Benefits to be hereafter derived do for themselves, their heirs, grantee& and
assigns, hereby agree to the following:
Construct a road, when so directed by the County Engiaeer, to serve the
lands herein described in accordance with the adopted County road
standarda for private roada.
Spokane County has no responsibility to build, improve, maintain or
otberwise aervice the private roads coatained within or providing service
to the landa herein described. By allowing a building permit to be issWed
on property on a private road, Spokane County assumee no obligations for
said private road and the owners hereby acknowledge that the County has no
obligation of any kind or nature whatsoever to establish, examine, survey,
conetruct, alter, repair, improve, maintain, provide drainage or snow
removal on a private road.
Should tbe owaers, their heira and assigne petition Spokane County ia accordance
with the provisions of RCW 36.81 to construct and maintain a public road serviAg
this property, they further agree to the following:
Agree to deliver to Spokane County a properly signed and executed Right of
Way Deed cavering sufficicnt land to accommodaLe a future County Road to
be constructed in accordance with approved County road standards.
The owner(s) or successoY(s) iu interest agree to suthorize Spokane County
to place their name(a) on a petition for the formation of a Road
Improvement District (RID) by the petition metbod pureuaat Co Chapter
36.88 RCW, which petition includes the owaer(s) property, and further not
to object, by the aigning of a ballot, to the foraiation of a RID by the
resolution method pursuaat to Chapter 36.88 RCW, which resolution includes
the owner(s) property. If a RID is formed by either tbe petition or
resolution method, as provided for in Chapter 36.88 RCW, the owaer(s) or
successor(s) further agree: (1) that the improvements or construction
contemplated within the proposed RID is feasible, (2) tbat the benefita
to be derived from the formatioa of the RID by the property included
tberein, together witb tbe amaunt of anp County paYticipation, exceeds the
cost and expenae of formatioa of the RID, and (3) that tbe property
within the proposed RID is suf#iciently developed. Provided, further, the
owuer(e) or auccessor(s) shall retain the right, as authorized under RCW
36.88.090, to object to any assessment(s) on the property as a result of
the improvementa called for in conjunction with the formation of a RID by
either petition or resolution method under Chapter 36.88 RCW and to appeal
to the Superior Court the decision of the Board of County Commissioners
affirming the final assessment roll.

CALL TO ORDER: The meetinq was called to order at approximately
10:05 a.m. by Building and Safety's Code Compliance Coordinator Ken
Jeffrey, with the following in attendance.

SCOPB*PROJEC'1' DSSCRIPTION:
I. General 4verview - 4rchard Center Elementary will have some
site changes including a new bus turnaround and new parking. The
overall project for the school will consist of putti.nq on a new
roof, new windows installed which will reduce the existing window
area, painting, carpeting, changing of restrooms, and some energy
updating.
SIIMMARY OF DSPARTMENTAL REQIIIREIKBNTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The Planning Department was not present, however
comments were qiven to Ken Jeffrey after the meeting. The
comments are as follows:
a. The existing property lines and setbacks needs
to be illustrated on the site plan.
b. The number of teachinq stations needs to be
identified for verification of praper amount of
parking.
c. The existing laridscaping and any new
landscaping, showing types and sizes, needs to be
illustrated on the site plan.

B. Permit Release Requii•ements
l. A revised site plan showing the above requirements
needs to be submitted for review and approval.
II. Engineering (456-3600)
A. Discussion/Requixements
1. It was stated that the cost of the improvements were
around $500,000.
2. Comments relating to drainaqe plan requirements, an
RID/GRP aqreement, and approach permits were given to the
architect and Building and Safety by Gary Nelson.
3. There was some discussion on drainage and how the
school proposed to handle it. The front part of the
school will drain to a grass area and the back part is
proposed to drain into a new drywell, which is presently
running off into a grass area. There was concern on
whether the back part of the school should drain into the
proposed drywell or should continue at present. After
further discussion it was stated that the drainage from
the back should drain into a drywell. (Daryl Way stated
that he would like the drywell to be a shallow drywell).
B. Permit Release Requirements
1. A drainage plan needs to be submitted for review and
approval.
2. An RID/CRP agreement needs to be recorded prior to
the release of building permit.
3. Approach permits for Buckeye Avenue and Center Road
need to be obtained prior to the release of the building
permit.
III. Health District (456-6040)
A. Discussion/Requirements
1. The Health Department has completed their review of
the plans and specifications for the project. A letter
was sent to Luhn, Shafer & Luhn stating that the on-site
sewaqe system is adeqaute and will not require
alterations.

