The Pneliminary Short Plat was approved Januar}{ 24, 1994 with conditions uf
apprvval. County Engineering condition #13 required use of trYe ald county road
standards Resolutioa No. 80-1592. County Engineering conditian #l S required the 30
foot easement to Lot "B„ to buiit to private road (not driveway) standards if any other lot
were to use the ex.isting ciriveway.
F%nal ShorC Plat 910-93 was recorded vvith the Caunty Auditors vn Nav. 29, 1994 as
document #94 1I2'90 15I with a driveway easement to Lot "B" an d dedication ] anguage
that states: "No butlding Permit witl be tssued for Lot A unttd a road ts constructed and
appraved by Spokane Corinty Engineers fu suid Lot A.
As lang as the existing driveway ss used only for Lot „B" then no additionai
irnproverneats to the driveway is needed. If Lot "A," vvere to use the driveway to Lot
"B" then a $49 FreConference} Al[ered Fina] Short Plat application and $545 fee wauld
have tQ be completed and submitted which wauld result in having a surveyvr prepare a
new mytar mapldeciicativn to be recoxded with the Auditor.
If Lot "A" is to gei a building pecmit Beige I.ar►e you will have ta be built to the old
caunty rvad standards as a grivate rvad (not a driveway). Hcawever, to satisfy the rinal

responsibility to inspcct and maintain the drainage easement or drainage ssjvvales, nor does the Gaunty accept
anv liAUilily for failure bv the praperty owner to properly maintain such ateas.
2. The property owners within this Plat shaU be held rzsponsible fQr keeping open and maintaining the
surface path af nahiral ar man-made drainage flow avzr and across their rasPeciive properties.
3. The prnperty owners within this plat sha11 maintain all rvatar quality treatment swales("208 swales") and

7. My buflding that is conshucted nn a lot in this Plat shall be set at such an elevufion sa as to pro%ride
positive drainage away from sny drdinage entry point to the building(including but nat limitecl la a windaw
well, window unprotected by a window well, or an door way). Said positive drainage shall consist of a
minimum slape of 3°r'o away from the buflding far a distance of at least 10 feet &om the building. Thc Iot
shall be graded so that either a) all runoff is routed away frnm the builciing, and cnnveyed over the lnt to a
natural diainage swale or approved drainage facility, or b) drainage intercepted on the lot is disposed of on
the lai in an approveci drainage facility. 'Ihe approved drainage facility shall be constructed in accordance
with the apprnved plans on 61c; at thc Caunty Engineer' S Office. Any rtvision to the approved drainage
plans must be approved by the Gounty Gngineer's Office prior to cvnStrucbon of said revisions.
8. This cUVenant and agreement shall run with the land and shall be binding upon the owner, their heirs,
successors or assigns, including the obligation to participate in the maintenance of the private road and
drainage facilities, as provided herein

1. Spokane County is hereby granted the right of ingress and egress to aU private roads and/or dminage easements, for the purpose
of iaspection aad emergency maintenaace of drainage swgles, and any other drainage facilities, if not properiy maintained by the
property owners. Spokane Couaty does not accept the respwnsibiliry to inspect aad maintain the dminage easements or drainage

