2 The drainfield shall be barricaded from vehicular traf f ic 3 When applying for a permit to install the new septic system estunate the number of employees for the proposed so that the system sf2e can be determined. 4. Please submit a critical materials list to the Department of Buildings for review. 5. If it is detern►ined that the proposed is a critical materials user the owner will be required to sign a Samplinq Aqreement. The agreement allows the Health District to sample the effluent of the septic tank on an annual basis Cost for sample retrieval and analysis shall be paid by the owner. Also if it is determined that the proposed is a critical material user no floor drains will be allowed in the proposed. The Sampling Agreement will become void when the proposed is connected to sewer 6 Double plumbinq will be required for the proposed Daryl Way will contact the County Utilities Department for locations The owner is required to sign a ULID Agreement 7 All construction debris shall be taken to a licensed land fill 8 The water purveyor for the proposed is Consolidated Irrigation District No. 19 (924-3655)0 - 3 - v B Permit Release Requirements 1 Apply for a permit to install the new on site sewage disposal system. IV Fire District No 1(928-2462) A. Discussion/Requirements 1 Fire flow for the proposed is 3000 g.p.m 2 One additional fire hydrant is required for the proposed The hydrant is to be located at the northeast corner of the property 3. A lock (Knox) box entry system for fire department personnel access is required to be installed. 4 Access to the property is adequate. V Department of Buildings (456-3675) A Discussion/Requirements 1 Plan review has been completed on preliminary plans by Jun Mascardo. 2. Jun Mascardo advised the applicant to hire a licensed architect or enqineer to prepare the plans for the proposed 3 The proposed shall meet the requirements of the 1988 Edition of the Uniform Building Code and the washington State Energy Code 4 Please submit a revised site plan illustrating the actual proposal for review and approval.
