FINDINGS AND ORDER
A. INTRODUCTION
This matter having come before the Zoning Hearing Examiner Committee on
December 8, 1983, and the members of the Committee present being
Richard L. Skalstad, Chairman, Jane E. Myers and Jerry Williams.
6. PROPOSAL
The sponsor, A& 11 Investments, is requesting approval of a zone
reclassification, File No. ZE-90-83, Agricultural to Restricted
Industrial, for the purpose of developing Truss Manufacturing and
Industrial Uses.
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, industrial,
storage, and railroad right of way.
2. That the Comprehensive Plan designates this area as appropriate for
Industrial development.
3. That the existing zoning of the property described in the application
is Agri cultural.
4. That the provisions of RCW 43.21C (The State Environmental Policy
Act) have been complied with, and the Committee concurs with the
Declaration of Non-Significance.

10. The Hearing Examiner Committee finds the proposed use to be in
harmony with the general purpose and will not be otherwise
detrimental to the public health, safety, and welfare.
11. The following are additional findings of fact considered by the
Hearing Examiner Committee:
a) That the requirement of sight-obscuring fencing around storage
areas, in this instance, serves no purpose as the neighbors to
thi s site are simi l ar i n l and use.
b) That the property is not exposed to view by the general public
and, therefore, this site does not warrant the expense of
installing a sight-obscuring fence. Therefore, if the Hearing
Examiner Comittee is vested with jurisdiction over the
sight-obscuring fencing, it takes the position that said fencing
is not warranted on this specific site.
D. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
The following is a specific condition added to the approval of this
praject by the Hearing Examiner Committee:
That the storage of plastic, paper and other materials not associated
with the operation of Spokane Trusses, Inc. shall be removed by no
1 ater than hlarch 1, 1984.

1. Approval by the Zoning Administrator of a specific lighting and

by March 1, 1984, in an agreement made with the Spokane County
Zoning Investigator per a letter received from the County
Department of Building and Safety on December 7, 1983.
b) COUNTY ENGINEERING DEPARTMENT
Prior To The Issuance Of Additional Building Permit(s) On The
Property:
1. Access permits for approaches to the County Road System shall be
obtained from the Spokane County Engineer.
2. Applicant shall improve University Road in a manner consistent
with Spokane County TYPICAL roadway section No. 1 minimum paving
width Major Arterial Standard.
3. Applicant shall submit for approval by the Spokane County
Engineer road, drainage, and access plans prior to the issuance
of a building permit on the property.
4. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combined on-site sewage system plan and surface water disposal
plan for the entire project prior to the issuance of any
building permit on the property.
5. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property. The design,
location, and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving
or surfacing as approved by the County Engineer, will be
required for any portion of the project which is to be occupied
or traveled by vehicles.
6. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
7. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engineer.

8. All required improvements shall conform to the current State of
Washington Standard Specifications for Road and 6ridge

9. Roadway standards, typical raadway sections and drainage plan
requirements are found in Spokane Board of County

c) COUNTY UTILITIES DEPARTMENT
1. Pursuant to Board of County Commissioners Resolution No.
80-0418, the use of on-site sewer disposal systems is hereby
authorized. This authorization is conditioned on compliance
with all rules and regulations of the Spokane County Health
District and is further conditioned and subjett to specific
application approval and issuance of permits by the Health
Di strict.
2. The owner(s) or Successor(s) in interest agree to authorize the
County to place their name(s) on a petition for the formation of
a ULID by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to
object by the signing of a protest petition against the
formation of a ULID by resolution method pursuant to RCW Chapter
36.94 which inc]udes the Owner(s) property. PROVIDED, this
condition shall not prohibit the Owner(s) or Successor(s) from
objecttion to ary assessment(s) on the property as a result of
improvements called for in conjunction with the formation of a
ULID by either petition or resolution method under RCW Chapter
36.94.
3. Any water service for this project shall be provided in
accordance with the Coordinated Water System Plan for Spokane
County, as amended.
4. Each new unit shall be double-plumbed for connection to future
areawide collection systems.
d) COUNTY HEALTH DISTRICT
l. A combined surface water and sewage disposal detailed plan shall
be approved by the County Engineer and the Health District prior
to the issuance of any buildtng permit for this project.

I. General Overview - The owner Western Systems is proposing the
construction of a 1040 square foot storage building. The proposed
will be used for the storage of dumpsters. The structure will be
open on both ends.
SIIMMARY OF DEPARTMENTAL REQIIIRENIBNTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
l. The current parcel number for the site is 08545-0191.
2. A copy of the conditions for Zone Change 90-83 were
given to the applicant during the meeting.
3. One additional parking space is required for the
proposed. John Harrinqton stated that he would check to
see if the existing parkinq is adequate.
4. John Harrington will check with Steve Horobiowski of
the Planning Department to verify if the existing
landscaping is adequate.