FINDINGS OF FACT AND CONCLUSIONS
1. 'I'he individual signing belaw has further been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planning.
2. The proposal is to divide approximately 1.5 acres into 21ots for duplexes aod those uses
pennitted in the underlying zone.
3. The proposal is generally located 135 feet north of Sprague Road, approximately 300 feet
west of Barker Road in the SE 1/4 of Section 18, Township 25 North, Range 45 E.W.M.
Spokane County, Washington.
4. The existing zoning of the property described in the application is Urban Residential-3.5
(UR-3.5), previously established as AgC-icultural (A) (file # 376-58) zoning in 1958 and
redesignated to UR-3.5 on January 1, 1991 pursuant to the Prograna to Implement the
Spokane County Zoning Code. Pursuant to RCW 58.17.195 the proposal does conform
to the requirements of the existing UR-3.5 zone.
5. The Spokane County Comprehensive Plan designates this area as Urban. The
development and uses proposeri are generally in accord with this eacegory.
f. Surrounding uses arre primarily single and multifamily residences on mixed urban sizc lots
and open space. Industrial and commereial uses are located north of the sitc.
7. The requireti public notice was provided for this proposal and agencies having a potential
interest in the project were notified and recommendnaons solicited.
8. Written comments were rzceived from an adjoining properry owner who opposes the
proposed plaL The property owner contend that the densiry of ttie proposed plat should be
kept at or below the existing 3.5 dwelling units per acre. In addition, the owner contend
that there is no direct access to the praposed plat and is concerned about the impact of
additional ti-affic this prnposal will have on the neighborhood.
Response to thc above coniment regarding the issue of density are addressed by the Goals
and Objectives of the Urban Category of the Comprehensive Plan, which encourages fill-
in development within established devzlopment areas where utilities, arterials, schools and
community facilities are existing. The Urban Category also encourages a variety of
housing types and densities, and discourages development that does not provide a healthy
and pleasulg environment to the County's residential areas.
The applicant has indicated that access to Lots A and B will each be served by a 30 foot
wide pmate road (easement). The County Division of Engineering and Roads wil]
address the issue of uaffic in the area.
9. The site is tocated within the Public Transportatian Benefit Area (PTBA). The Spokane
Transit Authority (STA) East Sprague Route # 9 provides connecting services to the site.
14. The proposed short plat will be senred by a public water system. Waste water disposal
will be as authorized by the Director af Utilities.
11. The Spokane County Parks Department has commented on the proposed short plat. The
Parks Department has requested a voluntary agreement be completed between the Parks
Department and the property owner to mitigate impacEs to the County Park system.
County legal counsel has iadicated such agreements may be required. The Spokane
County Planning Department recocnmends the property owner negotiate with the Spokane
County Parks Department to provide for appropriate capital facilities as required by the
Revised Code of Washingcon (RCV) 58.17.110. Approval of this short plat sbould
include conditions requiring that provisions for appropriate facilities be in place prior to
recording this final plat in the fonn of a written agreement between he owner and the
Spokane County Parks Department

12. The Central Z/alley School District No. 356 has commenteri on the proposed Short Plat.
The Discrict has indicated that existing school facilities are inadcquate to serve the
pmposed short plat and wishes to negotiate with the owner to provide adequate capital
facilities as required by the Revised Code of Washington (RCW) 58.17.110. Review by
County legal counsel indicates the condirion requested by the School District can be
required for developments. Approval of this short plat shnuld include condidons requiring
that provisions for appropriate facilities be in place prior to recording the final short plat in
the fnrm of a written agreement between the owner and the school district.
13. The proposed short plat has direct access to public right of way at Sprague Avenue. Na
sidewalks were reyuireci by the County Engineer regarding this proposal.
14. Recognizing the recommended conditions and Spokane County development standards,
the progosed short subdivision makes appropriate provisions for the public health, safety
and general welfare and that the public use and interest will be served by platting the
subdivision.
The subdivision proposal is generally consistent with RCW 58.17 and the County
subdivision regulations, promoting the public health, safety and general welfare in
accondance with standands established by the state and Spokane County. The Planning
Department has considered the provision of adequate public facilities as cited in RCW
58.17.110 (2). More specif'ically:
a. open spaces
b. drainage ways
c. public andlor private rights-of-way
d. transit
e. potable water
f. sanitary waste disposal
g. parks and recreaaon facilities
h. playgrounds
i. schools and schoolgrounds
j. sidewalks
15. Tbe project is exempt from environmental review under the State Environmental Policy
Act pursuant to WAC 197-11-$00 (6) (a).
16. The following facts are also relevant:
a. The Urban Residential-3.5 (UR-3.5) zone does allow duplexes for lots which are
twice the minimum lot size required for single family units or 20,000 square feet
The applicant has proposed duplexes on Lots A and B.
b. This proposal was received by the Planning Department prior to January 1, 1994 and
the implementation of new Washington State Board of Health regulations on the use
of on-site sewage disposal systems.
DECISION
Based upon the above noted Findings of Fact and Conclusions, Short Plat Application SP-910-
93 is hereby APPR4VED unril February l, 1997, subject to conditions noted below. Most
of the conditions of apprava] shall be accomplished by the applicant and/or sponsor prior to
finalization of the short subdivision. This decision is final unless appealed in writing,
consistent with adopted appeal procedures.
COUNTY PLANNING DEPARTMENT CONDITIONS
1. All conditions imposed by the Planning Department shall be binding on the "Applicant",
which term shall include the owner or owners of the pmperty, heirs, assigns and
succcssors.
2. 'Ihe proposal shall comply with the Urban Residential-3.5 (UR-3.5) zone as amended.
3. The final plat shall be designed substantially in conformance with the preliminary plat of
record. No increase of density or number of lats shall occur without a change of condition
application submittal and approval.

