General Overview - The applicant is proposing a 80 x 120 warehouse that will be of wood frame construction and metal exterior. Spokane Insulation will occupy 2/3 of the south part of the building and will use the space for storaqe of insuiation. The other 1/3 of the buildinq is speculative. II. Construction Time - The applicant would like start the project as soon as possible. SVMIIKARY OF DPPARTMENTAL R$QIIIRSMSNTB: I. Planninq Department (456-2205) A. Discussion/Requirements 1. Planning Department was not present nor project requirements submitted prior to the meeting. However, comments from John Pederson were received after adjournment and are presented as follows: - 1 - . • . ^ r ' • a. The site is zoned Restricted Industrial and is part of zone change ZE-90-83. b. The site plan illustrates a 200 foot wide parcel. If this is a new segregation then a short plat will need to be filed. c. A liqhting and signage plan needs to be submitted. d. A landscape plan needs to be submitted. e. All waste material stored on-site is to be removed as per the violation letter. f. All storaqe needs to be indoors or within a 6 foot siqht-obscuririg fence. g. The maximum height allowed for a sign in a RI zone is 35 feet. h. A critical materials list, which is provided by Building and Safety, needs to be completed and returned to Building and Safety for review. i. Any storaqe areas must conforin to the minimum setbacks of the RI zone. B. Permit Release Requirements 1. A revised site plan illustrating the 6 foot sight-obscuring fence and required setbacks, if any outdoor storaqe, needs to be submitted for review and approval. 2. A landscage plan shall be submitted for review and approval. Also an estimate from a nursery indicating type, quantity, and size at tiiae of installation along with a promissory letter from the applicant statinq that the landscapinq will be installed needs to be submitted. 3. A lightinq and signage plan with the height specified needs to be submitted for review and approval. II. Engineering Department (456-3600) A. Discussion/Requirements 1. Bob McCann has some concerns with the location of the building in relation to IIniveristy Road. - 2 - . . . • . . , ' • In the future a freeway interchange on University Road, which will function as a principal arterial, is proposed. This will create an access problem to the property. The property owners need to get with the Engineer's Department to discuss alternatives. 2. One of the Engineer's requirements of the zone change, ZE-90-83, was that pavirig, curbing, and sidewalks be constructed on IIniversity Road. The Engineer's Department would like to get with the property owners to neqotiate the above requirement. 3. An additional 20 feet of right-of-way needs to be dedicated to the Enqineer's Department which would make it a total of 50 feet of right-of-way on the west side. The applicant has an option of dedicating 10 feet now and set aside 10 feet for future acquisition. 4. Bob McCann has reviewed the drainage plan and made comments on the check print. 5. Bob McCann will be the contact person and will set up a meetinq to resolve the future requisition. 8. Permit Release Requirements 1. A drainage plan addressinq the comments that were made on the check print. 2. Resolvement of the future requisition. III. Health District (456-6040) A. Discussion/Requirements 1. Application for a septic tank and drainfield needs to be completed. 2. The site plan illustrates leech beds, which are allowed depending on the type of soil. If there is not adequate soil conditions then a drainfield wiZl have to be used. 3. A critical materials list, which will be supplied by Buildinq and Safety, shall be completed and returned to Bnilding and Safety for review. If any critical materials a"sample aqreement" will need to be completed. 4. The applicant stated that there will be no interior floor drains. - 3 - • • . , . • . . 5. Daryl Way needs the anticipated occupancy and projected sewaqe from the speculative area. 6. All construction debris shall go to a licensed disposal site. B. Permit Release Requirements 1. A permit for the installation of an on-site sewage system. Also submit soil conditions report for review and approval. IV. Utilities Department (456-3604) A. Discussion/Requfreanents 1. The Utilities Department was not present, however, comments were given to Tom Davis prior to the Pre-Construction Conference. 2. The IItilities Department requested that an ULID statement be filed, but it was stated that ft was already completed at the time of the zone change. 3. Double plumbinq is required for the project. V. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed and a letter was given to the applicant by Tom Postlewait. 2. The building is classified as a Type VN, B-2 occupancy which is based on the warehouse being used as a storage area for insulation. If there ever is processinq done inside the building then the occupancy type would change to H type occupancy and the buildinq would be required to be sprinklered. 3. A tenant plan is required to be submitted for plan review once each tenantfs requirements are known. 4. The loadinq dock drainage area shall be reviewed and approved by the Spokane County Engineer's Department, the Spokane County Health District, and the Department of Ecoloqy. 5. S. 25 Altamont St. Spokane, Washington 99202 535-1410 7his drainage repart demonstrates the adequacy of drainage structures proposed to dispvse Df runoff from a ten-year design storm for a small section of University Road. The site is a warehouselstorage building on the west side of University Road approximately 740 feet sfluth of Mvntgomery Drive, in Section 8, T,25 N., R.44 E.W.M. University Road immediately in front of the site and 90 feet north of the site (originally part of parcel subject tv zone change IE-49-93) is to be improved as a public road by constructing approximately 275 L.F. of curb and sidewalk on the west side of the street and paving a 30 foot wide strip. In accordance with County policy on improvements to short sections of public roads in the Aquifer Sensitive Area (ASA), no provisions for '208' treatment have been made. Sheet 66 of the Soil Survey of Spokane CoUntyt Washinqton shows that the soil on the site is GgA (Garrison gravelly loam, 0 to 5% slopes). The proposed design will create a low spot at Sta. 24+89. The centerline crown will divide the project into two drainage basins, as indicated on one of the copies of the street plan submitted for review. On the west side of the street an existing drywell at Sta. 26+66 disposes of runoff from most of the existing paved area to the north of this project. On the east side ofi the street, runoff from an area which extends north to Montgomery Drive drains towards the low spat. At this time, not all runoff from the 40 foot wide strip of right of way east of the centerYine of University Road drains towards the lowspot. The existing fenceline 20 feet east of the centerline marks the approximate limit of Basin "A". Basin areas, surface types, and 'C' factors are as fol2ows: Basin Surface Type Area(Ac.) 