The County Engineering Department has completed a review of
the above referenced project. The following information m t be
rovided in order f or us to proceed wi th our review.

NOTE: If your improvements exceed $13,100.40, then the entire
site will need to be retrofitted to current County Engineering
Standards.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stornnwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total i.mpervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE -42
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must subntit road and drainage plans for street
iaprovements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Trent WSDOT Special Section
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
. .

Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
5. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a buildi.ng permit, from WSDOT for any new or
i.mproved driveway approaches to the following
streets:
a. Trent
D} Insufficient information was submitted with the proposal.
(nTe are unable to proceed with our review. We will need
the following before we can proceed:
1, Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. The Washington State Department of
Transportation appears to be agency of jurisdiction on this
project and should therefore have their own signature block on
the permit.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. T'his
document is attached to these comoments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their subm.ittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

QENERAL PROVISIONS .
. t. The Grantee, its suooessors and assigns, agrees to protect the State of Washin+gton and save it harmless from all claims,
actions or damages of every kind and description which may accrue to or be suffered by any person, persons, or property
by reason of the performance of any such work, character of matenals used or manner of instaliation, rnaintenance and
operation, or by the occupancy of right of way by the Grantee, in case any suit or action is brought agairst the Department
for damages a[i&ing out of or by reason of any of the above causes, the petitioner, its successors or assigns will, upon notice
of commenoement of such action, defend the same at its sole cost and expense and satisfy any judgment ansing therefrom
if determined adverse to the State of Washington.
2. During the progress of the work such barriers shall be erected and maintained as may be necessary or as may be directed
for the protection of the traveling pubirc, the barners shall be properly Iighted at night
3. Except as herein authorized, no excavation shall be made or obstacle placed within tfie limits of the State highway in
such a manner as to interfere with the travel over said road
4. If the work done under this penriit interferes in any way with the drainage of the State highway, the Grantee shall wholly
and at its own expense make such provision as the Department may direct to take care of said drainage.
5 On oompletion of said work herein contemplated ail rubbish and debris shall be immediately removed and tfie roadway
and roadside shall be left neat and presentable and satisfactory to the Department.
6. All of the work herem contemplated shall be done under the superviston and to the satisfaction of the Department and
the entire expense of said wpervjsion shall be bome by the party or panies to whom this permit is issued.
7. The Department hereby reserves the nght to order the change of location or the removal of any structure or structures
authorized by this permit at any time, said chenge or removai to be made at the sole expense of the party or parbes to
whom this permit is issued, or their suocessors and assigns.
8. All such changes, reconstruction or refocation by the Grantee shall be done in such manner as witl cause the least inter-
ferenoe wfth any of the Dapartnent's woric and the Oepartrnent shall in no wise ba held liable for any damage to the
Orantee by reason of any such work by the Department, its agents or r+epresentativ8s, or by the exercise of any rights
by the Department upon roads, streets, public ptaces or structures in question.
9. This permit or prrvilege shall not be dsemed or held to be an exclusive one and shall not prohibit the Department from
grantmg other permits or franchise rights of like or other nature to other pubfic or prwate companies or individuals, nor
shall it preven# the Department from using any of its roads, streets, or public places, or affect its right to fuil supervision
and control over all or any part of them, none of which is hereby surrendered
10. The Department may revoke, amend or cancei this pernnit or any of the provisions thereof at any time by giving written
notice to the Grantee The Grantee shall immediately remove all facilities from the right of way. Any facilities remaining
upon the nght of way 30 days after written notice of cancellation shall be removed by the Oepartment at the expense
of the Grantee.
i 1 The party or parties to whom this permit is issued shall mamtain at its or their sole expenss the structure or obJect for
whidh this permit is granted in a condition satisfactory to the Department.
12 If the Grantee enters into a contract or agreement with a contractor to perform the work prowded herein to be performed
by the Grantee, the Grantee for itsetf, its assigns and its sucxessors in interest, agrees that it will not discnminate on the
basis of raoe, color, sex, or nationa{ origin in its choice of contractors and will include alt of the nondiscrimination pro-
vlsions set forth in Appendix "A" from Title VI of the Civil Rights Act of 1964 and Section 162(a) of the Federat Aid
Act of 1973 (23 U.S.C. 324), and as seid Regulations may be amended. 6reach of any of the above nondiscriminahon
covenants shall be cause for canaellation as herem prowded.
13. Any breach of any of the conditiens and requirements herein made, or failure on the part of the Grantee of this permit to
proceed with due diligence and in gootl faith aher its aoceptanee, with construction work hereunder, shall subject this

SPECIAL PROVISIONS
Culvert pipe wilt not be required under the proposed approach.
Drainage shali be provided away from the roadway by continuing the existing
shoulder siope of approximately one-haif (Z) inch to one (1) foot to the right
of way line.
Highway traffic shall be protected by flaggers whenever any portion of the
traveled surface is obstructed by equipment working on this project.
All advertising signs shall be piaced on private property so that the entire
sign shail be outside the limits of the existing state right of way.
All building restrictions establ'tshed by the Spokane County Planning Commission
shall be compl ied with.
Please note that the State has buried utilities in the right of way in this location.
