Dear Gary:
Enclosed are revised site plan drawings for the Superamerica
store to be located in the vicinity of Argonne and Knox. The
re vise d si te p la n ac tu al ly d ecreases the amount of impervious
surface structures since the canopy has been reduced by 416 sq.
ft. The 208 storm drainage area remains located on the west
property line. The calculations and design should be about the
same as before.
Because this is a revised drawing, we will have a pre-conference
review of the building plans upon submittal. We hope to be able
to pursue the issuance of a building permit as soon as possible
thereafter. Therefore, I am submitting the 208 drainage plans to
you in advance so that this review can be completed as quickly as
possible. Please let me know if there are any questions.

FINDINGS ANO ORDER
A. INTRODUCTION
This matter having come before the Zoning Hearing Examiner Committee on
February 5, 1987, and the members of the Committee present being
Jim Schurra. Chairman, Philiip D. Harris and Kathleen M. Carstens.
B. PROPOSAL
The sponsor, Prokey G. Arger, is requesting approval of a Change of
Conditions in the Commercial Zone, Fi1e No. ZE-56A-76, for the purpose of
mod i fyi ng three cond i t i ons of approval i n order to a 11 ow:
1) reduced landscaping along Knox Avenue and Nutchinson Road;
2) unl imi ted s i gnage; and
3) vehicle access points to Hutchinson Road.
C. FINOINGS OF FACT
1. That the existing land use in the area is residential, commercial,
undeveloped, and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
Major Commercial development.
3. That the existing zoning of the ProPertY described in the aPPlication ~I

Act) have been complied with, and the Committee concurs with the ~

3. That the project is subject to Chapter 4.16A9 the Aquifer
Sensitive Area Overlay Zone of the SPOKANE COUNTY ZONING
ORDINANCE, which sets forth various measures for Aquifer
protection; specif ical ly, measures deal ing with wastewater
disposal, spill protection measures, and stormwater runoff.
4. Applicant shall comply with 1208' recommendations concerning
stormwater runoff and provide necessary landscaping for runoff.
5. Any division of land for the purpose of sale, lease or transfer, ,
shall comply with RCW 58-17 and the Spokane County Platting
Ordinances prior to issuance of building permits.

6. That the provisions of SEPA's NOTICE OF ACTION pursuant to t
Chapter 43.21C.080 RCW and the Board of Spokane County ~
Conmissioners Resolution #77-1392 be initiated by the project ~
applicant within thirty (30) days of final disposition of this
appiication, and prior to any on-site improvements, or file ~
appropriate documents to the effect that the NOTICE OF ACTION is
waived in accordance with Spokane County Commissioners' ,
Resolution #82-0458 dated May 4, 1982. ~

12. That detached signs for this proposaT be limited to a maximum of
thirty-five (35) feet in height and 250 square feet of surface
area per side. Only one detached sign is permitted for an '
individual use on an individual parcel. Only one detached sign is permitted for a complex of multiple uses on an individual

8. That the proposed use is compatible with existing commercial uses in 46

would be incompatible with residential uses to the west.
9. That the owners of adjacent lands expressed disapproval of the
proposed chanqe of condition; specifically with regards to ~
elimination of landscaping on Hutchinson Road and requested access to ~
Hutchinson Road.

10. The Nearing Examiner Committee finds the proposed use to be in ~
harmony with the general purpose and will not be otherwise

detrimental to the public health, safety, and welfare if properly ~
conditioned. ~w

11. The following are additional findings of fact considered by the "
Hearing Examiner Committee:

a) The Nearing Examiner Committee accepts the Planning Department's
report as a finding to support:
- el imination of the forty-two (42) inch high screen along
Knox Avenue;

accordance within the concept presented to the Hearing Examiner
Committee. Variations when approved by the Zoning Administrator
wi 11 be permitted, including, but not 1 imited to the fol lowing _
changes: Building location, landscape plans, and general ~
allowable uses of the permitted zone. All variations must
conform to regulations set forth in the SPOKANE COUNTY ZONING ~
ORDINANCE. The original intent of the development plans shall
be maintained.

2. The specific development plan will be submitted for Planning ~
Department review and approval prior to issuance of building
permits. ~

b) COUNTY ENGINEERING DEPARTMENT
Prior To The Issuance Of A 6uilding Permit:

STANDARD:
1. Access permits for approaches to the County Road System shall be
obtained from the Spokane County Engineer. ~

2. The applicant shall submit for approval by the Spokane County
Engineer a detailed combined on-site sewage system plan and ~
surf ace water d i sposa 1 p 1 an f or the ent i re pro ject or any ,
portion thereof, if the development is to be phased.
3. A parking plan and traffic circulation plan shall be submitted ,
and approved by the Spokane County Engineer. The design, ~
location, and arrangement of parking stalls shall be in ~
accordance with standard traffic engineering practices. Paving ~
or surfacing as approved by the County Engineer, will be '
required for any portion of the project which is to be occupied ,
ar traveled by vehicles.
4. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engineer.
5. All required improvements shall conform to the current State of
Washington Standard Specifications for Road and 6ridge Construction, and other applicable County standards and/or
adopted resolutions pertaining to Road Standards and Stormwater .
Management in effect at the date of construction, unless ~
otherwise approved by the County Engineer. ~