'C' Factor "A" Impervious .21 90 (Mote: Pervious landscape area too small to affect result) "H" Impervious .21 90 Earth Side Slope .34 60 .55 The developed 'C' factor for Basin "H" is (t.21/.55)*90) + ((.34/.55)*60) = 71.50 ~ . BASIN "A" , By inspection, time of concentration for Hasin "A" is less than 5 minutes. Therefore, peak discharge o,f the ten-year design storm (O=CIA) is .90 * 3.18 #.21 =.bn cfs. A type "H," drywell at Sta. 24+89 is adequate, in the Garrison gravelly loam,'to dispose of this peak discharge. BASIN "H" In 8asin "H", -time of ccncentration may be calculated using Fig. 3-1 of SCS Technical Release 55. Sto,r-mwater runoff will flow approximately 775 feet in a road,side ditch from the intersection of University and Montgomery to the low point. The slope of the ditch is approximately .0124 ft./fit. ((76-67)/775). Figur„e 3-1 shows that average velocity for flow over nearly bare ground with a wa=tercourse slope of 1.2% is 1.1 fps. Time of concentration is therefore 775 ft. / 1.1 f ps 1 60 secs./minute = 11.75 minutes. Therefore, for the ten-year design storm, peak discharge (Q=CIA) is .715 * 2.05 * .55' _.81 cfs. The requirement that A& V Investments "improve University Road in a maaner consistent with Spokane County Typical road way section No. 1 minimum paving width Major Arterial Standard", prior to issuance of a building permit on the site, was imposed by the Hearinq Examiner Committee as a condition of the rezone. The County Engineer's Office does not really have the power to waive this condition. A& V Invest- ments may request a hearing before the Hearing Examiner Comrnittee to request that the condition be amended, based upon a cbange of cir- cumsta.nces. However, the changed circumstances in this instance would probably compel the Conrrt►ittee to impose even more onerous requirements on A& V respectinq University Raad, because of the proposed freeway interchange plans for University. The existing requirements are intended to insure adequate access for A& V's developrnent. The County Engineer's office set forth a condition precedent to issuance of a building permit that: "2. Applicant shall improve University Road in a manner consistent with Spokane County TYPICAL roadway section No. 1 minimum paving with Major Arterial Standard." For your reference, I have enclosed a copy of the Findings and Order. In late 1988, A& V proposed to construct a building on the property. You were contacted by Jerry Nlazzie, and on January 10, 1989 you sent a letter to A& V explaining the engineer's requirements for building construction. In that letter you offered to authorize a building permit if A& V would deed 10' to the county, and set aside a further 10' strip for the county's use. , . . . ~ . , • , . . . ' ~ Mr. Robert J. McCann September 27, 1989 Paqe 2 Nowever, rather than give this property to the county, A& V elected to comply with the strict guidelines set forth by your office because of A& V's refusal to deed away for no consideration 20' of its property. In reviewing the file, it is apparent that the construction requirements set forth by the county were only set forth because of A& V's refusal to give the county the 20' without fair compensation. The i.mprovements the county reguires will only be removed when the freeway interchange is constructed. It makes no economic sense to me to have A& V place the improvements and then have them removed within five years. It may be that the enqineer's office differs in this and this is why it set forth the buildinq requirements it has. The record compels a different answer, however. To construct the building now situated upon the property, A& V has purchased a$25,000.00 bond in favor of Spokane County, conditioned upon A& V's compliance with the Engineer's requirements of the zone chanqe, ZE-90-83. One of those requirements was that paving, curbing, and sidewalks be constructed on University Road. The Engineer's office has not only taken the position that such curbing, paving, and sidewalks are required for not only A& V's property, but also for the property on the east side of University Road owned by West Coast Grocery, and the property on the west side owned by Sunshine Disposal. A& V is requesting a modification of the Engineer's requirements for two reasons. First, it as a waste of time and money to require the paving, curbinq, and sidewalks, when in a few years it will have to be removed. Such a requirement constitutes economic waste and should be reconsidered by your office. Second, there is an appearance of unfairness when A& V is required to bear the whole financial burden of the improvements, without askinq for contribution from the other abutting property owners. The design, location, and arrangement of parking stalls sha11 be in accordance with standard traffic engineering practices. Paving or surfacing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 6. The word "applicant" shall include the owner or oriners of the property, his heirs, assigns, and successors. 7. This authorization is conditioned on compliance with all rules and regulations of the Spokane County Health District and is further conditioned and sub3ect to specific application approval and issuance of permits by the Health Di stri c t. 2. The owner(s) or Successor(s) in interest agree to authorize the County to place their name(s) an a petition for the formation of a ULID by petition method pursuant to RCW 36.94 which the petition includes the Owner(s) property and further not to object by the signing of a protest petition against the formation of a ULID by resolution method pursuant to RCW Chapter 36.94 which includes the Ormer(s) property.
