The County Engineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwa the plan Ynust contain:
1. Drainaqe calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the followinq before we can proceed:
1. Drainaqe plan as specified.
C) Utility Cotldition: Permittee is respansible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

by the Department of Buildings Code Compliance Coordinator, Tom Davis, with

I. General Overview - The contractor, Al Walls, is proposinq to build a 60
x 66 addition to the existinq shop. There will be no access to or from the
proposed other than the fire escape. The proposed addition will be
sprinklered similar to the existinq shop which makes and assembles wood
door jams. The applicant is intendinq to install an additional restroom
and will be relocating existing lightinq, and mavinq the existing fencing.
No new fencing, signs, outside storaqe areas or floor drains are proposed.

I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a I-2 zone. The proposed use is
allowed in the zone.
2. The proposed is located on parcel number 45081.0188. Please
provide a documentation to the Planning Department regarding the
acquisition of the 145 foot piece of land to the north. The

parcel fs also subject to a zone change number ZE-177-55 with no
conditions.
3. All parking spaces are to be within 60 feet of a landscape
feature. If this requirement is met, then no new landscaping
will be required.
4. Please show verification that the two parcels in question
was agqregated into one.
5. The parkinq requirements are based on 1 space for each 400
square feet of manufacturing area. 25 parkinq stalls are
currently required for the existinq use. The proposed will
require an additional 10 parkinq stalls, for a total of 35. 31
parkinq stalls are identified on the submitted site plan.
Discussion was held reqarding striping the parkinq on the east
side of the site.
6. Please submit a liqhtinq plan indicatfng location and area
of illumination for review and approval.
7. Please submit a revised site plan illustratfng the requfred
parkinq spaces, paving of parking and travel areas for review and
approval.

1. Please submit a revised site plan illustrating the correct
boundaries of the parcel, landscapinq, lighting, parkinq, paving
of parkinq and travel areas, and setbacks for review and
approval.

Since the roof of the proposed will be non-asphalt (metal),
stormwater run-off may be discharqed directly to a drywell.

A. Discussion/Requirements
1. The water purveyor for the proposed is Irvin Water
(924-9320). Please contact the water purveyor to review
requirements for back flow preventers.
2. Please submit verification of the number of employees for
the entire facility. The buildinq permit for the existinq ehop
identifies 15 employees.
3. The site is served by an on-site sewage dispoeal system. The
system should have the capacity for 25 persons per day - maximum
capacity for persons per shift per day. Applicant is not
intending to add to the on-site sewage disposal system.
4. Durinq construction, do not drive on the west side of the
property due to the location of the drainfield. '
5. Please submit a critical materials list to the Departiaent of
Buildings for review.

6. All construction debris shall be taken to a licensed
landfill.

IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Please submit information reqarding the scale, cross section,
calculations and number of heads for the sprinkler system. If
the sprinkler system has 100 heads or more a central monitoring
system will be required.
2. Three (3) fire hydrants exist to serve the property and this
is adequate.
3. A lock (Knox) box entry system for fire department personnel
access is required to be installed. Forias for orderinq was qiven
to the,applicant. The completed forms areto be returned to the
fire district prior to release of the buildinq permit. The box
shall be installed prior to occupancy.
8. Permit Release Requirements
1. The order fona for the lock (Rnox) box entry system shall be
submitted to the Fire District prior to release of the building
permit.
V. Department of Buildinqs (456-3675)
A. Discussion/Requirements
1. Plan re"view has been completed on the site plan only by
Thomas Postlewait.
2. The proposed buildinq is beinq classified as a g-2, Type_ IIN
construction. Maximum floor area allowed by U.B.C. Chapter 5 is
7400 square feet proposed additfon exceeds 7400 square feet
(Existing and new woodworkinq shop).
3. Fire flow was previousl,y calculated for 4000 G.P.M. and no
recalculation is necessary.

4. The two parcels must be aqqregated into one parcel.
5. If construction specifications require concrete with a desiqn
strenqt,h over 2,500 p.s.i., high strenqth boltinq, or 6tructural
welding, special inspections will be required on the proposed.
Please indicate the name of the testinq laboratory and submit
copies of the inspection reports to the Department of Huildings
for review.
6. Please submit 3 sets of sprinkler system diaqrams to the
Department of Bufldings for review and approval.
7. Please submit an updated critical materials list for review.
8. Please verffy that the mechanically operated ventilation
system has the capability of supplyinq the minimum outside air
requirements specified it to the Washinqton State Enerqy Code.
9. Landings are required on both sides of the door.
Section 3304(1) of the Regulations for Barrier-Free Facilitfes
which requires landfngs to be 51' by V.
10. Please submit a letter from the owner statinq that forklifts
are not and will not be used.
il. Please submit a layout of the shop equipment.
12. Fire extingufshers shall be installed as per the
requirements of the Uniform Fire Code.

Dear Jim:
The Counry Engineer's has approved your '208' calculations for the above project. The County
Planrang Department requires the following changes:
1. Amount of plant material must meet the minimum requuements of 10% of the parking
area, equaling 1,188 sq feet for this proposal. The proposed plandngs are only 486 sq. feet in
area.
2. Location of plant material must meet the "60 foot" requirement whicb necessitates the
need for additional plantings in the southwest corner of the proposed parking area. Grass alone
will not suffice as the required landscaping for parking areas.
