The County Engineering Department has completed a review of
the above referenced project The following inforntation must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management" At
a minimum the plan must contain•

I. General overview - The owner Mackay Manufacturing is proposinq
the construction of a 25 by 105 foot addition on to an existing
manufacturing building The total square footage for the building
and addition would be 13,125 square feet. Also proposed is
additional parking to meet county standards
BIIMMARY OF DBPARTMENTAL REQIIIRSMSNTS=
I Planninq Department (456-2205)
A Discussion/Requirements
1. The correct parcel number for the site is 08541-0702.
2 The proposed site is zoned Restricted Industrial
3. Parkinq as shown on the site plan is adequate, 32
spaces are shown and required

4 Isandscaping is required for the parking area All
parking stalls are required to be within 60 feet of a
landscape feature consisting of 32 square feet in area
5 The parkinq lot is required to be paved. John
Pederson stated that he would check to see if the easement
leadinq to the parkinq lot is required to be paved and qet
back to the applicant
6 The applicant stated that access to the parkinq area
will be on an ingress - egress easement Please submit a
copy of the easement to the Planning Department
7 Please submit a revised site plan sllustrating
landscaping, paved parkinq, and the dimensions of the
setbacks
B Permit Release Requirements
1 Please submit a revised site plan as described above
for review and approval
2. Submit a copy of the ingress - egress easement.
3. An estimate from a nursery including size, type, and
quantity along with a promissory letter/bond from the
owner stating the landscaping will be installed shall be
submitted
II Engineering Department (456-3600)
A Discussion/Requirement
1 Comments were qiven to the applicant and Buildinq and
Safety by Scott Egger
2. Please submit a more detailed drainage plan that is in
conformance with Spokane County Guidelines for Stormwater
Management
3 The proposed addition will have a metal roof therefore
storm water run off may qo directly into a drywell.
Please indicate route of disposal on the revised drainage
plan
4. The existing loading dock is legal however, the
proposed approach to the loadinq dock is not allowed.
State law stipulates that trucks are not allowed to back
out onto an arterial. Scott Egger advised the applicant
to submit a design deviation for the approach to the

Engineering Department The applicant request that a copy
of the state law and desiqn deviation forms be sent to
him Since this is a separate issue, the Engineer's
Office will not hold up the issuance of the building

5 An Agreement to Pay Fees was given to the applicant
during the meetinq The aqree,ment is to be siqned by the
owner and returned to the Enqs.neering Department Plan
review will not be completed until this document is
executed.

above for review and approval.
2 Pleas submit a copy of the Agreement to Pay Fees signed
by the owner
III. Health District (456-6040)
A Discussion/Requirements
1. P1easQ submit the number of employees per shift per
day and the number of shifts per day.
2. The existing on site sewage disposal system is a
concern to the Health District because it is sized for 24
persons per day and it was not protected from vehicular
traf f ic .
3. The Health District needs verification that the
existing sewage disposal system has not been damaged by
vehicular movement Once verification has been made the
drainfield will need to be protected from vehicular
traffic by either paving over it or barricading it.
4. An alternative to an on site sewaqe system would be
for the applicant to connect to the sewer system located
next to the adjofninq property An easement from the
adjoining property ownex would be requfred. Approval for
connection to tbe sewer interceptor has been assured by
the County Utilities Departiaent. The Health District
would be willinq to accept an interim aqreement to allow
time to execute final arranqements for connecting to the
sewer
5 Please submit a critical materials list to the
Department of Buildings for review

6. If it is determined that the proposed is a critical
materials user and an on site sewaqe disposal system is
used then the owner will be required to sign a Samplinq
Agreement. The aqreement allows the Health District to
sample the effluent from the sewage system on an annual
basis All costs for sample retrieval and analysis shall
be paid by the owner.
7 The water purveyor for the proposed is Modern Electric
Water Company
8 Permit Release Requirements
1 Please submit the number of employees per shift and
the number of shifts per day
2. If the existing on site sewage system is to be used
please verify that it has not been damaqed and provide
protection from vehicular traffic
3 If the property is going to be connected to sewer the
above comments are not applicable and the Health District
would be able to release their partion of the building
permit
IV. Fire District No. 1(928-2462)
A Discussion/Requirements
1. Fire flow for the proposed is 2500 g p m for a Type
II-N buildinq and 5000 g p.m. for a Type V-N buildinq.
2. If the existing building is determined to be a Type
II-N building then the existing hydrants will be adequate
If the existir►q building is determined to be a Type V-N
buildinq then an additional hydrant will be required to be
installed on the southwest corner of the property
3 The fire district needs access to the back of the
building A 10 foot wide qate will be required to be
installed in the existing fence located alonq the west
property line to provide access
V Department of Buildinqs (456-3675)
A. Discussion/Requirements
1 Plan review has been completed on preliminary plans
and a letter was qiven to the applicant by Tom Postlewait.

2 Please submit information on the manufacturing process
so that the occupancy ciassification can be determined
3. For Type V-N Construction, the total building area is
over the allowable floor area.
4. The west wall of the proposed additYOn shall be of one
hour fire-resistive construction
5 Handicap parking stalls sball be identified by a siqn.
6. Please submit a critical materials list to the
Department of Buildinqs for review If critical materials
are used at the site double containment will be required.
7. Cross connection devices shall be installed on
equipment which will cause pollution of the domestic water
supply.
8 Floor drains shall be reviewed by the Department of
Ecology and the Health District
9 Drawinqs shall be directly stamped and signed by the
architect (wet stamp)
B. Permit Release Requirements
1 Two complete revised sets of plans addressinq the
items discussed during and after the meetinq and other
items from the plan review letter needs to be submitted
for review and approval
COIINTY ACTION:
John Pederson will determine if the ingress - egress easement is
required to be paved and get back to the applicant
Scott Eqqer is to send the applicant design deviation forms and a
copy of the state law which says that trucks are not allowed to back
onto arterials.