4. The Planning Director/designee shall review any proposed final plat to ensure compliance
with these Findings and Conditions of Approval.
5. The preliminary plat is given conditional approval far chree (3) years, specifically to
February 1, 1997. The applicant may request an extension of time by submitting a written
request approacimately forty-five (45) days prior to the abave expiration date.
6. Three (3) current certificates of title sball be furnished to the Planning Department prior
to filing the final plat.
7. Appropriate utility easements shall be indicated on copies of the proposed final plat.
Written approval of utility easements by appropriate utility companies shall be received
with the submittal of the final plat.
8. Appropriate road name(s) shall be iodicated.
9. The final plat map shall indicate by a clear, dashed line the required yard setbacks from all
private, "Tract X" or public roads. The dedicadon shall contain the following statement:
"Side yard and rear yard setbacks shall be deternuned at the time building pernuts are
requested unless these setbacks are specifically drafted on this final plaL The setbacks
indicateci on this plat may be varied from i.f proper zoning approvals are obtained."
10. No water plan is required, and a simple tap is needed at the time of building permit release.
11. The owner shall negotiate with the County Parks Departrnent and submit a recorded copy
of a voluntary agreement making provisions for public parks prior to finalization and
recording of the plat. The agreement shall provide a written description of the subject
property to which the ageement applies and also state the dollar amount and any other
agreed to mitigating measures.
The owner shall also noafy any potential purchasers who have made an agreement to
purchase property within said plat pursuant to the Revised Code of Washi.agton (RCW)
58.17.205, that adequate provisions for park facilities must be made condiaoned on a
future agreeinent between the plattor and Spokane County Parks Department.
Voluntary agreements between the owner and Spokane County Parks Deparement shall
conform to the requirements of RCW Chapter 82.02.
12. The owner shall negoriate with Central Valley School District and submit a recorded copy
of a voluatary agreement making provisions for public schools prior to finalization and
recording of the plat. The agreement shall provide a written description of the subject
property to which che agreement applies and also state the dollar amount and any other
agreed to mitigating measures.
The owner shall also notify any potenrial purchasers who have made an agreement to
purchase praperty within said plat pursuant to the Revised Code of Washington (RCW)
58.17.205, that adequate provisions for school facilities must be made conditioned va a
future agreement between the plattor and school district.
Voluntary agreements between the owner and school district shall conform to the
requirements of RCW Chapter 82.02.
13. A survey is required prior to the filing of a final plat.
COUNTY DIVISIAN OF ENGINEERING AND ROADS CONDITIONS
1. The cond.icional approval of the plat is given by the County Engineer subject to dedication
of right-of-way and approval of the road system as indicated in the preliminary plat of
record.
Ositmet lans, profiles, and cross-sections as designed to Counry standards showing proposed
centerline and curb grades shall be submitted to the County Engineer for approval
prior to construction and/or the filing of each final plat; road plans to be prepared under the
di.necdon of a licensed Professional Civil Engineer.
{ d3 . Drainage plans and design calculations showing the alignment of drainage facilities shall
be submitted to the County Engineer for approval prior to construcdon and/or the filing of