6. Roadway standards, typical roadway sections and drainage plan '
requirements are found in Spokane Board of County Commissioners' '
Resolution No. 80-1592 as amended and are applicable to this
proposal.
7. The aPPlicant should be advised that individual driveway access ~permits are required prior to the issuance of a building permit.
8. No construction work is to be performed within the existing or ~
proposed public right of way until a permit has been issued by
the County Engineer. All work within the public road right of
way is subject to inspection and approval by the County Engineer. ~

9. All required construction within the existing or proposed public -
right of way is to be completed prior to the release of a ~
building permit or a bond in the amount estimated by the County
Engineer to cover the cost of construction of improvements shall Mbe filed with the County Engineer.

c) COUNTY UTILITIES DEPARTMENT
STANDARD:
1. Pursuant to Board of County Commissioners Resolution No.
80-0418, the use of on-site sewer disposal systems is hereby
authorized. This authorization is conditioned on compliance
with all rules and regulations of the Spokane County Health w
District and is further conditioned and subject to specific
app 1 i cat i on approva 1 and i ssuance of permi ts by the Hea 1 th
District. ~

2. The owner(s) or Successor(s) in interest agree to authorize the ~
County to place their name(s) on a petition for the formation of F
a ULIO by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOPE/PROJECT DESCRIPTION:
I. General Overview - This project was reviewed at the
Pre-Construction Conference back in July, 1987. There had been
some problems subsequent to the meeting in obtaining an easement
through the Longhorn Barbecue property. Only minor changes have
been made to the new site plan recently submitted to the County -
some landscaping changes, an easement will be provided to the
South through the Jack-in-the-Box property instead of to the
North. The stamped canopy drawings were given to the County this
morning for review. Fire District #1 has been contacted for
hydrant requirements and indicated one additional hydrant at the
southwest corner of the site will be required.
II. Construction Schedule - This project is considered by the
owners to be a priority item and would like to begin construction
approximately four weeks from the date of permit issuance.
SUMMARY OF DBP AL R13QUIRIll[ENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
l. This project was subject to azone change,
#ZE-56A-76 to the Commercial Zone which requires Type 4
landscaping along Argonne Road. .

2. Vehicular access along Hutchinson Road is
prohibited.
3. Restrictions for a free-standing sign are 50 ft.
in height, with a maximum of 200 sq. ft. of surface area.
4. A 42 inch landscaping screen is required along the
West property line.
5. A Certificate of Exemption, #CE-79-87A-B, was
filed for the two separate parcels, so there is no problem
with having to qet a lot line adjustment.
6. Verif ication of the revised site plan needs to be
made regarding what the highlighted areas refer to.
B. Permit Release Requirements
1. Specifications need to be submitted for the
sign(s).
2. Canopy setbacks need to be verif ied.
3. A landscape estimate and promissory letter to
install the landscaping needs to be submitted prior to
release of the permit.
II. Engineering (456-3600)
A. Discussion/Requirements
1. The issue regarding the area of the free-standing
sign needs to be cleared up.
2. There could be a conflict with the Jack-in-the-Box
access easement. That property is using it as an "entrance
only" access.
3. The 208 typical cross-section said to "see detail"
which was not attached. It does need to be attached to the
plans which go out to the job site.
B. Permit Release Requirements
1. The Engineer's Office is ready to release their
portion of the building permit as soon as the approach
permits are issued.

III. Health District (456-6040)
A. Discussion/Requirements
1. The plans for the store were received and reviewed
and everything appears to be satisfactory, with the
exception of the fact that there is loam soil on the site
which has a loading factor of 0.6 gallons per square feet of
trench area. Should the 150 linear feet of drainfield shown
on the plans not be enough for the expected daily flow for
the system, they can increase the area by widening the
trenches to some degree. Calculations will be made by the
Health District to verify the drainfield area.
B. Permit Release Requirements
1. A ULID statement needs to be submitted and a
sewage perrnit issued. The sewage permit cannot be issued
without the ULID statement, however the Health District will
release the building permit for either an Early Start or
footings/foundations only prior to receiving the ULID
statement.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department was not present, hawever
comments submitted prior to the conference stated that a
ULID statement needs to be filed at the Health District.
2. Double plumbing is required on the site.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. A"spot check" was done on the plans since the
SuperAmerica store on Pines Road is similar to this one.
Some of the things that need to be checked on/verified are
that:
(a) The sign (the footing details, pole size,
etc.) meets the 70 mph wind load factor.
(b) The hydrant is installed prior to occupancy.
(c) The canopy will meet the 30 lb. snow load and
Seismic Zone 2 requirements.

(d) Prior to erection the pre-fabricated building
shall be verified to meet the snow load, wind load, and
seismic zone requirements.
(e) There is at least a 30 lb. roof load on the
building.
(f) Concrete tests will be done at the site.
(The applicant indicated ABC will be doing the special
inspections.)
(g) Heat loss calculations are verified. (The
applicant gave Tom Postlewait a copy of the
calculations in his file.)
B. Permit Release Requirements
1. The above items need to be verified prior to
release of the permit.
APPLICANT•S COMMENTS/ACRNOWLEDGEHEKW:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should
be notif ied within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submitted in sets of 7 to Building and
Safety who will then distribute accordingly to each department.
