The County Engineering Departiaent has completed a review of
the above referenced project The following information must be
provided in order for us to proceed with our review
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management" At
a munimum the plan must contain
1 Drainage calculations for stormwater volumes
generated on site
2 Calculations for total impervious surfaces
contained within the site
3 Finished grade elevations for structures to be
constructed on site
4 Finished grade elevations at the top and bottom of
the 208 swale
5 A typical cross section of the 208 swale
6 Calculations to 3ustify the number and type of
drywells proposed
7 Elevation of drywell inlets where applicable
8 Copy of the proposed landscape plan

DetaiZ the individual drainage basins for each swale
Detail curb inlet(s) for runoff alonq 6" concrete curbing
Provide detail of drywell
Proper sizing of drywells is required A Type "A" drywell will
handle 5,000 sf and a Type "B" drywell will handle 15,000 sf Use
multiples of each to provide adequate drywell structures
Bowstring calculations to prove that the drywell type selected is
sufficient will be required if these recommended values are
exceeded
Provide a copy of roof detail sheet or state construction of
roof Metal roofs do not have to go to a swale, while asphaltic
or built-up roofing is required to be handled by a swale If HVAC
equipment is proposed to be located on the roof then the roof
area needs to be included in swale calculations unless the HVAC
unit is sealed and self contained
Roof runoff must drain directly ta a 208 swale
A landscape plan is required to ensure there is no conflict with
swale area
Submit a letter of approval from WSDOT to the County Engir_eers
Sizing of the swales can not be verified due to the location of
the contours as shown
A benchmark is required for this pro3zct A benchmark is a
physical mark or ob3ect used as a reference for elevations This
point znust be left undisturbed by construction

calculated. The required amount of parking for

5. A permit will be required to be obtained for any
signs to be located at the proposed site.

1. Please submit a revised site plan illustrating
setbacks, parkinq and landscaping for review and
approval.
II. Engineer3ng Department (456-3600)
A. Discussion/Requirements
1 Comments were given to the applicant and Building and
Safety by Bob McCann. It was noted that the plan did
include drainage swales but no calculations were
submitted.
2. A drainage plan for the site needs to be submitted
for review and approval. At a minimum the plan shall
include the following. drainage calculations for
stormwater volumes generated on site, calculations
for total impervious surfaces contained within the
site, finished grade elevations for structures to be
constructed on site, finished grade elevations for
structures to be constructed on site, finished grade
elevations at the top and bottom of the 208 swale, a
typical cross section of the 208 swale, calculations
to justify the number and type of drywells proposed
and elevation of drywell inlets where applicable.

3. The applicant must construct Spokane County Standard
sidewalk along the property frontage on Indiana
Avenue. The sidewalk may be constructed of concrete
or asphalt. The side walks nnust be constructed prior
to release of the buildinq permit or a bond in an
amount estimated by The County Enqineer to cover the
cost of construction or improvements shall be filed
with the County Enqineers.
4. An approach permit must be obtained from the
Enqineers for an approach along Indiana Avenue.

l. Daryl Way stated that Valley Sewer would not be
available for the site until approximately the fall
of 1990. A drainfield and septic system will need to
be installed at the proposed site. A leach bed is an
option to the applicant if the soil type is II or

2. Please submlt an updated critical materials listing
to Building and Safety if cheiafcals are to be store
at the site. The applicant state that there will be
no sales or storaqe of lubricants
3. Double plumbing will be desiqnated by the Utilities
Department when the applicant applies for sewage
permit

IV. Air Pollution Control Authority (456-4727)
A Discussion/Requirements
1 The Air Pollution Control Authority was not present,
however, comments were qiven to Tom Davis prior to
the Pre-Construction Conference and are as follows

1. The required fire flow for the proposed project is
3500 qpm. The current system a.s not capable of this
fire flow at this time and that additional hydrants
would not correct the problem The applicant may be
required to pay a fee of $3,000 in lieu af hydrant
installation to Consolidated Irrigation District in
order to provide a cost-sharing in the updating of
the current water systeia
2 Please submit a site plan illustrating fire hydrant
location. It was stated that for commercial
development fire hydrant placement shall be a maximwm
of 330 feet and be placed so that no portion of the
building exterior is more than 175 feet from the
hydrant.

these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the pera►it system.