the final plat. Drainage plans to be prepared under the direetion of a licensed Professional
Civil Engineer.
4. No construction work is to be performed within the existing or proposed public rigbt-of-
way until a pemut has beeo issued by the County Engineer. All work is subject to
inspection and approval by the Counry Engineer.
5. Individual driveway access permits a.re required prior to issuance of a building pernvt for
driveway approaches to the county road system.
6. Exisang county roads provid.ing ciirect access to the plat shall be paved and/or curbed to
Spokane County standards.
7. The word "applicant" s6a11 include the owner or owners of the property, his heirs, assigns
and successors.
8. The following statement shall be placed in rhe plat dedication:
"'Che owner(s) or successor(s) in interest ag-ee to authorize the County to p1aCe their
name(s) on a peation for the farmation of a Road Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which perition includes the owner(s)'
property, and fur[her not to object, by the signtng of a ballot, to the formation of an RID
by the resolurion method pursuant to Chapter 36.88 RCW, which resolution includes the
owAer(s)' property. If an RID is formed by either the pedtion or resolution method as
provided for in Chapter 36.88 RCW, the owner(s) or successor(s) further agree:
(a) that the improvement(s) or construcdon contemplated within the proposed RID is
feasible;
(b) that che benefits to be derived from the formation of the RID by the property included
therein, together with the amount of any County participation, exceed the cost and
expense of fomnatioa of the RID; and
(c) that the property within the proposed RID is sufficiendy developed.
Provided further that the owner(s) or successor(s) shall retain the right, as authorized
under RCW 36.88.090, to object to any assessmeat(s) on the property as a result of
the improvements called for in conjunction with the formation of an RID by either
petirion or resolution method under Chapter 36.88 RCW, and to appeal to the
Superior Court the decision of the Board of Counry Commissioners affuming the
final assessment roll.
It is further agreed that at such time as an RID is created or any Road Improvement
Project is sancaoned by Spokane Counry, the improvemeats required (curb,
sidewalk, drainage control and paving) wiil be at the sole expense of the undersigned
owner(s), their heirs, grantees and assigns wichout participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years firom the
date of execudon below. However, the owner(s) or successor(s) agree chat if said
RID waiver expires without canstruction of the requireci improvements, the owner(s)
or successor(s) agree to construct the required improvements at their own expense,
pay to Spokane County the then estimated cost of the required improvements to
enable the County to complete the same, or furnish a bond or other secure method
suitable to the County (which may include the execurion of another RID waiver
agreement) providing for or securing to the County the actual construcvon of the
improvements.
All of the requirements of this agreement shall run with the land and shall be binding
upon the owner(s), their successor(s) or assign(s)." This provision is applicable to
Sprague Avenue.
9. The proposei private road(s) as shown on che preliminary plat serving two lots wich
extension to serve eight (8) or fewer lots is approved by the County Engineer.
10. Private road(s) shaIl be improved to Spokane County standard for a Urbann private road
standard serving two lots.
11. All vested owners shall sign and record private road documents as prescribed by the
Spokane County Engineer. These documents shall be reviewed and approved by the

Spokane County Engineer prior to recording with the Spokane County Auditor.
Recording numbers shall be refereneed in the dedicatory language of the plat,
12. The following statement shall be placed in the plat deciication:
"WARNING; Spokane County has no responsibiliry to build, improve, maintain or
otherwise service the private mads contained within or providing service to the property
described in this plat. By accepting this plat or subsequently by allowing a building pernut
to be issued on property on a private road, Spokane County assumes no obligation for
said private road, and the awners hereby acknowledge that the County has no obligation
of any kind or nature whatsoever to establish, exanune, survey, construct, alter, repair,
irnprove, maintain or provide drainage or snow removai on a private mad. This
requirement is and shall run with the land and shall be binding upon che owner(s), their
heirs, successors or assigns, including the obligation to participate in the maintenance of
the private road as pravided herein."
13. The proposed plat shaU be improved to the standards set forth in Spokane County Baard
of Commissioners Resolution No. 80-1592, as amended, which resolution establishes
regulations for roads, approaches, drainage and fees in new consauction.
14. The County Engineer has examined this development proposal and has deterniined that the
impact of this proposal upon the exasting county road system warrants the ded.ication of
additional right-of-way and the roadway improvements herein specified

2. Appropriate uriliry easements shall be indicated on copies of the preliminary plat of record
for distribution by the Planning Deparnment to the utility companies, Spokane County
Enginees and the Spokane Counry Health Discrict. Written approval of the easements by
the unlity companies must be received prior to the submittal of the final plat.
3. Sewage clisposal method shall be as autharized by the Director of Utilities, Spokane
County.
4. Water serviee shall be coordinated through the Director of Utilities, Spokane County.
5. Water senrice shall be by an existing public water supply when approved by the Regional
Engineer (Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall demonstrate to the sarisfacrion of the
Spokane County Health District that an adequate and potable water supply is available to
each tract of the plat.
7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within the
recorded service ar+ea of the water system proposed to serve the plat.

