I am enclosing a copy of a letter I received from a HVAC company duly registered in our state. The letter states practically every test was done and all of the appliances were performing properly. Subject: 4526 E. 15th, Spokane Wa. This letter is in response to the questions raised by the owner of 4526"E. 15th, concerning the venting and CO problems of that house. The system was put in IAW (in accordance with) national codes,local codes, method III work sheet requirements for fresh air intake and exhaust venting requirements of the beating equipment installed in the house,as well manufacturers requirements. Addressing each concern of the letter,John Ables and I went to the house on January 17th to assess the questions and concerns of the letter. It is not unusual to have some spillage of products of combustion from water heaters when they first fire up especially if the vent pipe is cold on cold mornings until the heat can over come the cold air pushing it out of the vent pipe. The furnace is a positive draft appliance and can not back draft through the vent pipe. With dryer on and whole house fan running,furnace fan running and vent fan in utility room on I placed a smoke pill (used to find leaks in heat exchangers and furnace vent systems with in the industry) in the fire compartment of the water heater. We then turned on the water heater. No smoke spilled out of the draft hood of the water heater into the room. We tried every other scenario possible turning off the furnace fan,turning off the exhaust fan in the utility room and turning off the whole house fan and combinations of each off and on at different sequences. We were not able to get any smoke to come out of the water heater. We put a flame up to the draft hood and it sucked the flame into it,never pushing it away form the draft hood intake. No CO detector was Lostalled in the utility room. There are two monitors in the house however,they,are both installed at ground level; manufactures recommendations are that these monitors should be installed within 12" of the ceiling as CO2 is lighter than oxygen and rises, then fills a room from the ceiling down. By running the blower of the furnace 24/7 it does not pressurize the house. With a pressure differential devise I measured pressures of the house and outside pressure with the fan on and off. The readings were the same both ways. According to code and my readings there is enough air available in the home to keep the possibility of back draft from happening,and the grills installed in the wall are adequate to provide air to the utility room from the rest of the house IAW to local code.
