Upon review of the Itron project our comments in relation to this project are
as follows:
l. A signal has been deemed necessary at the intersection of
Marietta and Sullivan based upon projected vehicular
traffic given in the Enviornmental Checklist, item 19 f,
and the proposed measure to handle this increase in
traffic, item 14 g. The findings of fact for Binding Site
Plan 417 and discussions with the traffic engineer also
warrant the need for a signal at this location.
2. To elieviate turning lane congestion and conflicts we will
require the most Westerly proposed entrance on Marietta to the
Itron facility be moved. This entrance should be moved a
sufficient distance West such that it lines up directly across
from the existing road heading South off of Marietta.

RE: Itron Facility Egpansion - Parking Lot Drainage
Gentlemen:
This letter is in regards to the comments discussed on the drainage plans for the
New Itron Facility. The comments discussed were in reference to sheet 4 of the
plans.
The following are the comments discussed and the method in which they were
addressed:
- Cornment: Ditches not called out along Marietta.
Addressed: Added note to drawirig.
- Comment: Curb drop shown in profile lines up with new approach.
Addressed: Relocateci curb drop to STA. 9+ 75 therefore, calculation should
not be necessary.
- Comment: Pathway is not shown in plan view.
Addressed: Pathways were not shown on previous plans for the south
expansion, and were approved including this street.
Pathways are shown on the section view, and will meander
within the 13 foot area as already approved.
- Comment: No culvert shown on east approach to convey flow from the
ditch, to the east, to the 208 swale to the west.
Addressed: The future top of curb is shown below the existing ground
therefore if the ditch is cleleted on the north side of Marietta
Avenue from STA. l. 0+ 00 to STA. 13 + 00, the drainage will flow
to Marietta and then to tlle 208 swale. A note was added to
sheet 4 and the road section on sheet 5. T'he overall drainage
shows this area to be very s1na11 with a ridge just north of the
clitch lirie.
Revised sheets 4 and 5 are inclucled in this submittal together with the signed
agreement to pay fees.

with the amount of any County participation, exceeds the cost and
expense of formation of the RID, and (3) that the property within
the proposed RID is sufficiently developed. Provided, further, the owner(s) or successor(s) shall retain the right, as authorized under
RCW 36.88.090, to ob7ect to any assessment(s) on the property as a
result of the improvements called for in conjunction With the
foZmation of a RID by either petition or resolution method under
Chapter 36.88 RCW, and to appeal to the Superior Court the decision
of the Board of County Commissioners affirming the final assessment
roll.
The improvements or construction contemplated within the proposed
RID include (a) construction of an additional traftic lane along
Sullivan Road from Marietta Avenue northward to the proposed
intersection of Euclid Avenue realigned, (b) reconstruction of the
existing traffic signal system at Sullivan Road and the proposed
intersection of Euclid Avenue realigned, and the construction of the
entire additional traffic lane on Sullivan Road, all in conjunction
with the realignment of Euclid Avenue, (c) construction of a new
traffic signal system at the intersection of Sullivan Road and
Marietta Avenue, and (d) the proposed realignment of Euclid Avenue
as shown on the preliminary Binding Site Plan 17-87, said
improvements referred more particularly in the "Conditions of
Approval" for Binding Site Plan 17-87, on record with Spokane County
Planning Department.
It is further agreed that at such time as an RID is created or any
Road Improvement Project is sanctioned by Spokane County, the above
required improvements will be at the sole expense of the undersigned
owner, their heirs, grantees and assigns without participation by
Spokane County.

14.. The chanse in alisnment and vacation of cuzrent alignment of
Eucli.d Avenue sllall be approved by the Board of County
{ Commissioners prior to the filing ot the Binding Site Plan
i containing that particular phase of the development.
' Prior to the acceptance of the new alignment of Euclid Avenue by
Spokane County, the right of way for the new roadway must be
deeded to the County and the new roadway constructed per the
approved Typical Roadway Cross Section. The Vacation of the
existing Euclid Avenue wi11 not become f inal until the new
alignment is established by the Board of County Commissioners.
The change in alignment and vacation of the current alignment of
Euclid Avenue shall be approved by the Board of County
Commissioners prior to the filing of the Binding Site Plan
containing that particul.ar phase of the realignment.
15.. In conjunction with the realignment of Euclid Avenue the
applicant is responsible for the reconstruction of the existing
traffic signal system at the Sullivan Road and realigned Euciid
Road intersection and for the construction of the entire
additional traffic lane on Sullivan Road.
16.. In conjunction with Che requirements of Short.Plat 86-457 the
applicant is responsible for the future constiruction of a new
traffic signal system at the intersection of Sullivan Road and
Marietta Avenue when the intersection meets Traffic Engineering
Warrants for traffic signal construction.
17.. That the minimum curb radii at all street inCersections within
the proposal shall be 30 ft. Mini.mum radii at Sullivan Road
Intersections shall be 40 ft.
18. To construct the road improvements stated herein, the applicant
may, with the approval of the County Engineer, join in and be a
willing participant in any petition or resolution which purposes
is the formation of a Road Improvement District (RID) for sa;td
improvemenrs pursuant to RCW 36.88, as amended. At such time as
an RID is created or any Road Improvement Project is sanctioned
by Spokane County, the improvements required (curbs, pathways,
drainage control, pav3.ng, traffic signal systems, etc.) will be
at the sole expense oi the undersigned owner, their heirs,
granCees and assigns.
19. Should an R.I.D. be pursued, it shall be the responsibility of
the applicant to provide road and drainage plans sufficient tor
the crearion of a Road Improvement District . These plans shall
b*e prepared by a Licensed professional Civil En,gineer and shall
be prepared in compliance with Spokane County Road Standards and
Drainage Guidelines.
In order to construct required roadway improvements on Sullivan
Road, Marietta Avenue and Euclid Avenue the applicant may
petition the noard of County Commissioners to create a Road
Improvement District R.I.D. The R.I.D. must be created by the
Board of County Commissioners prior to the filing of the binding
site plan.
