The followinq information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainaqe plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. C) The following improvements within adjacent Right of Way are required prior to the release of a buildinq permit: 1. You must submit road and drainage plans for street improvements. These must be prepared by an engineer. Plans must be prepared for the following streets: a. University Al1 required construction (sidewalk/curbing/pavement) within the Public Road Right of Way is to be completed prior to the release of a building permit or a financial guaranty in an amount estimated by the County Engineer to cover the cost of construction or improvements shall be filed with the County Engineer. Required plans are to be submitted prior to estimatinq the amount of the financial guaranty or permit release. 5. Approach permits must be obtained from the County Engineering Department for driveway approaches to the following streets: a. The zoning vodes stipulates that the building height be a maximum of 40 feet above grade. 2. All traveled surfaces are required to be paved. 4. It was stated in a Pre-Construction Confemtae held on Apri19 1990 for a ~ strora~ge building (built at the subject site) that a~te of Fxemptioa had been obtain for the subject p:roperty. B. The Division of Engineering & Roads was not present at ihe Pre-Construc- tion Conference. Written comments were given ta the applicant and the Division of Buildings. 2. The comments submitted indicate that the Division of Engineering and Roads is under the impression that a new building is to be built, and therefore is requiring maad improvements. The apglicant will need to contact Bob Turner at the Division of Engineering & Roads and inform them of what is aciually being proposed. 3. Please submit a critical materials for the entirre site to the Division of Build- ings. If it is determinod that the propased is a critical nmteaals user the owner will be req.uired to sign a Sampliag Agnoement The agreement allows the Health Distnct to sample the effluent of the septic tank on aa annual basis. All cost for sample retdeval and analysis shall be paid by the owner. 2. The owner was askecl to give consideration to ext,erior ground clean up. 3. All construction debris is to be taken to a lioensed landfill. B. Permit Release Requirements 1. If the proposed is not a critical materials user the Healih District is ready to release their portion of the building penmit. If the proposeid is a critical materials , user a Sampling Agreeanent must be signal by the awner. Sampling Agreement can be obtained from the County Heaith Distnct. -2- . • • . N. Air Pollution (456-4727) 1. Air Pollution was not at the Pre-Construction Conference however, comments were submitted prior to the meeting and are as follows. 2. Air pollutian regulations require that dust emissions during demolition, construction, and excavation projects be controlled. 3. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or spills occur on paved surfaces, immediate measures must be taken to clean these surfaces. 4. All travelled surfaces must be paved and kept clean. 5. Debris generated as a result of this project must be d.isposed of by mean.s other than burning. 6. SCAPCA Regula~ion I, Article V. requires that a Notice of Construction and Application for Approval be submitted to and approved by our ageacy prior to the construction, installation, or e.stablishment of an air gollution source. This iacludes paint booths. 7. The Air Pollution Control Authority wishes to confer with the applicant. V. Fire District No. 1(928-2462) A. Discussioa/Requiremeants 1. Please submit a copy of the plans for the dry chemical system to be installai in the paint booth. 2. Acoess to the hydrant located to the west is not accessible. Either the hydrant or the fence must be moved to pravide access. IF the fence is to be moved, a muumum of three foot clearance between the hydrant and fence must be provided. Also a 8 to 10 foot wide gate shall be installed to provide aocess to the site for fire apgaratus. 3. A lock (Knox) box entry system for fine department personnel aaxss is required to be installed. Also, a 'ox) pa ~dlock for the gate located nar the bydrant is requined. The applicant shall submit for approval by the Spokane County Engineer and the Spokane County Health District a detailed comained on-site sewage system plan and surface water disposal plan for the entire project prior to the issuance of any building permit on the property. 9. A parking plan and traffic circulation pian shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shall be in accord- ance with standard traffic engineering practices. Paving or sur- facing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 10. The word "applicant" shall include the owner or owners of the property, his heirs, assigns, and successors. (Applies to Oberlin Road only. ) 11. To construct the road improvements stated herein, the applicant may, with the approval of the County Engineer, join in and be a willing participant in any petition or resolution which purpose is the formation of a Road I mp rovement Di strict (R I D) for said improvement pursuant to RCW 36.88, as amended. As an alternative method of constructing the road improvement stated herein, the applicant may, with the approval of the County Engineer, accomplish the road improvements stated herein by joining and participating in a County Road Project (CRP) to the extent of the required road improvement.