2. The existing septic tank (Item #26 on the site plan)
that is proposed to be eliminated is not goinq to be used
by the school. (Daryl Way will check to see if Dick saw
this item on the plans).
3. All construction or demolition debris shall be taken
to a licensed disposal site.
4. It was discussed with the applicant that should
asbestos be incountered during the remodeling or
demolition process, that notification of proper authority
and disposal of same would be required.
B. Permit Release Requirements
1. The Health Department is ready to sign off their
portion of the permit.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
l. The Utilities Department was not present but comments
were given to Tom Davis prior to the conference. A ULID
statement is required.
V. 8uilding and Safety (456-3675)
A. Discussion/Requirements
1. Ren Jeffrey stated that the majority of the plans
have been reviewed and will complete his review within a
couple of days. So far the comments are minor and have
been discussed with architect before the meeting. Any
further cominents on the project will be relayed by letter
or phone.
B. Permit Release Requirements
1. Completion of plan review and a revised set of plans
addressing the items discussed needs to be submitted for
review and approval.

shall be submitted in sets of 7 to Buildinq and Safety who will then
distribute accordingly to each department.

the applicant and the departments far their participation and
reminded all that he should be contacted if there are any unforeseen
problems which may arise.

Benefits to be hereafter derived do for themselves, their heirs, graateeb and
assigns, hereby ag-ree to the followiag:
Construct a road, when so directed by the Couaty Engineer, to serve the
lands herein described in accordance with the adopted County road
staadarde for private roads.
Spokaae County has no respoasibility to build, improve, maintain or
othetwise service the private roads contaiaed within or providing aervice
to the lands herein described. By allowing a building permit to be isaued
on property on a private road, Spokane County asaumes no obligations far
said private road and the owaers hereby actnowledge that the County has ao
obligation of any kind or nature whatsoever to establish, examine, survey,
construct, alter, repair, improve, maintain, provide drainage or snow
removal on a private road.
Should the owners, their heire and assigns petition Spokane County in accordauce
with the provisiona of RCW 36.81 to conatruct aad maintafn a public road serving
this property, tbey furtber agree to the following:
Agree to deliver to Spokane County a properly signed and executed Right of
Way Deed covering sufficicnt land to accommodaCe a future County Road to
be constructed in accordance with approved Couuty road Btandards.
The owner(s) or succesaor(s) in interest agree to authorize Spokane County
to place Cheir name(e) on a petition for the formatioa of a Boad
Improvement Dietrict (RID) by the petition method pursuant to Chapter
36.88 ItCW, which petition includes the owner(s) property, and further not
to object, by the signing of a ballot, to the formation of a RID by the
resolution method pursuant to Chapter 36.88 RCW, which resolution includes
the owner(s) property. If a ItID is formed by either the petition or
resolutioa metbod, as provided for in Chapter 36.88 RCW, the owner(e) or
succesaor(s) further agree: (1) that the improvemegts or construction
coatemplated withia the proposed RID is feaeible, (2) that the beaefits
to be derived from the formation of the ItID by the property included
therein, together with the amount of aay County participation, exceeds the
cost and expense of formation of the RID, and (3) that the property
within the proposed RID ie sufficiently developed. Provided, further, the
owner(s) or successor(s) shall retain the right, as authorized under RCW
36.88.090, to object to any assessment(a) on the property as a reault of
the improvement8 called for in conjunction witb the formation of a RID by
either petition or resolution method under Chapter 36.88 ItCW and to appeal
to the Superior Court the decision of the Board of Couaty Commissioaers
affirming the final assessment roll.
