Gorman April 4, 2001 •912 E. 14th pokane, WA 99206 Dear Ms. Gorman The following information will explain and answer the questions in your letter dated April 2, 2001. Enclosed is a copy of the inspection report on your house and Spokane County Brochure number 12, entitled Foundation Requirements. In response to your first question, neither the Uniform Building Code nor local ordinance require manufactures certificates for the concrete poured on residential foundations or slabs. According to the inspection report, the footings were.approved for pour on January 15,1999. Your contractor may have the original delivery slips from the concrete supplier. If this is not an option, you may want to contact the two major concrete suppliers in this area. At the time your house was built, they were Central Premix and Acme Concrete. They may be able to supply you with copies of the concrete delivery slips at your address. The second question in your letter addresses compaction reports for the soil under the slab. If fill is placed in an area were a building is to be built, compaction reports by an independent testing company are required to be submitted to this department for review. Compaction reports are not generally required for footings or slabs that are poured on undisturbed soil. After viewing the site and discussing the matter with the field inspector, it appears that an excavation of three to four feet was dug for the footings, foundation, and slab area of your home. The footings and slab were then poured on the native soil at that depth and compaction reports would not have been required. The split-level design of your home would not typically require reinforcement bar in the foundation walls. (see enclosed brochure) Foundations with less than four feet of unbalanced fill against them do not require reinforcement bar unless otherwise specifically required by a structural design professional. Spokane County does not require rebar in footings or slabs in residential construction. The building code does require foundation walls enclosing a basement below finished grade to be damp proofed. There are two acceptable ways to accomplish this code requirement. Either apply an asphalt-based material to the concrete walls below grade or a dampproofing add mixture is placed in the concrete by the supplier prior to pouring. 1026 W. The final inspection report is enclosed per your request.
