The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a mini.mum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained withs.n the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the °Conditions of Kpproval" for the following
land use action:
Spokane County Zone Change No. ZE 177-55
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must subinit road and drainage plans for street
intiprovements. These must be prepared by an
engineer. Plans must be prepared for the followi.ng
streets:
a. Jackson Ave. Typical Roadway Section #1
b. Woodruff Rd. Typical Roadway Section #1
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed priar to the
release of a building permit ar a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements

the County will accept an RID/CRP agreement
"Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Jackson Ave.
b. 1nloodru f f Rd.
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other i.nf armation :
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engi.neering practices. Paving as
required by the County Planning ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Feesn. This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comtnents. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By T'his Project" i.n
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

The following comments are from comtnents #3a which need to be
addressed as per the agreements from the 06/20/95 tneeting.&--
1) A design deviation for the "Rock Pits" has been submitted, any
conditions resulting from it will be required for this project. The
coaditions will be faxed out as soon as they are ready...--
2) Runoff from asphaltic surfaces can not flow over pervious areas
( i.e. gravel, undeveloped), therefore, a curb must exist between
gravel and paved surfaces where the gravel is located downstream of
the asphalt. Previous plans submitted indicated gravel along the
North side of the existing building. T'he other area of concern is
along the edge of existing pavement on the South side. Which
direction doea the runoff flow? Show elevations.
3) Detail (on the plan) the County standard drywell type(s)
proposed f or thi s project.~
4) 12081 Calculations for the site are required for runoff of
asphaltic surfaces (pavement, roofs, etc.) within the Aquifer
Sensitive Area. Show the quantity of asphaltic area (existiaq aad
aew), volume required and provided, swale area required and
provided. S$PA requiremeats atate the eatire parcel must cmply
with guideliae gor stormwater maaagemeat. Therefore all runoff
from traveled surfaces neede to have "20811. The plan needs to
indicate the swale area along with the supporting information
(eleva►tioas, calcs, etc). Curb stops need to be placed around the
perimeter of the parking area to keep traffic off of the area that

We discussed that if the tlumng mo'vement is sufficieat, the delivery trucks for this
project witll be allowed to tuin around ia the cu-de-sac and back into the dehvery docks.
I checked the tunung movement in the cul-de-sac using the reqwred tunung ra,d.ius for a
smgle trailer semi-truck. The requued outside racLus is 45' The exisring cul-de-sac has
a 45' rad'us Therefore, it is feasible for the delivery trucks to tuin anound in the cul-de-
sac and back into the dehvery docks Upon complenon of their dehvery, the trucks wrll
pull straight out wto the nght of way and avoid havmg to back into the nght of way.
Most of the delivery trucks vvill be smaller than that analyzed.

COMMENTS
1) A property deed is required if the applicant decides to proceed
with a Road Improvement District Agreement. This is an agreement to
not protest the fozmation of a Road Improvement District. This
document is required in lieu of making necessary roadway
improvements. A deed is also necessary if right-of-way is required.
2) Right of Way dimensions, from centerline of adj acent roads to
property lines should appear on the plans.
3) Provide contours or sufficient spot elevations to check site
grades. One-percent is the niinimum requirement without special
construction requirements by a licensed engineer. Also, please
give spot elevation where they are requested (in Red ink,) on the
drainage plan. NOTS: Show with spot elevations that the runoff in
basin A does not drain off the perimeter of the asphalt surface.
4) A traffic circulation plan is required for this project. 10 feet
between the CIP wall and the property line does not appear to be
enough room for truck accesa to the refuse bins. NOTE : Contact the
refuse disposal service and verify what space and turning radius
they can work with. Also, show that the trucks will be able turn
around and back into the dock without backing into the right-of -
way.
5) Provide a copy of roof detail sheet or state construction of
roof. Metal roofs do not have to go to a swale, while asphaltic or
built-up roof ing is required to be handled by a swale. If HVAC
equipment is proposed to be located on the roof then the roof area
needs to be included in swale calculations unless the HVAC unit is
sealed and self contained.
6) If the roof is constructed from non-asphaltic material and HVAC
does not exist on the roof, the runoff can be tightli,ned to a
drywell. If this is the case, please detail the roof runoff flow

path. Also note that a 10-year Bowstring calculated by an Bngineer
registered in the State of Washingtan, will be required.

