I. Geneml Oveaview - Tfie owaea, Jehovah's Witaesses, is proposing to oonstruct a new
building oantaining 4,200 squane fe~ oa one acre of f~oed land. They plan to begi.a ground
work in the early spring, with the aatual oonstruction being done by volvntieer labor. Pro-
posed will be used by 2 congre~ations of 120-140 people ea,ch. Neither group will be asing
the ficility at the sanne time. Pzoposed will only be used for chnrch rdatiod activiti.m, with
schooling and daycare not being pmovided on the premises. A circuit overseer will be staying
on the property for appmxi.onately one w+eek ewesy 6 moaths in a 25-30 foot motor home.
Proposed will provide this ro site wuh sewer and watier. Applic,ant was told by Tom
Davis that once the permit is applied for, it will remain valid for 180 days with an ext,ensioa
of an additiona1180 days being pennit*ed upoa written request.

A. Discussion/Requinements
1. The proposed is located in a UR-35 zone. The proposed use is allowed in the
zone.
2. The proposed is locatsd oa parce1 number 45084-1 101.
3. Please submit a revised site plan using a standard scale (1:109 1:209 1:30)
including a logo illustrating the correct boundaries of the pan;el, the use of the

building, the square footage of use, the height of the proposed building, occu-
pancy/seating, arnows indicating direction of travel, fencing, landscaping, and
setbacks for review and approval.
4. Apphcant indicated that the landscaping on the south would probably consist
of 20 feet of lawn.
S. Handouts were given to the applicant for. a) signage standards, b) landsrap-
ing pmmissory letter, c) fencing standards, d) parking standards.
6. Please submit a signage plan for any proposed signs mdicating height and
dimensions of the signs.
7. Parking as illustrated on the site plan is adequate. All parking must be paved.
8. Please subaut an estimate from a nursery including size, type, aad quaatity of
landscapuig, ~temized oost of the vngatton system, and the cost of labor along
with a pr+omissory letter frum the owner stating thw the landscaping will be
installed. All landscaping must be irrigated.
9. A 6 foot tugh screen (fence) andJor 5 feex of Type I or II landscaping needs to
be installW al,ong the aorth and cast boundanes of the property. Apphcant
indicated that they iateaded to i.astall a 4-5 foot high fence. If the feace is not 6
feet high, then a oombination of fencing and landgcaping will be required.
10. 5 feet of 'Iype III landscaping totalling 32 square feet shall be instalied along
Raymond. Please note: no landscaping/fencing may be placed in the setback
area.)
B. Peimit Release Requireme.nts
1. An estimate from a nurseay including size, type, and quantity of landscaping
along with a promiss+ory letter from the owner stating the landscaping will be
installel shall be submitted.
2. Please submit a reriosed site plan using a standar9d scale including a log0
illustrating the corroet bouadaries of the parcel, the, use of the buildiag, t~ie
square footage of use, the haght of the proposed bwlding, /seating,
atrows indicating ditecti+on of travel, fencuig, g, an =4W,j for
review and approval.
3. Please submit a signage plan.
II. Divisioa of Engineeang & Roa,ds (456-3600)
A. Discussion/Requinements
1. Comments were give,n to the applicant and the Department of Buildings by
Bob Tbrner.
2. Please submii a drainage plan for the site that is in vompliance with Spokane
County Guidelines for Stornawater Maaagement.
3. Proposed must oomply with the requirements of Short Plat SP-649-94.