10. The dedicatory language of the plat will state: "Subject to speeific applicaaon approval and

11. The dedicatory language on the plat shall state: "Use of private wells and water systems is
prohibited."
12. The plat dedication shall contain a statement to the effect that: "The public water system,
pursuant to the Water Plan approved by county and state health authorities, the local 5re
protection district, water purveyor and County Division of Buildings, shall be installed
within this plat, and the applicant shall provide far individual domestic water service as
well as fire protecdon to each tract prior to sale of each tract and prior to issuance of a

COUNTY DIVISION OF UTILITIES CONDITIONS
1. Pursuant to the Board of County Commissioners Resolution No. 80-0418, the use of on-
site sewer disposal systems is hereby authorized. This authorization is conditioned on
compliance with all rules and reguladons of the Spokane County Health District and is
further conditiAned and subject to specific application approval and issuance of permits by
the Health District
' 2. The dedication shall state:
"The owner(s) ar successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formadon of ULID by petidon method pursuant to RCW
36.94, which petition includes the owner(s)' property; and further not to object by the

an approach to the private road.
3. The owner(s) of any lot created by the Development or alternation thereof and served by a private
road shall be responsible for maintenance af said private road, including associated drainage facilities
in conformance witti approved plans an file witli the County Engineers ofFice.
4. Maintenance financing of the private roads and associated drainage facilities shall be in a manner
determined by the owners of:
a. the majority of lots served by sucb private road;
b. the majority of frontage of lots served by sucli private road;

That the individuals and parties naraed herein as having an interest in the nbove described property or
project agree to the following:
1. Reimburse Spokane County for project review and inspection fees as specified in
Chapter 9.14 of the Spokane County Code. The fees will be based on actual salary
costs incurred by Spokane County for project reviews and / or inspections plus a ten
percent adrninistrative charge, and will he billed monthly as accrued. Any final
billing amounts, to include any late fees or any other expenses incurred in the
collection of an overdue acc;ount must be paid prior to the County's acceptance of
the project for filing.
2. The undersigned agrees that these fees are due and payable upon receipt of the
billing as specified above.
3. Any invoices not paid within 30 days of the invoice date will be subjected to a late
Fee charge of 1% per month (12% per year) on the unpaid balance of the account
and any accrued late fee charges. In addition, if any outstanding balance on the
account for this project ic not paid within 30 days of the invoice date, no further
reviews of the project documents will be conducted until the entire account balance
is paid. Any balance on the account for this project not paid within 65 days of the
invoice date may result ia legal action or the initation of other collection procedures,
including referral to a collection agency. 1'he Sponsor wi11 be liable for any and all
expenses incurred by the County for the collection oF overdue accounts.

The followinq •'Conditions of Approval'• for the above referenced subdivision
are submitted to the 8pokane County Planninq Department for fnclusion in the
"FinBinqe and order" should the short plat be approved.
E 1 That conditional approval of the plat by the County Engineer is given
subject to dedication of Right-of-Way and approval of the road system as
indicated in the preliminary plat of record.
E 2 That plans, profiles and cross sections as designed to County standards
showing proposed street centerline and curb grades be submitted to the
County Engineer for approval prior to construction and/or the filing of
a f inal plat; road plans to be prepared under the direction of a
licensed Professional Civil Engineer.
E 3 That drainage plans and design calculations showing the alignment of
drainage facilities be submitted to the County Engineer for approval
prior to construction and/or the filing of the final plat. Drainage
plans to be prepared under the direction of a licensed Professional
Civil Engineer.
E 6 No construction work is to be performed within the existing or proposed
Public Right-of-Way until a permit has been issued by the County
Engineer. All work ia subject to inspection and approval by the County
Engineer.
E12 The applicant should be advised that individual driveway access permits
are required prior to issuance of a building permit for driveway
approaches to the County road system.
E16 Existing County roads providing direct access to the plat shall be paved
and/or curbed to Spokane County standards.
E19 The word "applicant" shall include the owner(s) of the property, his/her
heirs, assiqns and successors.
E22 That the following statement shall appear within the dedicatory language
of the final plat:
The owner(s) or successor(s) in interest aqree to authorize Spokane
County to place their name(s) on a petition for the formation of a
Road Improvement District (RID) by the petition method pursuant to
Chapter 36.88 RCW, which petition includes the owner(s) property, and
further not to object, by the signing of a ballot, the formation of
a RID by the resolution method pursuant to Chapter 36.88 RCW, which
resolution includes the owner(s) property. If a RID is formed by
either the petition or resolution method, as provided for in Chapter
36.88 RCW, the owner(s) or successor(s) further agree: (1) that the
improvements or construction contemplated within the proposed RID is
feasible, (2) That the benefits to be derived from the formation of
the RID by the property included therein, together with the amount
of any County participation, exceeds the cost and expense of formation
of the RID, and (3) that the property within the proposed RID is
sufficiently developed. Provided, further, the owner(s) or
successor(s) shall retain the right, as authorized under RCW
36. 88. 090, to object to any assessment (s) on the property as a result
of the improvements called for in conjunction with the formation of
a RID by either petition or resolution method under Chapter 36.88 RCW,
and to appeal to the Superior Court the decision of the 8oard of
County Conumissioners affirming the final assessment roll. It is