7) Please provxde a detail of Spokane County's type B drywell.
8) Approach Permits are required on all new approaches as well as
all approaches that will be altered. Contact Sylvia Lightfoot at
the County Bngineer's Department. Approach permits for county roads
will not be issued until a site plan is approved.
9)All traveled surfaces must be paved, therefore any gravel areas
will need to be blocked off using either a fence or wheel stops
along the perimeter of the paveti surface.
10) All runoff from asphaltic surfaces must drain to a 208 swale,
therefore the drywell located on the truck dock is not acceptable.
11) Backwater calculations wi11 need to be preformed by an Bngineer
on the 8 inch PVC pipe connecting the two loading docks.
12) Please clearly def ine all three basins using spot elevations to
show the ridge lines between basins. It is unclear what 208 swale
basin C runoff will be collected in.
13) The corners of Swale B and A appear to overlap, are these two
swales hydraulically connected? If 6" curbing around swales is
required by the planning section, locate and submit calculations
for curb openings and concrete inlet pads.
14) There appears to be a low spot located within the dock for
refuse bins. Will a pump be placed there in order to deliver the
runoff to a 208 swale? The water is not allowed to remain.
15) On the swale cross section, pl.ease show that the sod terminates
flush with the drywell lid.

The following comments are from comiaeats #3a which need to be
addressed as per the agreements from the 06/20/95 meeting.
1) A design deviation for the "Rock Pits" has been submitted, any
cond.itions resulting from it will be required for this project. The
conditions will be faxed out as soon as they are ready.
2)Runoff from asphaltic surfaces can not flow over pervious areas
( i.e. gravel, undeveloped), therefore, a curb must exist between
gravel and paved surfaces where the gravel is located downstream of
the asphalt. Previous plans submitted indicated gravel along the
North side of the existing building. The other area of concern is
along the edge of existing pavetnent on the South side. Which
direction does the runoff flow? Show elevatioaa.
3) Detail (on the plan) the County standard drywell type(s)
proposed forthis project.
4) ' 208' Calculations for the site are required for runoff of
asphaltic surfaces (gavement, roofs, etc. ) within the Aquifer
Sensitive Area. Show the quantity of asphaltic area (existiag aad
aew), volume required and provided, swale area required and
provided. SEPA requiremeata atate the eatire parcel must caamply
with guideliae for atozmwater managemeat. Therefore all runoff
from traveled surfaces needs to have u208'~ . Tbe plan needs to
indicate the swale area along with the supporting information
(elevations, calcs, etc). Curb stops need to be placed around the
perimeter of the parking area to keep traffic off of the area that
will be the foot print of the future building.

My understanding of what has transpired from the conversations I have had both wrth J"un
Manson and JeffFony is as follows-
Russ Looney will be allowed to pour footiqgs and foundation, for the Ecohte Mfg
Located at 2622 N Woodruf~ under a fast track process which will be conditioned that he is
required to addresses the requurements/concerns from the Engineerng Department along anth the
other departments He will not be aUowed to erect any steel wztil he has addressed the fast track
condiihons The fast track condiuons concerning the EngLneerung Department are that he must
address the current comments #3 a that has been issued by the EngLneers Department and any
issues that develop from future submittals If Russ Looeny chooses to proceed ie erect
steeUwalts wnthout first complying with the fast track conditions, J'un Manson has indicated the
Di`nsion of Builduigs will issue a stop work order and reqwre the fast track conditions to be met
before further work will be allowed

