The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Storiawater Management". At
a minimwn the plan must contain:
1. Drairtage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
b. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-25-88C
C) Insufficient infonaation was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other i.nformation:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic enqineering practices. Paving as
required by the County Planninq Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illeqal to back out onto the Right of Way.

b. The previous permit for this site showed a new
drywell for 208 #2. The drywell labeled as new has a solid
concrete lid and appears to be something other than new. The
connection of the pavement to the swale must pass through
ungraded gravel and dirt. 208 drainage is to be channeled through
a continuous route of hard surfaced area to the swale. This
situation must be remedied before any further permits can be
issued.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be releaseci.

County Coimnissioners of Spokane County, Washington, on this day, and it
appearing to the Board that the Spokane County Planning Conanission has given
due notice of the hearing on the matter in the manner and for the time provided by
law; that said Planning Commission has held a public hearing as required; and

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Haase Construction, Inc., East 9912 Montgomery, Suite 501, Spokane, WA
for the above captioned zone reclassification; and
The Board having received the recommendation of the Spokane County
Planning Commission that the zone reclassification request be denied, as the
motion for approval lacked a quorum vote of the Commission as set forth in
the Planning Commission's minutes dated August 18, 1978, and
The Board having conducted its own public hearing on September 18, 1978
at the request of Fiaase Construction, Inc., East 9212 Plontgomery, Spokane, WA
and after visiting the site and reviewing the testimony; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to approve subject zone change ZE-105-78, subaect to the
conditions contained in the Planning Commission's minutes of August 18,
1978; EXCEPT that the entire property be zoned Restricted Industrial,
including that porCion for which tlultiple Family Suburban zone was requested.
The Board also concurred in the Planning Staff's recommendation that no
significant adverse impacts will result and a Dec1aration of Non-Significance
be issued.
The Board instructed the Planning Staff to prepar'e Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

WHEREAS, The Spokane County Planning Commission did, after pubZic
hearing on August 18, 1978, forward to the 8oacd af County Commissioners a
recommendation that the Zoning Map not be changed from the existing Agricultural
Suburban classification (by a vote two to two, as the motion for appcaval lacked a
quorum vote of the Commisslon) on property described as foI lows:
The North 1/2 of Lots 12 and 13, Fcvitland Addition, except
the North 135 feet of the West 213 feet of Lot 13 in Section 8,
Township 25 N., Range 44, E.W. M., Spokane County,
Washington.

WHEREAS, The applicant before the Planninq Commission, Haase
Constcuction, Inc. , did subsequently request a hearinq before the Board of
County Commissioners to present evidence and testimony in favor of this
application, and,
WHEREAS, The Board did hold a public hearing on September 28, 1978"
to consider the recommendation of the Planning Commission and testimony and
evidence of the applfcant and other interested parties, and,
WHEREAS, At said heacinq opportunity was afforded those favoring and
those opposing the above-described zone reclassification, and the Board of
County Commissioners fully considered the testimony given, the recards, and
minutes of the Pianning Commiasion and all evidence presented, and havinq
individually acquainted themselves with the site ahd vicinicy in question, does

The County Engineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Manaqement". At
a minimum the plan must contain:
i. Drainaqe calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Sgokane County Zone Change No. ZE-25-88C
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:

1. Site Plan.
2. Drainaqe plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Enqineer. The
design, location and arranqement of parking stalls shall be in
accordance with standard traffic engineerinq practices. Paving as
required by the County Planning Ordinance, will be required for
any portfon of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. Clearly define existing and new pavement.
Define drainage basins and also define the
roof composition.

D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This dacument must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

In connection with the above referenced permit application, and based
on our intended use of this buflding for warehouse and/or materials
storage, we anticipate two people to work in this facility during
normal workinq hours (6:00 am to 5:00 pm), Mondap through Friday.
It is also antfcipated, that one to two individuals may spend several
hours per day in this buildinq durfng our swing shift, which we
anticipate starting once the facility it built and in operation.
Since the bulk of usaqe will occur durinq normal workinq hours, to
move and arrange materials, and eince we have not yet implemented our
swing shift, it is not possible to estimate occupancy more closely
than as noted above. However, we do not expect the swinq shift usaqe
to be signfficant, since the majority of materials movement (i.e.
shipping, receiving, and so forth), will take place durinq regular
day-shift operations.
Hopefully, this providbe adequate detail oa the eapected daily usaqe,

As set forth in the structural plans for the above referenced, we are
deBigning this buildinq with the anticipation, that when/if the
present use restriction designatinq "warehouainq only", is removed
via public hearing, we would then use this bufldinq for a portion of
our fabrication/assembly operations.
Assuming we are successful in our efforts to achieve removal of this
restriction (application for Chanqe of Conditione fs beinq prepared),
we would expect this buildinq to then house a glass washer, used to
clean glass used in our windoas.
The washer used in this operation, over the course of dafly
operations, can be expected to discharqe approxfmately two to three
gallons of clean rinse water.
