The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containinq HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drafnage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained withi.n the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements wfthin adjacent Right of Way
are required prior to the release of a building permit:
.
1. Approach permits muat be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Montgomery
C) Insufficient information was subinitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Drainage plan as specified.
2. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. 0

This letter is to uiform you that the Spokane County Planrung Deparmnent has denied your request
for the waiving of required pavmg of the exusting storage yard. This decision was based on the
recommendauon of denial from Spokane Cuunty Air Polluaon Control Authonty and thc fact that
the starage yard was located on site after the requirement for paving of all commercial and
industrial storage areas had been included withm the Zonxng Code of Spokane County. No
approved site plans are on record wnth the Caunty Plannuig Department which indicate astorage
area existed pnor to the reqwrement of paving

After review of the paving waiver request information that was provided to us by Fab;an T. Andres of
Spokane Builder's Suppty far the property at E. 1(}410 Montgornery, SCAPCA makes ihe following
recommendation.
It is SGAPCA's opinion that all traveled surfaces at the site should be paved. Failure ta da so may
Impact air quaiity naw and in the fuxufe. This decision is based vn the facts Iisted beiow.
1. The site is inside the Spakane County PM 10 Non-Attainment Area.
2. Re-entrained road dust is a large source o# airborne particulate in the Spokane area. Re-
entrained raad dust emissians can be caused by tracking dirt and mud frorn unpaved parking
lots onto paved public roadways. As part a# my review I vfsrted the site. There was evidence
v# trackEnp from the facility's traveled ways onto Mantgomery which is a busy s#reet.
3. While Mr. And:es has indicated that Spokane Butlder's Supply uses paltiatives ta hesp control
dust emissionS, paving offers grea#er Cantrof caf bath dust ernissions and tracking..