The En$ineerwg Department m the past has been agreeable to allowuig concLtional site work to
be prefornaed while requirementsfissues were shll being addressed. These deviatYOns are reviewed
on a case by case method For this pennit, however, the Engxneerng Department is reluctant to
agree to vary from the established perautting process because the appGcant does nat appear to be
working in good farth. However, in an effort to resolve this matter in a reasonable fashion, the
Eagineerwg Department is agreeable to allow Ecolite on 2622 N Woodruffto pour the footmgs
needed for the 14,400 square foot structure if the appliGant bonds for drainage plans prepared by
a Gcensed Civil Engineer or Arclvtect Other coneerns warrant withholding approval of the

owner and Archrtect Paul Matthews of Ferman Pasold that a drauiage plan including "208" calcs
were required, An R I D was needed, i e he needed to submit a recorded copy of properiy deed,
He gave them beads up that the SEPA review may include additional requuements 1Vlinimum
requirements were given out at that time

02-17-95 I called Matthews to give him heads up that Under SEPA the entire parcel would need
to comply unth our guideLnes for stormwater
02-28-95 Memo to Tom Davis from Paul Lenneman concernmg SEPA requirements The bldg
area exceeded SEPA threshold, and compliance with the "GuideLnes for Stomwater
Management" for the enttre parcel was requued
03-03-95 Maithews subnvtted #2
03-06-95 I contacted Matthews wYth re`new comraents that needed to be addressed
06-13-95 A Russ Looney contractor to over see project submitted #3
06-14-95 I left a msg far Looney that review comments #3 were ready
06-15-95 Spoke with Forey, he mentioned Looney was upset that project was not being approved
fast enough Forey was cturently working on processing a submittal #4 from Looney
06-15-95 I spoke with Looney over the phone I offered to meet wrth him to go over the
comments or were could cover them over the phone He wanted to talk over the phone I
explained to him that there were several minunum reqwrements that were missuig from his
site/drainage plan Assurrung that he was not apart of the pre-app process, I filled out a mirumum
requirements checklist that reflected only the items that sttll needed to be addressed 1 also had
wntten comments that pertained to the plan and had a copy of the SEPA memo for hun
Submittal #3 indicated a future phase II that would place a foot prunt over a large portion of the
existing area that needed to be broug,ht into compGance In an effort to save the owner time and

money I suggested to Looney that he consider blocking off the future foot pnnt area from velucle
traffic This would A) save rnoney m retro-fitting an area that would potentially be built over B)
He would oaly have to retro-fit a smaller portion where vehicles would be focused in pbase II any
how I also stressed that a minimum requirements were needed I told !um that I knew he had
subnutted another plan eartier that day and if it was ainght wrth him, I wanted to review it before
I gave hun my comments so I could make sure my comaients reflected the most cwrent subauttal
He agreed and we left rt that I would review it as soon as it reached my desk and I vrrould contact
lum when I was done reviewmg We did noi cover all the comments
My expenence/timpression, he made snide comments and was not interested in listening
06-16-95 1 was paged by the engineenng desk and mformed thet Looney was downstairs I
brought down my comments from #3 and informed htm I had the #4 subnuttal and would be
looldng at rt today Paul Lenneman was also present I gave Looney the commems and started to
go thru them It is my opuuon that he felt the previous arclutect's work had been or was ctose to
beulg approved Both myself and Paul explained to him that rt was not the case And further
more, submittal #3 had major cbaoges from subrnittal #2 I agan expiained to him my suggestion
of how to save money in avoiding retro-fictng in the area that was proposed as a future foot print
I also tned to address the other issues that lms proposal had brought up, i. e I tried to cover lus
proposed Rock pits, i e I explained to him they were not w the standards therefore he would need
to subnvt a design deviation He appeared to be disinterested m heanng any more and basically
got up and left with the comments, leaving the red marked subnuttal #3 which I asked if he
wanted to take vvith him
My expenence/impression, He did not subnvt a profession product, I attempted to supply him
with all the info that he needed to meet the nunimums which he m my opinion appeared he did not
feel he needed to meet or was not fully informed by his client where the project was
