CALL To oRDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 4,500
square foot (approx.) addition to an existinq prefabricated steel
framed, slab-on-qrade structure. With the construction of the new
addition, the entfre building area will be increased to 9,150
square feet.
The business currently employs 3 employees plus the owner of
the buildinq, and once construction is complete, it is anticipated
- that two more employees will be hired. Future plans include
division of the type of occupancy of the buildinq, however at this
• time use of the existinq buildinq will he unchanged.
SUNIlKARY OF DEPARTMENTAL REQUIREMENTS :
1. Planninq Department (456-2205)
A. Discussion/Requirements
1. The area in which the property is located was
subiect to a 1984 zone change to Restricted Industrial - a

copy of the requirements of Athe zone chanqe were qiven to the
applicant at the meetinq.
2. John Harrinqton noted a discrepancy in the
addressinq of the parcel. Buildinq and Safety is showing the
property address as being 2923 IIniversity, while the
Assessor's Office indicates - and the owner is usinq -
2921-1/2 IIniversity. As there are two buildinqs on the
property, a house and a busfness, the Buildinq and Safety
Department will look into the matter and qet back with the
owner on the proper addresses to use for the subject
properties.
3. Because the property is inside the Aquifer Sensitive
Area, a supplement to the previous Critical Materials Use
Activity List will need to be filled out and given to Building
and Safety for their review.
4. The rezone conditions specify lightinq and signage
plans must be submitted for review and approval prior to
issuance of a permft. The applicant stated that the existing
sign located on the property was moved back from the street as
requested previously by the Planning Departmexlt. No new
signaqe is proposed at this time.
John 8arrinqton also noted that future plans include
wideninq further University Road which will curve into the
subject property, and any plans for new signage on the
property should take this into account.
5. The maximum building heiqht for tbe property is
limited to 18 feet. The archftect fndicated that the proposed
building is speciffed at 16.5 feet.
6. It was noted that future expansion may take up
10,000 sguare feet of property area. This would then trigqer
the requirement for one off-street loading space as required
. in Section 4.17.064 of the Zoni..nq Ordf.riance.
7. The bark proposed as part of the landscapinq will be
acceptable, however it needs to be indicated on the landscape
plan. In addition, only the lot area covered by the addition
is subject to landscapinq requfrements at this tfine.
8. Parkinq requiretaents are based on the entire
' buildinq area of 9,150 square feet. The zoninq ordinance
requires 23 total parkinq spaces for this area, however
because the exfstfrig building was constructed in accordance
with the previous zoninq requirements, it may only be

necessary to provide a to~l of, 17 parkinq spaces (the site
plan indicates 17 spaces; 5 previous and 12 new spaces -
including one handicap parkinq space)). John Harringtori will
research this matter and qet back with the applicant.
8. Permit Release Requirements
1. A revised landscape plan showing the hefght, type
and quantity of plantings, alonq with a cost estimate from a
nursery for the installation, includinq a sprinkler system, is
requi.red to be submitted prf or to release of the penmit.
2. Other issues such as parkinq requfrements and the
correct addressinq also need to be addressed by the County.
II. Enqineering Department (456-3600)
A. Discussion/Require7nents
1. A copy of Engineering requirements were qiven to the
applicant and Buildinq and Safety by Scott Egger.
2. After determininq that the existing bufldinq and
trees were not to be removed as part of this proj ect, it was
stated that the first comment noted on the Engineerinq
requirements fs not necessary to be completed.
3. After verification of the grade break, Scott Egger
stated that the drainage plan is sufficient for the project.
4. It was noted that the improveznents to University
Road will be required to be part of any future expansion
proj ect .
B. Permit Release Requirements
1. Because fees had already been paid, the project is
- less than 50% of the property, no road plans are required, and
the drainaqe plans are adequate, the Enqineering Department
released their portion of the permit at the meetinq.
III. Health District (456-6040)
A. Discussion/Requirements
° 1. A Critical Materials supplement listinq any
solvents, paints, thinners, etc., needs to be noted and qfven
to Buildinq and Safety for review. If, after the review of
the supplement, Buildinq and Safety determfnes the project to

be a critical materials us'erX, the property owner will need to
siqn an agreement for annual testing of the sewaqe dfsposal
system by the Health District, the cost of which will be borne
by the owner.
2. The sewaqe disposal system is a mini.mum systein
designed to permit up to 24 people, and is more than
sufficient for the property at this ti3ne.
3. Because the new addition is also to be slab on
qrade, the owner needs to indicate the type of pipinq to be
used - cast iron, Schedule 40 ABS or better, etc.
4. The septic tank/drainfield area fs required to be
barrfcaded from use by vehicular traffic by the installation
of railroad ties, car stops, or a similar barricade to be
installed around the perimeter of the area.
5. Construction or demolftion material is to be taken
to a licensed landfill and not disposed of on site.
6. Only dry clean-up is allowed in rooms with floor
drains.
B. Permft Release Requirements
1. The Health District's portion of the permit was
released at the meetinq.
IV. Fire Protection District No. 1(928-2462)
A. Discussion/Requirements
1. Althouqh fire flow requirements is listed at 4,000
g.p.m., there is less flow available than requfred. one
option available to resolve the situation fs to chanqe the
construction type of the building to Type IIN Construction
_ which would bring the flow requirements down to approx. 2, 000
q.p.m. It was noted for any future expansfon, thouqh, that
only steel studs could be used in the construction of the
buildfng.
V. Buildinq and Safety (456-3675)
A. Dfscussion/Requirements
1. Plan review has been performed on the pro j ect and a
letter listinq revisions was previously mailed to the
architect.

2. It wae stated th ta B-2 Occupancy of Type IIN
conetruction, no welding wi~l be•allowed.
3. In discussfng the possibility of classification of
the occupancy to a B-4, Tom Postlewait stated that no
combuetible supplies, such as wood pallets and cardboard
boxes, would be allowed to be housed fn the occupancy.
4. Special Inspection of the hfqh-strenqth boltinq and
concrete will be required for a Type IIN buildinq.
B. Permit Release Requirements
1. Two complete sete of construction drawings and/or a
plan addenda needs to be submitted for review and approval
prior to release of the buildinq permit.
2. If the owner decides to change the occupancy to B-4,
a letter from him statinq no combustibles will be stored in
the buildinq will need to be qiven to Buildinq and Safety.
APPLICANT'S COMMENTS/ACKNOWLFDGEMENT:
The applicant acknowledged that all comaments/requirements were
understood and had no further questions at this time regardinq
permit requirements.
CORRECTIONS:
TO MINUTES or chanqes from what appears in the minutes, we should
be notified within one day of your receipt of these minutes.
TO SITE PLANS as required by any or all of the above-listed
degartments shall be submitted to Buildinq and Safety who will then
distribute accordf ngly to those departments.
AD►TOURNMENT: There being no further business, Tom Davis thanked
_ the applicants and the departments for thefr participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise.
The meetinq was then adjourned at approximately 10:30 a.m.
