The findings of fact for Binding Site Plan 417 and discussions with the traffic engineer also warrant the need for a signal at this location. 2. The comments discussed were in reference to sheet 4 of the plans. The following are the comments discussed and the method in which they were addressed: - Cornment: Ditches not called out along Marietta. Addressed: Added note to drawirig. - Comment: Curb drop shown in profile lines up with new approach. Addressed: Relocateci curb drop to STA. 9+ 75 therefore, calculation should not be necessary. - Comment: Pathway is not shown in plan view. Addressed: Pathways were not shown on previous plans for the south expansion, and were approved including this street. Pathways are shown on the section view, and will meander within the 13 foot area as already approved. - Comment: No culvert shown on east approach to convey flow from the ditch, to the east, to the 208 swale to the west. Addressed: The future top of curb is shown below the existing ground therefore if the ditch is cleleted on the north side of Marietta Avenue from STA. l. 0+ 00 to STA. 13 + 00, the drainage will flow to Marietta and then to tlle 208 swale. General Overview - The owner Spokane Industrial Park is proposing the construction of a 90,000 square foot office and manufacturing building and a 10,000 square foot connecting link. Application for Phase II of the project will be submitted at a later date. Planning Department (456-2205) A. Discussion/Requirements 1. Loren Lakshas stated that the Binding Site Plan for the north portion of the property has not been f inaled yet and that a building permit can not be released until the Binding Site Plan is final. Mark Aronson of Taylor Engineering stated that he talked with the Planning Department and was under the impression that the Binding Site Plan would not hold up the issuance of the building permit because the current parcel was already in existence and developed for Itron. Loren will check into the matter and get back to Mr. Aronson. 2. Please submit a revised site plan illustrating parking, landscaping, signs (include size and height), and the uses and square footages of the proposed. B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. An estimate from a nursery including size, type, and quantity along with a promissory letter/bond from the owner stating the landscaping will be installed shall be submitted. ' II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and the Department of Buildings by Bob Turner. 2. Please submit a drainage plan that is in conformance with Spokane County's Guidelines for Stormwater Management. 1 5% 3. Fire flow for the proposed based on Type II-N Construction is 3,500 g.p.m. 2. Three additional fire hydrants are required for the proposed. Their locations shall be as per an approved water plan. 3. Clyde Wisenor advised the applicant to relocate the existing sprinkler siamese. The sprinkler siamese shall be within 20 f eet of a f ire hydrant. 4. The proposed is required to have central monitoring. 5. A lock (Knox) box entry system for fire department personnel access is required to be installed. V. Department of Buildings (456-3675) A. Discussion/Requirements 1. Plan review has been completed on preliminary plans by Tom Postlewait. 2. An Environmental Checklist is required for the proposed project. The form was given to the applicant during the meeting. Response should include future expansion proposals. 3. The proposed shall meet the minimum requirements of the Regulations for Barrier-Free Facilities. 4.
