EASTOr? SA. -MUST IRT1':11P
TSr. Hawley: This is a public hearing on the application of Roy L.
taston for a special permit to opere►te a sawdust dump at 11201
~ East Valleyway, between Brnvdish and Pierce, and Alki on the north,
in an established Agriculttxral Zone District. All forr.ialities a s
to advertising and posting have been accoriplished ar.d 53 owners of
adjacent properties have been notified b,y nail of the time and place
of h-aring. 11r. Bienz, r.iember of the Commission, has been asked to
visit the site of the pronosed dmn. Secretary Hawley Made a rhysieal
examination of the location. The Chivf of the Valley rire Department
telephone the office thet he does not consider the project a fire
ha2ard. The follotiving Protest letters have been received. (hir.
Hawley read the letters. ) Phona protests have been recoived by Mrs.
N„ S. Fieldstad, and lirs. E. 0. r ieldstad. rdr. Easton is present
to make his presentation.
Mr. Easton : When I started in to build the re, I didn't know the
Jistrict was zoned. We were never notified of the zoning. This
is not classifiod as a Cormr►ercial Storage Bin. It is for ny own
use, just a place to store the sawdust when the mills aren't run-
ni.ng. It can't interfere with ny neighbors in any wa.y.
r.ir. Die:12: Are you going to install poles around it?
~~r. Easton: I plan on having them 16' high. I have put them up
already, and are higher than that, but I plan to cut them down to
16'p if they are too high. I ha.ve to have someplnce to Put the
saivdust when the mills are not running.
Mr. Bienz : Is there anir danger of the sawdust blovring outside?
P:Tr. Rohwer: Is there a roof over it?
i.:r. Eastor.: There is no roof, foundatia►l, or floor, just the sides.
i.2r. Rutter: Anybody here to speak for it? Or against it?
EASX:; 5Z,.'1TST Cor.tinued
~Ra,. Thomas: I live at 10923 East Valleyway, a2.so 609 Tlorth Bowdish.
rM . Rutter: j~*Vhat are your objections?
A'Ir. Thomas: It has only been about a year since about 500 of us made it
a residential district out of that. A petition was sent around to every-
one we could get ahold of. Did anybody ask the size o£ this Bin? 1Nhat
i s it, Roy?
' 1:1r. Laston: rTinetv-six feet square. Big enough to do the work inside the
fence.
?:rb Itutter: Anybody else to be hearci?
TTenr,y P?oble: I or,-.ose the Bin too, because of its size. It will be an
e;Te--sore in a place where it has grown to be a residential area. Even
if there are 16' poles, it will 3epend on how full the Bin is frc-,n the
top; if the wind blows, it will blotiN out. 17e like ener, ybody to have his
own busir.ess, but this just doesn't seem to be the proper place.
Fred Hahn: I brought 4 letters of protest, and I K►ould also like to s ay
somethir_C
I live about -1, milo £ram this project and there are a lot of
nice hor:ies being built around there. This vras zoned an Agricultural
Dist-rict ai2d this s^Vrdust dump Yrill be a.n eye-sore to the community. There
were no Protests when we tivere trving tp make this an Agricultural Distriot.
e shouldn't let the bars dovm. We kept out a mink farm, pig pen and
other things and vre shouldn't let this sawdust dump come in naw. (Mr.
Havilav read the letters. )
?"r. Idatter: Anybody else to be heard?
Clyde Jcnes : I own 160' of land on Valleyviay. It is just north of the
Gp,:orturity school in a very choice residential district. Of course
you all know what a sawdust dump looks like. You all know how pretty
Co-mstock Park is. Now what if therv 1~ras a sawdust dur.lp in Comstock PQrk?
Our valley is just as nice. It would be an eye-sore. It vrould make a
dif ference of nventy-five-hundred dollars on a Ten thousand dollar home.
I object very strenuously. I have a letter here with me from some of my
clients objecting it. (Mr. YLawley read the letter. )
C. E. Bear: I am a real-eatate man. I didn't know this was cor:ling up,
I just harl, ened to be here. I think a piece of cheap land could be
purchased tivhere he could have h;s saAvdust dur.ip. I think it would do
considerable har.n to the ad jacent property ovmers.
rZary S:iith: I have 6 acres, and have been out there six years. It is a
nice cor.umunit;,r out there. ~-Ve have kel:t ot}:er th:ngs out of trere, and I
don't see whe,y they should have this.
Knox Abbott: It seer.is to me, the question i-s not that 1-Sr. Easton could
hQVe his permit, but are we go:ng to have our zoning out there? We cantt
let the bars down here. If this perrtit is granted, we -night just as well
not have any zoning vrhatsoever.
Mr. Fosseen: I would likQ to know just tYYLy you selected this plaee for the
' 1~ in?
Mr. Easton: I hapren to own it. I have 3 aeres. Z would like to ask,
why they can zone a piece of land and not let the man know it that ov~rns
some property thnre? I spent $300.00 now getting ready to build, before
I knew it was zoned.
L'Ir. Rohwer: 'Jo you have a petition froM your neighbors?
7r. taston: No, my neighbors didn't tivant to sign any, because there would
be hard feelings in the ne ighborhood.
"'r. Thomas : He ought to know that he needs a building permit before he
starts to build any kind ot' building in the County.
- 2-
EAST('I' SA7UDUST DTJ},~.P Continued
1,:r. Easton: I didn't know it was necessary. T though if we oivned our
own land, that was all that was necessary.
Mr, Abbott: As £ar as his not knowing this wa,s zo-led, I received a aard
fron tha 71anning Corrsnission, and I asstuned all the neighbors received
one.
Mr. Hahn: tiVhen this zoning was applied for, vre had about 90% o£ the
j pro-oFi•ty owners siCn. I ie notified everyone we could ~;et in touch with
without going baclc 2 or 3 times. It was also published ir_ a paper that
it :•ias to be 2oned. That is certainly more than r+ras necessary to notify.
:'rs. D._ Ge Dyer: Our place lies with the length of I.7r. Eastonb. IVe feel
tha-;, tne value of our property will be injured. I very definitely am -
ar, a r. -I. thi s comino in.
Lir. =,aszon.: Let me ask you a question, t1rs. Dyer, do you think your build-
lr ;lt'.;_,) GU:" ZL'11G1 a.T1V?
IaIrs; DyEr: -`"o, but :}re started fron the ground up. '~'Ile have had siclness
in cur j7e vinnt to put up a nice home someday tivhen we can afford
it.
tleiehbor: I live at 11306 Fa:7t Vallertay. I have been in my new house
about r. ti.reekr. I am havirg a deed recorded this Qfte rncon. I think that
anything that comos up a£ter it has been zoned should bQ opposed to. We
neod our :one to protect us.
Mr. GastFl: I live at 10908 East Broadway. I ha--e property all around
ra.►n. J~.T ; iece of property happens to join his. I am sorrv, but I have
to objec': ro it. ~
Mr. H~ hn: I think there are a lot of people here who haven't said any-
thing yet, but are opposed to this project. Could we have the hands of
those who are protesting? (32 hands raisod.)
Ne4hbor: I have a letter from I+.'rs. A. Russell. She wan't able to come
dovm this afternoon. (P.Tr. Haiv}.ey read tr.e letter. )
Mr. Rutter: I move that it be referred to ExQCUtive Sessions
kr. Ro1_wer: I sQCOr_d it.
