PERMIT RBVILA PARTICIPANTS: John Anicetti, Health District Tam Davis, Buildinq and Safety Ren Jeffrey, Building and Safety Marla Kerr, Building and Safety Bob McCanri, Engineer's Office John Pederson, Planning Department APPLICANTS: Bill Lawson, Owner, 927-8613 SCOP$/PROJECT DESCRIPTION: I. General Overview - The applicant is proposing the construction of an office/warehouse consisting of two buildings with a third building praposed in the future. Each building will consist of approximately 7200 square feet. It was noted by the owner, the current submitted plans were being revised and resubmitted to show this change in square footage. II. Construction Schedule - The owner would like to complete the permit process this week, in order to begin construction as soon as possible due to the fact that 3 units have already been leased. SIIMIIKARY OF DEPARTMENTAL REQIIIREM$NTS: I. Planning Department (456-2205) A. Discussion/Requirements l. It was stated that the property is zoned Restricted Industrial through a zone change ZE-109-80, which is adequate for the proposal. 2. A 6 foot sight obscuring fence on the east property line, will be required when the third building is constructed. - 1 - . 1 0 ` 3. It was noted that setbacks as illustrated are adequate. 8. Permit Release Requirements 1. It was noted that required landscape is 35 feet in the front yard and 15 feet rear yard. A landscape plan is required and must illustrate the si2e, type and quantity's of proposed landscape. 2. An estimate from a nursery for landscape alonq with a promissory letter to install landscape is required to be submitted. 3. Critical material storage must be specified. . 4. In order to determine parking requirements, a breakdown of square footaqes for office space and warehouse space must be submitted to the Planning Department. 5. Signage and lighting must be specified on the site plan. II. Enginee=ing (456-3600) A. Discussion/Requirements 1. A copy of comments was given to the applicant and Building and Safety by Bob McCann. 2. Your contact person at the Engineer's Office will be Gary Nelson. 3. The applicant was advised that RID plans were approved for Mansfield Avenue, however, the project was withdrawn by a petitioner. As a cost saving measure the applicant may wish to revive the RID petition and bond for the required improvements as an interim measure. The road plans are on file at the Engineer's Office. B. Permit Release Requirements 1. A drainage plan with calculations, which has been prepared in compliance with Spokane County "Guidelines for Stormwater Management" must be submitted and approved. 2. Riqht-of-way dedication consisting of 15 feet along Mansfield Avenue is required. - 2 - ~ ~ . 3. Road drainage plans for street improvements on Mansfield must be submitted. These plans must be prepared by an engineer. 4. Approach permits must be obtained for driveway approaches to Mansfield. 5. A copy of tbe property deed which indicates all persons with interest in the property must be subYn.itted to the Engineer's Office in order that a deed for right-of-way dedication may be prepared. III. Health District (456-6040) A. Discussion/Requirements . 1. The proposed 1000 qallon tank will supply the buildings with a ma.ximum of 45 employees. 2. It was noted that the required system size would be determined after test holes are done. B. Permit Release Requirements l. The applicant is required to make application for an on-site sewage system and have test holes checked prior to release of t,he building permit. . IV. Utilities Department (456-3604) A. Discussion/Requirements 1. The utilities Department was not present, however, comments were submitted prior to the conference. B. Permit Release Requirements 1. A ULID agreement along with double plumbing is required, it was noted that these requirements would be handled through the Health District. V. Building and Safety (456-3675) A. Discussion/Requirements l. A letter with comments relating to the plan review for the proposal was given to the applicant by Iien Jeffrey. - 3 - ' J a % 2. It was noted the the applicant should contact Paul Chase of Fire District No. 1 in order to determine what the fire protection requirements are. B. Permit Release Requirements 1. All comments/requirements noted in the plan review letter must be corrected and two complete sets of revised construction submitted to Building and Safety. To plans as required by any or all of the above-listed departments shall be submitted in sets of 7 to Building and Safety who will then distribute accordingly to each department. I NTRODUCT I ON This matter having come before the Examiner Committee on December 4, 1980, and the members of the Comrnittee present being Ted McCoury, Chairman, Kathleen Carstens and Kenneth Kennedy and having personaily visited the site. B. PROPOSAL The sponsor, Dwight Hume, is requesting approval of a zone reclassification, ZE-109-80, Agricultural to Restricted Industrial, for the purpose of developing a warehouse, office, and industrial park. C. FINDINGS OF FACT 1. That the existing iand use in the area is industrial business park, residen- tial, pasture, railroad tracks, and undeveloped. 2. That the Comprehensive Plan designates this area as appropriate for residen- tial development. 3. That the existing zoning of the property described in the application is Agricultural. 4. That the provisions of RCW 43.21C (The State Environmental Policy Act) have been complied with. 5. That the proper legal requirements for advertisement of the Agenda Item have been fulfilled. , 6. That the land in this area is suitable for the proposed use, or uses within the proposed Zone Classification. 7. That the applicant has demonstrated that conditions have substantially changed since the original zoning of this area and accordingly, the pro- posed rezone is justified. 8. That the proposed use is compatible with existing uses in the area. 9. That the owners of ad)acent lands expressed neither approval nor dis- approval of the proposed use. 10. Applicant shall dedicate 15 feei on Mansfield Avenue for right-of-way prior to any use of the property adjacent thereto. 2. Applicant shall dedicate 15 feet on Wilbur Street and a 20 foot radius on Wilbur Street and Mansfield for right-of-way prior to any use of the property adjacent thereto. 3. Applicant shall construct cement concrete curb and sidewalk and pave to the existing pavement adjacent to the property on Wilbur Streei, Mansfield Avenue and Montgomery Drive. 