Thank you for the opportunity to comment on the environmental checklist for
2415 N Cherry Lane. Due to the scope of the proposed developennent and the
impacts it will cause upon the roadway infrastucture and water quaility, the
County Engineer will require the following
Prior to issuance of a building permit,
Access permits for approaches to the County Road System shall be obtained
from the County Enqineer
Applicant shall submit for approval by the Spokane County EngYneer road,
drainage and access plans
The applicant shall submit for approval by the Spokane County Engineer and
the Spokane County Health District a detailed combined on-site sewage system
plan and surface water disposal plan for the entire project or portion
thereof if the development is phased
A parking plan and traffic circulation plan shall be submitted and approved
by the Spokane County Engineer The design, location and arrangement of
parking stalls shall be in accordance with standard engineering practices
Pavxng or surfacing as approved by the Caunty Engineer will be required fcr
any portion of the project which is to be occugied or traveled by vehicles
The construction of the roadway i.mprovements stated herein shall be
accomplished as approved by the Spokane County Enqineer
The County Engineer has designated a Local Access Roadway Section for the
improvement of Cheri-y Lane which is adjacent to the proposed development
This will require the addition of asphalt along the frontage of the
development Curbing and sidewalk must also be constructed
All required improvements shall conform to the current State of Washington
Standard Specifications for Road and Bridqe construction and other applicable
county standards and/or adopted resolutions pertaining pertaining to Road
Standards and Stormwater Manaqement in effect at the date of construction,
unless otherwise approved by the County Engineer

existing pavement on Cherry Lane
Raadway standards, typical roadway sections and drainaqe plan requirements
are found in 5pokane Board of County Commissioners resolution 95-0498 as
amended and are applicable to this proposal
No construction work is to be performed wnthin the existing or proposed right
of way until a permit has been issued by the County Engineer Al1 work within
the publa.c road right of way is subject to inspection and approval by the
County Engineer
All required construction within the existinq or proposed public right of way
is to be completed prior to the release of a building permit or a bond in an
amount estimated by the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer
The applicant should be advised that there may exist utilities either
underground or overhead affecting the applicants property, including property
to be dedicated or set aside future acquisition Spokane County will assume
no financial obligation for adjustments or relocation regardinq these
utilities The applicant should check with the applicable utila.ties and
Spokane County Enga.neer to determine whether the applicant or utility is
responsible for adjustment or relocation costs and to make arrangements for

the above referenced project The following information must be
provided in order for us to proceed with our review
NOTP Finalize the Short Plat before Building Permit
Application Any concUtions/requirements from the
County Bngineers that develop from the Short Plat will
take presidence over the below conunents
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stornnwater Management" At
a minimum the plan must contain
1 Drainage calculations for stormwate= volumes
generated on site
2 Calculations for total impervious surfaces
contained within the site
3 Finished grade elevatians for structures to be
constructed on site
4 Fi.nished grade elevations at the top and bottom of
the 208 swale
5 A typical cross section of the 208 swale
6 Calculations to justify the number and type of
drywells proposed
7 Flevation of drywell inlets where applicable
8 Copy of the proposed landscape plan
PLSASS NOTB The site may not support subsurface disposal of
stormwater The applicant must perform a subsurface investigation
that will pzovide Spokane County with enough information to
evaluate the suitability of the site with respect to subsurface
disposal This investigation shall be performed by a geotechnical
engineer For more information about geotechnical details contact
Jim Radke at 456-3600 The investigatian shall include soil
percolation tests that are conducted by an independent consultant
and witnessed by a Spokane County Inspector
Subsurface conditions not meetiag Spokane County standards will
require a design that is submitted by a Professional Engineer and
approved by Spokane County through a design deviation from the
Guidelines for Stormwater Management The applicant should be
aware that there is no guarantee a design deviation will be
approved Please contact a Professional $ngineer as soon as
possible, if required, so as to not unnecessarily delay your
permit