4. Approa,ch permiis shall be obtiuned fAr new driveway approaches along
county right of way. Applications are available at the Engineer's office.
5. Please submit road and drainage plan prepared by aa engineer for road
improvements to Raymoad. All required oonstruction within the oounty right of
way must be completed prior to the issuance of the building pernut or a bond in
an amount estimated by the County Engineer to cover the cost of construction
shall bo subuutted to the Division of Engineering and Raads.
6. Applicant is required to install a sidewalk along their frontage on Raymond.
It appears that there is svfficient room within the right of way to mclude it there.
7. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and reriirned to the Divisioa of
Engineering & Roads. Plan review will not be vompleted until this document is
executed.
B. Pernait Release Requirrements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit road and drainage plans prepared by an engineer for road
improvements on Raymond Road.
3. Approach permits shail be obtained for driveway approaches aloag county
right of way.
4. Please submit a copy of the Agreement to Pay Fee,s signed by the owner.
M. Health Distdct (456-6040)
A. DiscussionlRequirements
1. The wat,er purveyor for the pmposed is Modern Flectric Water Company
(928-4540). Please oontact the water purveyor to r+eview reqerirements for back
flow preventers.
2. Praposed will be served by an on-site sewagesystem. The size of thi.s system
is det,~rmiaed by the number of oa~pants i.a the building. Please submit uifor-
mation on this to the Health Distdct so a de n of size can be ma,de.
Apglicant indicated that they applied for a septic pesmit sometime during the
summer (June or July). Please check with Daryl Way at the Health District
regarding this.
3. Please submit a critical materials list to the Department of Buildings for
review.
3. All construction debris shall be taben to a licensed landfill.
4. No on-siteo burning or burial of debris will be allowed.
5. Food may be served on the pr+emises to the congregation.

1. Fire flow for the proposed has been calculated for 750 G.P.M..
2. 2 fire hydrants ar+e required for the proposed. The existing hydrants are
adequate.
3. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Porms for ordering was givea to the applicant, The
completed forms are to be returned to the fire district. The box shall be installed
prior to oocupancy.

1. General Ovearview - The awner, Jehovah's Witaesses, is praposing to oonstruct a new
building oontaining 4,200 square feet on one acre of feaoed land. They plan to begin grouad
work in tbe early spring, wrth the actual construction being done by volunteer labor. Pro-
posed will be used by 2 congr{egations of 120-140 people eacb. Neither group will be using
the htcility at the same time. Prapased will only be used for church relatad activities with
schooling and daycane not teing provided on die premises. A circuit overseer will be staying
an the property f+or approlumately one week every 6 months in a 25,30 foot motor home.
Proposed will provide this rec~onai site with sewer and water. Appluant was told by Tom
Davis that once the permit is applied for, it will remain valid for 180 days with an extension
of an additional 180 days being permitted upon written request.

A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be

4. Finished grade elevations at the top and bottom of

wuver eupires without construction of the rcquired improveaients, the owncr(s) or
successor(s) agree to construct the required unprovements at their own expense, pay to
Spokane County the then estimted cost of the required improvennents to enable the
County to complete the same, or finnish a bond or otber secure method suitable to the

Access standard foc the improvement of Raymond Road, which is adjacent to the
proposed developmenL
14. The prnposed subdivision shall be improved tio tbe standards set forth in Spokane
County Board of Comnadtssioners Rooludon No. 80-1592, as amended, which
resoludon establishes regulations for roads, approaches, drainage and fees in new
construction.
15. This proposed subdivi.sion or development proposal is located vvidiin a drainage basin
which bas been idenafied by the Sgokaae County Engineees offoe as bavzng
stormwater runoff problems. Since this praposed subdivision or development proposal
is affected by or is a contributor w starmwater flows, pccyperhr owners should
participatre in the phnning and implementarioa of a future basinwide soormwater
management system. 'Ihe following statement shall be placed in the plat dedication:
"The owner(s) or successor(s) in intremst agree tio jain in any County-approved

interchange at University Road and Interstatre 90, this would sppeac to impact the
proposed short plat. Review and approval by the Departnaent of T'raaspartation is
required prior to finahzaaon of dus shart plat regarding right of way dedicauon and
setbacks of proposed structures.
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat shall be designed as indicated on the preliminsry plai of record and/or any
attached sheecs as noted.
2. Appropnate utility easernents sball be indicated on caopies of the preliminary plat of
record for distribution by the Planning Depanhment to the utility voinpanies, Spolcane
