A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane Courity "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainaqe calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of ' drywells proposed. 7. Elevation of drywell inlets where applicable. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: 1. Spokane County Zone Chanqe No. ZE-25-88 C) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Drainage plan as specified. D) Utility Condition: Permittee is responsible for arranginq for all necessary utility adjustments or relocation as required for completion of the improvement. General Overview - The owner Carl Fry is propasing the construction of a 4,500 square foot warehouse. The proposed will be apen on three sides and will be used to warehouse window manufacturing materials which are curnendy being manufactured in their fa,cility located on the site. The applicants would like to begin construction as soon as possible. S Y OF DEPART1Vff NTAL RFANMUBMNM 1. Planning Department (456-2205) A. Discussion/Requirements 1. Additional land locaied to the north has been purchased by the owner. The applicant is in the process of obtaining a nunor lot line adjustment to combine the subject property into one pan;el. Please submit a copy of the completed minor lot luie adjustment to Lorne Lakshas. 2. Please submit a revised site plan illustrating the uses and square footages of existing and proposed structures, also, please clanfy what areas are covered. 3. The 23 parking stalls illustrated on the site plaA are adequate, 18 parking stalls are required for the existing structures, and three stalls are required for the proposed structure for a total of 21 required parking stalls. 4. A certificate of exemption is required to be obtaaned for the subject parcel. Forms for obtaining the certificate are available at the Plammng Department. B. Permit Release Requirements 1. Please submit a revised site plan as descabed above for review and approval. -1- ~ . 2. Please submit completed minor lot line adjustment forms to Lorne Lalcshas for review 3 A ceruficate of exemption shall be obtained for the subject parcel. II Division of Engineering & Roads (456-3600) A. Discussion/Requirement 1 Comments were given to the applicant and the Division of Buildings by Bob Turner. 2. Please submit a drainage plan for the site that is i.n comphance with Spokane County Guidelines for Stormwater Management. The proposed wfll have a metal roof therefore all r+oof drainage can be directed to a drywell. 3. All traveled surfaces are requued to be paved. 4. An Agreement to Pay Fees was given to the applicant during the meenng. The agreement is to be signed by the owaer and returned to the Division of Engineermg & Roads. Plan review will not be completed unnl this document is executed. B. Pernut Rele,ase Requirements 1. Please submit a drainage plan as described above for review and approval. 2. Please submit a copy of the Agreement to Pay Fees signed by the owner. III. Health Distdct (456-6040) A. Discussion/Requirements 1. The proposed warehouse will not have a restroom, and there will be no additional employees, therefore the existi.ng on site sewage disposal system will be adequate. 2. There is vetucular traffic passing over the drainfield area. A permanent barricade will need to be installed to prohibit vehicular traffic. If the applicant wishes to cantinue to drive over the draunfield grass pavers designed by an engi.neer will need to be installed and approval from the Department Ecology will be reqwred. B. Permit Release Requuements 1. The Health Distnct rele,ased their portion of the building permit wnth the condition that a permanent barricade or grass pavers be installed over the drainfield. -2- • p~ . . . IV. The Fire Distnct was not present at the Prc-ConstrucUon Conference Clyde Wisenor, Fire Distnct No. I was contacted after the meedng for comments regarding the proposed. Mr. Wisenor released the fire distnct's portion of the building permit. V Division of Buildings (456-3675) A. DiscussionlRequirements 1. Plan review has been completed on die site plan only by Tom Postlewait. 2. The west wall is required to have one hour rated columns, beams, and supgorts. 3. Please submit an updated critical materials list to the Division of Buildings for review. 4. If construction specifications require concrete with a design strength over 2,500 p.s.i., high strength bolting, or structural welding special inspections will be required on the proposed. Please indicate the name of the testmg laboratory and submit copies of the inspection reports to the Division of Buildings for review. 5. The steel manufacturer must be an I.C.B.O. approved manufacturer, please verify. 6. Drawings shall be di.rectly stamped by the ar+chitect (wet stamp). 7. 1`he applicant asked about the possibility of obtaining an early start permit for the proposed. Tom Postlewait stated that prior to the release of an early start pesmit for footings and foundation approval from all county departments must be received and a complete set of plans must be subrrutted. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed dunng the meeting and other items from the plan review lettier oeeds to be submitted for review and approval.