Thank you for the opportunity to comment on the envirormental checklist for
2415 N Cherry Lane. Due to the scope of the proposed developement and the
lmpacts it wfll cause upon the roadway infrastucture and water quaility, the
County Engineer will requi.re the following.
Prior to issuance of a buildinq permit;
Access permits for approaches to the County Road System shall be obtained
from the County Engineer
Applicant shall submit for approval by the Spokane County Engineer road,
drainage and access plans
The applicant shall submit for approval by the Spokane County Engineer and
the Spokane County Health District a detailed combined on-site sewage system
plan and surface water disposal plan for the entire project or portion
thereof if the development is phased
A parking plan and traffic circulation plan shall be aubraitted and approved
by the Spokane County Engineer The design, location and arrangement of
parking stalls shall be in accordance with standard engineering practices
Paving or surfacing as approved by the County Engineer will be required for
any portion of the project which is ta be accupied or traveled by vehicles
The construction of the roadway improvements stated herein shall be
accomplished as approved by the Spokane County Engineer
The County Engineer has desiqnated a Local Access Roadway Section for tbe
improvement of Cherry Lane which is adjacent to the proposed development
This will require the addition of asphalt along the frontage of the
development Curbinq and sidewalk must al.so be constructed
All required improvements shall conform to the current State of Washington
Standard Specifications for Road and Bridqe construction and other applicable
county standards and/or adopted resolutions pertaining pertaining to Road
Standards and Stormwater Management in effect at the date of construction,
unless otherwise approved by the County Engineer

the public road right of way is sub]ect to 3.nspectian and approval by the
County Engineer
All required construction withi.n the existing or proposed public right of way
is to he completed prior to the release of a buildinq permit or a bond in an
amount estimated by the County Enqineer to cover the cost of construction or
improvements shall be filed with the County Engineer.
The applicant should be advised that there may exist utilities either
underqround or overhead affecting the applicants property, including property
to be dedicated or set aside future acquisition. Spokane County will assume
no financial obligation for adjustments or relocation regarding these
utilities. The applicant should check with the applicable utilities and
Spokane County Engineer to determine whether the applicant or utility is
responsible for adjustment or relocation costs and to make arrangements for
any necessary work
The applicant shall grant applicable border easements adjacent to Spokane
County Right of Way per Spokane County Standards

As per your letter to Wyatt Architects dated August 25a 1995, test pits were dug at the
location of the proposed drywell and near the center of the ponduig area I measured and
examined the two pits this monung, aad have made the following canclusions
1 The excavation at the dryweU locabon ("East Prt') was made to elevation 2015 S, while
the pit near the center of the ponding area ("West Pit") vvas made to elevation 2009 0
Both pits consist of coarse gravel and cobbles, apparently Gramson senes matenaL There
is not really any soil at the pit sites, but rather vegetation-free cobbles and gravel
2 Smce the pond floor is to be at elevation 2013 5, the bottom of the West Pit is 4 5 feet
below the pond floor The matenal belaw the pond vnll be conducive to rapid dramng of
water passing through the sod at the pond floor
3 The propos►ed drywefl grate is to be at elevabon 2014 0, pumng the bottom of the
proposed Type "A" drywell at about elevation 2406 The bottom of the East Pit is
15 feet above the grate elevation and about 9 to 10 feet above the bottom of the drywell
Obviously, more matenal will aeed to be excavated away to deternmne the nature of the
ground at the dryweU base However, the garlang lot in Tract "B", unmediately to the
west, was r+eportedly constructed on smnilar Goarse maienal The finished onde nn the

dryweU location, the drywell location couid be changed if bedrock Ls fibund With the
topvgraphy and matenals at the site, groundwater is very unukely to be encauntered.

