The County Engineering Department has completed a review of
the above referenced prcject. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
genexated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished grade e2evations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
8) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:

the check print to your contact person at County
Engineering.

We are unable to proceed with our review. We will need

be submitted and approved by the Spokane County Enqineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.

b. A reciprocal use agreement is required for
this project. It is an aqreement between the owners of two or
more parcels granting reciprocal use between the properties.
Situations that require this agreement include, (but are not
limited to), ingress/egress, parking or drainaqe across property
lines. This agreement is a legal document between the parties.
For more information on this aqreement contact your land-use
attorney. This for lots 27 and 17 of BSP-16-87.
E) Utility Condition: Permittee is responsible for arranqing
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.

The County Enqineerinq Department has completed a review of
the above referenced proiect. The followinq information must be
provided in o;der for us to proceed with ou= review.
A) A drainaqe plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Manaqement". At a minimum the plan must contain:
1. Drainaqe calculations for stormwater volumes
qenerated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical czoss section of the 208 swale.
6. Calculations to justify the number and type of
d=ywells pzoposed.
7. Elevatfon of drywell inlets where applicable.
B) The following improvements within adjacent Right of Way
are requireal prior to the release of a building permit:
1. You must submit road and drafnaqe plans for street
improvements. These must be prepared by an
engfneer. Plans must be prepared f or the following
streets:
a. Montqomery
All required construction (sidewalk/curbinq/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a buildinq permit or a financial quaranty in an amount
estimated by the County Engincer to cover the cost of
construction or improvements shall be filed with the County
Engineer.
9. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
the following streets:

SCOP$IPROJECT DESCRIPTION:
1. General Overview - The owner Mike Silvey is proposing the
construction of a 5,624 square foot affice and warehouse.
Approximately 1,664 square feet will be warehouse area and the
remaininq 3,960 square feet will be office area. The proposed will
be leased to a food brokerage.
Please Note: The correct parcel number for the proposed is
08541-0190 and the correct address is East 10305 Montqomery Drive.
BtTMMARY OF DBPARTMffi1QTAL REQIIIREMFNTS :
I. Planning Department (456-2205)
A. Discussion/Requirements
1. Please submit a revised site plan illustrating
landscapinq, the square footages and uses for the
proposed, and a loqo showinq the entire parcel and the
location of the proposed on the parcel.
2. All areas to be driven over shall be paved. Lauren
Lakshas stated that she would check to see what the
minimum width requirement is and get back to the
applicant.

3. Please submit.a landscape plan for the proposed. Type
IV landscaping is requ3red on the road frontaqe.
4. The proposed site is subject of Bindinq Site Plan
BSP-16-87. Prior to release of the buildinq permit the
Binding Site Plan shall be finaled or the applicant shall
obtain a Certificate of 8xemption for the subject
property.
B. Permit Release Requirentents
1. Please submit a revfsed site plan as described above
for review and approval.
2. Arl estimate from a nursery including size, type, and
quantity alonq wit2i a pramissory letter from the owner
stating landscaping will be installed shall be submitted.
3. The pendinq Bfndinq Site Plan shall be finaled or a
Certificate of Exeaiption obtained for the property prior
to permit release.
II. $nqineerinq Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Bufldings by Bob Turner.
2. The drainaqe check print was returned to the applicant
durinq the meeting. Please address the comments on the
check print and return it to the Enqineerinq Department.
3. Please submit road and drainaqe plans prepared by an
enqineer for Montqomery Drive. All required construction
within the public right of way fs to be completed prior to
the release of the building permit or a bond in the ainount
estimated by the County Enqineer to cover the cast of
improvements shall be subZaftted to the Engineering
Department. Bob Turner advised the applicant to submit
the road and drainaqe plans as soon as possible so that
the issuance of the buildinq permit would not be delayed.
4. An approach permit must be obtafned for the driveway
approach on Montqomery Drive.
5. An Aqreement to Pay Fees was qiven to the applicant
during the meeting. The agreement is to be siqned by the
owner and returned to the Lngineering Department. Plan

B. Permit Release Requirements
1. Please address the comments on the drainage check
print and return it to the Engineerinq Department.
2. Submit road and drainage plans for Montgomery Drive.
3. Submit a copy of the Aqreement to Pay Fees signed by
the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. The Health District was not present at the
Pre-Construction Conference, however, comments were
submitted by Pam Heeter after the meeting.
2. Apply for a permit to install an on site sewaqe
disposal system. _
3. Please submit a critical materials list to the
Department of Buildings for review.
4. If it is deterrained that the proposed is a critical
materials user the owner will be required to sign a
Samplfng Agreement. The agreement allows the Health
District to sample the effluent of the septic tank on an
annual basis. All cost for sample retrieval and analysis
shall be paid by the owner.
5. All construction debris ie to be taken to a licensed
landf ill .
8. Permit Release Requirements
1. Apply for a permit to install an on site sewaqe
disposal system.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed is 3,000 g.p.m.

, • 2. One fire hyarant is required to be installed for the
, proposed. The applicant will need to contact the fire
district for the location of the hydrant. The hydrant is
required to be installed prior to occupancy.
3. A copy of fire hydrant standards were given to the
applicant durinq the meetinq.
4. A lock (Rnox) box entry system for fire department
personnel access is required to be installed.
V. Department of 8uildinqs (456-3675)
A. Discussion/Requfrements
1. Plan review has been completed on preliminary plans
and a letter was sent to the applicant by Tom Postlewait.
2. The west wall of the propased shall be of one-hour
fire-resistive construction.
3. The walls of the corridor shall be of one-hour
fire-resistive construction. The ceilinq construction
shall be a one-hour fire-resistive roof system. Every
door openinq in the corridor shall be protected by a fire
protection ratinq of not less than 20 minutes. Please
submit detaf ls.
4. The proposed shall meet the minimwa requirements of
the Regulations for Barrier-Free Facilities.
5. Please verify the type of inechanical system to be
. installed in the proposed.
6. Please submit a critical materials list to the
Department of Buildinqs for review.
7. Please submit lighting budget calaulations and layout
for review and approval.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed dur3.nq and after the meetfng and other
ftems from the plan review letter needs to be submitted