further agreed that at such time as an RID is created or any Road
Improvement project is sanctioned by Spokane County, the improvements
required (curb, sidewalk, drainage control and paving) will be at the
sole expense of the undersigned owner, their heirs, grantees and
assiqns without participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten
(10) years from the date of execution below. However, the owner(s)
or successor(s) agree that if said RID waiver expires without
construction of the required improvements, the owner(s) or
successor(s) agree to construct the required improvements at their own
expense; pay to Spokane County the then estimated cost of the required
improvements to enable the County to complete the same; or furnish a
bond or other secure method suitable to the County (which may include
the execution of another RID waiver agreement), providing for or
securing to the County the actual construction of the improvements.
All of the requirements of this agreement shall run with the land and
shall be binding upon the owner(s), their successor(s) or assign(s).
This provision is applicable to 8praqMe Avenue.
E26 The proposed private road(s) as shown on the preliminary plat serving
two lots with extension to serve 8 or less lots is approved by the
County Engineer.
E27 That private road(s) be improved to Spokane County standard for a urban
private road standard serving two lots.
E30 All vested owners shall sign and record private road documents as
prescribed by the Spokane County Engineer. These docwnents shall be
reviewed and approved by the Spokane County Engineer prior to recording
with the Spokane County Auditor. Recording numbers shall be referenced
in the dedicatory language of the plat.
E31 That the 'following statement be placed in the plat dedication: WARNING:
Spokane County has no responsibility to build, improve, maintain or
other wise service the private roads contained within or providing
service to the property described in this plat. By accepting this plat
or subsequently by allowinq a building permit to be issued on property
on a private road, Spokane County assumes no obliqation for said private
road and the owners hereby acknowledge that the County has no
obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide drainage or
snow removal on a private road. This requirement is and shall run with
the land and shall be binding upon the owner, their heirs, successors or
assigns including the obligation to participate in the maintenance of
the private road as provided herein.
E32 The proposed plat shall be improved to the standards set forth in
Spokane County Board of Commissioners Resolution No. 80-1592, as
amended, which establishes regulations for roads, approaches, drainage
and fees in new construction.
E33 The County Engineer has examined this development proposal and has
determined that the impact of this proposal upon the existing County
Road System warrants the roadway improvements herein specified.
E35 That the following statement must be placed in the plat dedication:
"The private road as shown hereon is an easement which provides a means
of ingress and egress for those lots within the plat having frontage
thereon."
SPECIAL CONDITION:
A private road to serve Lot "A" in SP-784-92 and Lot "A" of this
preliminary plat shall be designed and constructed prior to finalization
of this plat. If this plat is not finalized, then Lot "A" of SP-784-92
is not required to served by a private road.

A review of the above referenced project has been accomplished. The list below is a
summary of the items that need to be addressed. Piease refer to the enclosed check prints
for compiete comments.

1. The developer needs to sign the road pians prior to final approval.
2. Provide evidence of coordination with electric utility servicing this
project or add the following note:
"Contractor to coordinate with the electric utility servicing this
project to ensure transformers and/or vaults are~placed within
swale areas."

3. Please show all existing or proposed utility locations.
4. Provide elevation at centerline.
5. Indicate on the left and right profiles where the culvert pipe is.
6. The ditch profiles are off by •0.10'. This is alright, but it is inconsistent
with the cross section which show 2.5 % cross-slope and 2' ditch.
7. Provide a stop sign and a street name sign at the intersection with Sprague.
8. Provide BCR and ECR elevations at each curve return.
9. The road name needs to be verified by Dave Berto through the plat review.
Please coordinate with surveyor to determine what name will be used on the
plat.
10. The seed mixture that you specify is not adequate. The application rate of the
seed and fertiliier is too low. I have included a mixture that has been approved
in the past. The mixture is quite different and the rate is significantly higher.
Add note: "All seeding shall be done in accordance with the WSDOT 1994