infiltration facilities, with no defs.nnite option decided yet
3 Parry explained how the draft amendment to the GSM evolved, and
the sources for technical infonnation Criteria for site selection,
and site feasibility were discussed, as were various design
parameters for the various concepts McMulkin decided to read
through the copy of the amendment provided, and to pencil up some
concepts for diecussion
4 Wyatt noted that the owner of the neighboring parcel to the
north is agreeable to placing f ill on that parcel in support of
this project Parry noted that a Slope Easement Agreement would be
needed prior to finaliziag the Plat, and that the County would
draft this Agreement from ownership and legal descriptian
information to be provided by Wyatt

Washington Sta#e Department af Transportatton (WSDOT) has the followuig
comments
As you are aware, WSDOT conbnues to have senous concerns regardung the level of
service (LOS) at the SR 27II-90 interchange ramp ternunais Thus devetopment wilt
most licely exacerbate tlus existing problem. We request the appLcant address these
possible traffic concerns m the form of a traffic analysis under SEPA We would ask
that tlus development address its unpacts in a manner coaswent wrth other
developments ui this area, such as the Pnce-Hanson MaU and other background
projects as identified by Spokane County Engineers
It was suggested at the pre-construction conference that it may be possible not to
construct an eqcuvalent number of the almdy approved apaitments on the East side of
Cheny Street w exchange for construchon nghts on this srte It would appear that tins
may be some sort of transfer of development nghts and should be addressetl by

PROJECT DESCRIPTION
The praject site is located on Tract "C" of Short Plat 707-91, on Cheny Sireet, just east
of Pines Road and about a nule nortb of Interstate 90 in the Spokane Valley The area to
the east ts presently undeveloped, but with an existing apartment complex adlacent to the
north and an off'ice bwftng on Tract "B" to the west The sods at the site are at the
transitioa between the Gamson senes graveUy loam to the north and the Spokane
senes rocky complex to the south and east T'he site is not presently at natural grade,
due to mounding of matenal dunag earthwork The general slope across the siie is &om
south and east to north and west
The proposed project encompasses construcuon ot three apartment buddings, for a total
of 36 dwelliag wuts The buddungs are ta have composition rooFing A smgle six-car
garage wnU be constructedi at the south end of Bugding 2, also with a composition roof
Parkmg areas adjacent to the front of each bwlding wnll have carports with metallic roofs
For retention and disposal of stormwater collected on the site, a"208" grassy pondmg
area will be constructed at the northwest corner of the site Two drunage basms are
identified on the site, referred to as the "North Basm" and the "South Basin,"
corresponcLng to the two possibte routes for runoff to flow from the asphalt pavement
to the stormwater retention factLties Surface runoff wdl reach the pond either v,a the
curb inlet at the east ond of the pond, or flow m the grassy V-swale along the west
property boundary Outflow from the pond will be ttuough a Type "A" drywell, located
near the curb tWet at the east end of the poad To venfy the feasibiLty of the drywell at
the specified location, the developer proposes to excavate to a depth of approxtmately ten
feet below the drywell gate elevation, both to confirm the absence of bedrock and to

and outflow calculauons are basei on the assumpUon that the natural matenal at the

g) COUNTY AIR POLLUTION CONTROL AUTHORITY
1 Air pollution regulations require that dust emissions during
demolition, excavation and construction projects be controlled.
Thi s may requi re use of water sprays, tarps, spri nkl ers, or
suspension of activity during certain weather conditions. Haul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
al l other construction rel ated acti vi ti es.
2 Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces If tracki ng or
spills occur on paved surfaces, measures must be taken
immediately to clean these surfaces.
3 All travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.
4 It has been determined that fireplaces and wood stoves are a
significant source of suspended particulates The small
particles lOmicrons) are respirable and can have an adverse
effect upon the health of the public We strongly urge that if
wood stoves/fireplaces are used, that burning be done as
efficiently as possible All wood should be seasoned and stored
in a dry place. During periods of poor ventilation or elevated
air pollution levels, we request that use of wood stoves and
fireplaces be discontinued.
5 Some objectionable odors will likely result during the
construction phase of the project and from motor vehi cl es usi ng
the si te fol l owi ng compl eti on of the project and from occupants
of the proposed pro3ect