4. Applicant shall submit for approval by the Spokane County Engineer road, drainage, and access plans prior to the issuance of a building permit on the phase of property to be developed. 5. The appticant shall submit for approval by the Spokane County Engineer and the Spokane County Heaith District a detailed combined on-site sewage systern plan and surface water disposal plan prior to the issuance of any building permit on the phase of property to be developed. 6. A parking pian and traffic circulation plan shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrange- ment of parking stalls shall be in accordance with standard traffic engineering practices. Paving or surfacing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or travelled by vehicles. 7. The word "applicant" shall include the owner or owners of the prop- erty, his heirs, assigns, and successors. 8. The construction of the road improvements stated herein shall be accomplished as approved by the Spokane County Engineer. 9. All required improvements shall conform to the current State of Wash- ington Standard Specifications for Road and Bridge Construction, and other applicable county standards in effect at the date of consiruction, unless otherwise approved by the County Engineer. 2 , • 1 'ile No. ZE-109-80 c) WATER PURVEYOR 1. Purveyor is Irvin Water District and they wiil supply the site with adequate water for domestic fire and irrigation uses upon annexation to their Oistrict. d) COUNTY HEALTH DISTRlCT 1. Findings: a) This project lies over the Spokane Aquifer. b) It is within Critical Water Supply Service Area #3 and within the service area of I rvin Water District. Groundwater resources appear adequate ta support development at this density. c) The project is inside the 201 Sewer Study Area Zone 3 and inside the Primary Sanitary Sewer Area recommended in the "208" Study. The method of sewage disposal is subject to approval of the Director of Utilities pursuant to Caunty Resolution 80-0418 adopted March 24, 1980. The topography and soils in the area are generally suitable for use of indjvidual on-site sewage systems. The lots are not of the proper dimensions to permit use of both an individual well and sewage system. 2. Recommendations: a) Water service must be coordinated through the Director of Utilities, Spokane County. b) Water service shall be by an existing public water supply. c) The use of individual wells is not authorized. d) Sewage disposal method shall be as authoriied by the Director of Utiiities, Spokane County. e) Subject to specific application appraval and issuance of permits by the Health Officer, the use of individual on-site sewage dysposal systems may be authorized. f) The owner, his heirs, and successors shall agree to not protest legal assessments and utility local improvement districts to provide central sewerage service to these lots. g) A combined surface water and sewage disposal detailed plan shall be approved by the County Engineer and the Health Officer prior to the issuance of any building permit for each phase. e) PLANN I NG 1. That the provisions of SEPA's NOTICE OF ACTION pursuant to Chapter 43.21C.080 RCW and the Board of Spokane County Commission- ers Resolution #77-1392 be initiated by the project applicant within thirty (30) days of finat disposition of this application, and prior to any on-site improvements. 2. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA Guide- lines (WAC 197-10) and the Spokane County Environmental Ordinance (SCEO), a proposed declaration of non-significance has been issued at least fifteen (15) days prior to thjs date; the official file, written comments and/or public testimony contain information regarding assess- ment of the proposal's adverse impacts to the physical environment; a findjng is hereby made that no potentially significant adverse impacts upon the physical environment are anticipated as a result of the project; and a final declaraUon of non-significance is hereby to be issued. 3 ile No. ZE-109-80 3. Approvai by the Zoning Administrator of a specific lighting and sign- ing plan for the described property prior to the release of any build- ing permits. 4. A specific tandscape plan, planting schedule and provisions for main- tenance acceptable to the Spokane County Zoning Administrator shall be submitted with a performance bond for the project prior to release of building permits. 5. The applicant shall develop subject property generally in accordance within the concept presented to the Hearing Examiner Committee. Mlnor variations when approved by the Zoning Administrator will be permitted, including, but not limited to the following changes: Bujlding location, landscape plans, and general allowable uses of the permitted zone. All variations must conform to regulations set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. 6. Direct light from any exterior area lighting fixture shall not extend over the property boundary. 7. All current standards of the Restricted Industrial Zone, as amended, shall be complied with in the development of this site. 8. Landscaping shall be provided for this site, in conformance with Standards as identified in Section 4.07A.120 Landscaping. 9. A 6-foot sight-obscuring barrfer shall be provided along the east property f ine of this proposal to provide a buffer for the existing residential use located immediately east of this site. f) SPOKANE COUNTY UTI LITI ES 1. Pursuant to Board of County Commissioners Resoulution No. 80-0418, the use of on-site sewer disposal systems is hereby authorized. This authorization is conditioned on compliance with all rules and regulatjons of the Spokane County Health District and is further conditioned and subject to specific application approval and issuance of permits by the Health District. 2. The owner, his heirs or successors shall join and participate in any petition or resolution which purpose is the formation of a utility local improvement district (ULID) pursuant to RCW, Chapter 36.94, as amended. The owner, his heirs and successors shall further agree not to oppose vr protest any legal assessments for any utility local improve- ment district (ULID) established pursuant to RCW Chapter 36.94, as amended. 3. Any water servlce for this project shall be provided in accordance with the Coordinated Water System Pian for Spokane County. 4 ile No. ZE-109-80 E.
