The County Enqineerinq Department has completed a review of
the above referenced project. The followinq information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roQf containing HvAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Drainaqe plan as specified.
C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Aqreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner, Longhorn 8arbecue Inc. is
proposing to construct a 30 foot x 30 foot storaqe addition to an
existing concrete buildinq, beinq used by the applicant for meat
processinq and wholesale distri.bution. The addition will be a Type
VN construction and will also contain a cookinq aven. A large 12' x
12' overhead door will be installed to allow installation and
removal of the large oven.
SQMMARY OF DEPARTMENTAL REQTIZREMENTS:
I. Planninq Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in an I-2 zone and the use is
permitted.
2. The proposed is located on parcel 08541-0155.
3. Please submit a revised site plan illustrating the
number of parkinq stalls.

B. Permit Release Requirements
1. The Planning Departmetit is ready to release their
portion of the permit when the number of parking spaces
avaflable is provided.
II. Divisfon of Engfneering & Roads (456-3600)
A. Discussion/Requirement
1. Conments were given to the applicant and the Divisfon
of Buildings by Bob Turner.
2. In order to update their records reqardi.ng drainage,
a rough site plan illustrating how stormwater is beinq
retained on the site needs to be submitted.
B. Permit Release Requirements
1. The Engineer's Office is ready to release their
portion of the permit.
III. Utilities Department
A. Discussuion/Requirements
1. Jim Legat advised the applicant of possible options
to connect to the public sewer. Since the property is not
adjacent to the sewer line, connection is not being
required. It would not be feasible due to distance of
travel to extend a lfne to the nearest access point to the
trunk line.
IV. Health District (456-6040)
A. Discussion/Requirements
1. The water purveyor for the site is Irvfn Water
District #6 (509) 924-9320.
2. Health District records show that there are two
on-site sewage systen►s. The applicant reported that the
storage building did not contain any restroom facilities.
If the system was installed, it has never been used.
3. Daryl Way had concerns reqarding the system which
serves the meat processinq plant. In order to deteriaine
that the system is capable of handling the expansion,
water usage records need to be submitted. Meter reading

records may be obtafned from Irvin Water Distrfct, One
year records would be sufficient to determine waste water
usaqe.
4. It was noted tbat the drainfield is being driven
over. This area should be barricaded to prevent vehicular
travel.
5. The proposed addition would be located over a
discharge pipe. If the pipe is to be under slab, it would
need to be cast iron or an approved schedule 40.
6. Please submit a critical materials list for the whole
parcel to the Divfsion of Buildinqs. It was noted that an
above qround fuel tank is located on the west side of the
property. If the tank is to remain, the contents shall be
listed and verification of the permit . The applicant
i,ndicated that the tank would be reiaoved.
7. All construction debris shall be taken to a licensed
landfill.
B. Permit Release Requirements
1. The Health District is ready to sign off provided
that there is no conflict with the present on site sewaqe
systems.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The required fire flow for this project is calculated
to be 4500 G.P.M.
2. It was recommended after site review that one fire
hydrant is required to be installed on the south side of
Montqomery at the east end of the access gate. The fire
hydrant shall be installed as per an approved water plan.
Prior to the preparation of the water plan, the applicant
shall contact Irvin Water Distrfct at 924-9320 as soon as
possible to obtain the purveyor requirements includinq
specifications. The water plan shall contain the location
of the hydrant, hydrant assembly detail, and plumbing detail.

purveyor for approval prior to installaiton. The fire hydrant
be installed prior to occupancy.

3. A lock (Knox) box entry system for fire department
personnel access is required to be installed. Forms for
ordering were given to the applicant. The completed fornis
are to be returned to the Fire District.
V. Division of Buildings (456-3675)
A. Discuasion/Requirements
1. Plan review has been completed on the site plan only
by Tom Postlewaft.
2. The proposed fs within the allowable square feet.
3. Cross connection devises are required on equipment
which may cause pollutfon of the domestic water supply.
4. If construction specifications require concrete with
a design strength over 2,500 p.s.i., hiqh strength
bolting, or structural weldinq special inspections will be
required on the proposed. Please indicate the name of the
testing laboratozy and submit copfes of the inspection
reports to the Division of Buildings for review.
5. If buildinq is to be constructed over any disturbed
eart,h, soil compaction test will be required by an
approved testinq laboratory.
6. An assumed property line must be established between
the proposed addition and the storaqe buildinq. The
distance between the two is 24 feet. A minimum of 20 feet
is needed in order to avoid constructinq a one hour ffre
resistive exterfor wall. No openinqs are permitted in any
wall when less than 5 feet from the assumed property line.
The applicant needs to determine the moat feasible
location of the assumed property line and construct the
appropriate exterior wall protection. A detailed wall
section needs to be included with the construction
drawings.
7. The manufacturer's oven specification shall be
submitted in order to determine hood requirements.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter shall be submitted for
review and approval.