. r 5. A Certificate of Exemption was obtained for the
property in May 1988.
B. Permit Release Requirements
1. The proposed must comply with the conditions of Zone
Change 90-83. It was noted that this zone change applies
to a parcel having 90 feet of frontage along University
Road which was acquired by the applicant and aggregated to
the parcel containinq the business.
2. Prior to permit issuance the Planning Department shall
determine if the existing landscaping and parkinq are
adequate.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant by Steve Egger.
2. A drainage plan for the proposed site was submitted
during the meeting. Steve Egger stated he would review
the plan and get back to the applicant with comments.
3. Pursuant to Zone Chanqe 90-83 please submit road and
drainaqe plans prepared by an engineer for street
improvements for the 90 feet along University Road. All
required construction within the right of way is to be
completed prior to the release of a permit or a bond in an
amount estimated by the County Engineer to cover the cost
of construction shall be submitted.
4. An Agreement to Pay Fees was given to the applicant
during the meeting. The Agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
l. The proposed must comply with all conditions of Zone
Change 90-83.
2. Please submit road and drainage plans for review and
approval.

1. The existing sewage system has the capacity for one 26
person shift per day.

l. The Health District has released their portion of the
building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Access shall be provided to the fire hydrant located
near Oberlin Road.
2. A fire lane is required for access leading to the
hydrant.
V. Buildinq and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and a letter was given
to the applicant by Tom Postlewait.
2. Please indicate on the plans which sides of the
buildinq are to be open.
3. Please submit an updated critical materials listing to
Building and Safety for review.
4. Please submit a detail of the one hour fire wall.
5. Please submit a detailed floor plan for the proposed.
B. Permit Release Requirements
l. Two complete revised sets of plans addressinq the
items discussed durinq and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.

This drainage report demonstrates the adequacy of drainage structures
proposed to dispose of runoff from a ten-year design storm for a small
section of University Road. The site is an expansion of a comnaercial
site on the west side of University Road approximately 700 feet south
of Montgomery Drive, i.n Section 8, T.25 N., R.44 E.W.M.. A small
section of University Road immediately in front of the site
(oriqinally part of a larqer parcel subject to zone chanqe ZE-09-83)
is to be improved as a public road by constructing approximately 90
L.F. of curb and sidewalk on the west side of the street and paving a
30 foot wide strip. In accordance with County policy on improvements
to short sections of public roads in the Aquifer Sensitive Area (ASA),
no provisions for 1208' treatment have been made. Sheet 66 of the Soil
Survey of Spokane Countv, Washinaton shows that the soil on the site
is GgA (Garrison gravelly loam, 0 to 5% slopes).
At this time drainaqe from both sides of the road flows towards a low
spot on the west side of the road at Sta. 25+00. (The existing dirt
road south of the proposed improvements is tipped to the west.) The
proposed design which accompanies this report was originally created
for all of the zone change. It will create low spots at Sta. 24+89,
which is south of the 90 foot section which is to be constructed (or
bonded) at this time. Construction of this 90 foot section will not
materially alter the existing drainage patterns or quantities east of
the road centerline, as asphalt paving and concrete sidewalk will
replace very compacted dirt surface roadway, in a relatively small
area 90 feet lonq and 10 feet wide. The low spot will not be moved.
Therefore, only runoff in Basin "A", as indicated on one of the copies
submiited for review, is analyzed in this report. Basin
"A" is west of the centerline crown of the roadway and extends from an
existing drywell at Sta. 26+66 to Sta. 25+50, the lower end of the
proposed 90 feet of paving. Its area is 116' x 30' or .OS acres and
its "C" Factor .9 (impervious asphalt concrete pavinq and concrete
sidewalk). By inspection, time of concentration for Basin "A" is less
than 5 minutes. Therefore, using the Rational Method, peak discharqe
of the ten-year design storm (Q=CIA) is .90 * 3.18 *.08 =.23 cfs.

A rock sump will be constructed to dispose of this peak flow on a
temporary basis, until the rest of the improvements required by ZE-09-
83 are constructed. Garrison gravelly loam, a type "B" soil, has a
percolation rate of 72 in./hr.
Surface area of a cylinder =aDL +v/4 D2
Assume L= 61, D= 61, Area = 141 sq. ft.
Area required for .23 cfs capacity =
(.23 cu.ft/sec) (3600 sec/hr) (hr/72 in) (12 in/ft) = 138 sq. ft.
Therefore, a 6' diameter by 6' deep rock sump will be adequate.
