The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan '
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-4-24-42
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Flora Road, Typical Roadway Section No. 1,
Collector Arterial Standard, with the sidewalk
requirement waived.
Al1 required construction (curbinq/pavement) within the
Public Road Right of Way is to be completed prior to the release
of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Flora Road
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may I
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

Dear Jim,
The County Engineer's Department has reviewed the paving waiver request for
Consolidated Irrigation District #19 at N. 4501 Flora. Their proposal, with
clarifications from the County Engineer's Department listed below, is
acceptable.
The parking lot area can remain in gravel due to the minimal use it will
receive. However, the project is required to implement road improvements
which include curbing and some asphalt applied to Flora. These improvements
to will require a standard curb cut and an asphalt path from the paved
section of Flora to the entrance gate.

Dear Mr. Millgard:
After review of the paving waiver request application, #PW0012,
that was provided to us by Bob Ashcraft of Consolidated Irrigation
District #19 for their new unmanned pump station to be located at
N. 4501 Flora Road , SCAPCA makes the following recommendation.
It is SCAPCA's opinion that leaving the parking lot that is inside
the fenced area for the unmanned facility unpaved will not
adversely affect air quality. However, it is SCAPCA's
recommendation that an approach to the fenced area be paved to
avoid tracking. These recommendations are based on the facts listed
below. 1. The site is in Spokane County's PM10 Non-Attainment Area.
2. Tracking of dirt and mud from'unpaved surfaces onto
paved public roadways is a significant source of airborne
particulate matter in Spokane County's Non-Attainment
Area. Parking lots can also contribute depending on the
type of surface and the amount of traffic.
3. Leaving approaches to unpaved surfaces unpaved can result
in tracking onto roadways.
3. Traffic to the site will be minimal. About three trips per
week are expected. The low level of use decreases the concern
over particulate matter becoming airborne due to traffic at
the site. The proponent is going to use gravel which will
decrease emissions further.

that all of SCAPCA's regulations are complied with. This includes
ensuring that particulate matter is not emitted from their unpaved
surfaces in sufficient amounts to cause an annoyance to any other
person when deposited upon real property of others. Also, it is
unlawful to allow dirt and/or mud to be deposited on paved roadways
open to the public without promptly removing such dirt and/or mud.

stormwater management be waived.

RID wAIVLR, AGREEMENT AND COVENANT:
1C?40`rl ALL MEN BY THESE PRESENTS, That Consolidated Irrigation District No. 361,
being the owners of the following described lands in consideration of Mutual
8enefita to be hereafter -derived do for themselves, their heirs, granteea, assigns
and successor(s) in intereat hereby agree to authorize Spokane County to place their
name(s) on a oetition for the formation of a Road•Improvement Diatrict (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition incZudes the owner(e)
• oroperty, and further not to object, by the signing of a ballot, or not to protest
to the formation of a RID by the re$olution method pursuant to Chapter 36.88 RCw,
wnicn resolution includea the owner(s) property. If a RID is formed by either the
petition or re6olution method, as provided for in Chapter 36.88 RCW, the owner(e), or
succeesor(s) further agrees (1) that the improvements or construction contemplated
within the propoaed RID are feaeible, (2) that the benefits to be derived from the
formation of the RID by the property included thereS.n, together with the amount of
any County participation, exceede the coet and expense of formation of the RID, and (3) that the property within the proposed RID is 6ufficiently developed. Provided,
further, the owner(s) or successor(e) ehall retain the right, ae authorized under
RCW 36.88.090, to object to any aeeeaement(e) on the property ae a reeult of the
improvements called for in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.$8 RCW and to appeal to the Superior
Court the decision of the Board of County Commiesioners affirming the final
assessment roll.
It is further agreed that at such time ae an RID ie created or any Road Improvement
Project is sanctioned by spokane County, the improvemente requfred (curb, sidewalk,
drainage control and paving to existing pavement) shall be at the sole expense of
the undersigned owner, their heire, grantees.,and-;assigne without any monetary
participation by Spokane County. ' "
The RID waiver contained in this agreement shall expire... after ten (10) yeara from
rhe date of execution below. However, at the expiration date the owner(s) or
successor(s) agree to construct the required improvements at thefr own expense; pay
to Spokane County the then estimated.•cost of the required improvements to enable the
County to complete the samej or:fu'rnieh a bond or other secure method euitable to
the County, providing for or securing to•the County the actual construction of the

RID wA1vER, AGREEMENT AND COVENANT: INTEROFFICE
KNOW ALL MEN BY THESE PRESENTS, That Consolidated Irrigation District No. 361,
being the ownere of the following described lande in conaideration of Mutual
Benefits to be hereafter derived do for themselves, their heirs, grantees, assigns
and successor(s) in interest hereby agree to authorize Spokane County to place their
name(s) on a petition for the formation of a Road•Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition includea the owner(s)
• property, and further not to object, by the eigning of a ballot, or not to protest
to the formation of a RID by the re$olution method pursuant to Chapter 36.88 RCW,
which regolution includes the owner(s) property. If a RID is formed by either the
petition or resolution method, as provided for in Chapter 36.88 RCw, the owner(s) or
successor(s) further agrees (1) that the improvements or construction contemplated
within the proposed RID are feaeible, (2) that the benefits to be derived from the
formation of the RID by the property included therein, together with the amount of
any County participation, exceeds the coat and expenae of formation of the RID, and
(3) that the property within the propoaed RID is sufficiently developed. Provided,
further, the owner(e) or successor(e) ehall retain the right, as authorized under
RCw 36.88.090, to object to any aeaesement(s) on the property as a reeult of the
improvementa called for in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decision of the Board of County Commieeioners affirming the final
assessment roll.
It is further agreed that at such time as an RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvementg required (curb, eidewalk,
drainage control and paving to existing pavement) shall be at the sole expense of
the undersigned owner, their heirs, gr8nteee..8nd:;aesigns without any monetary
participatfon by Spokane County. .
The RID waiver contained in this agreement ahall expire-after ten (10) years from
the date of execution below. However, at the expiration date the owner(9) or
auccessor(s) agree to construct the required improvements at their own expense; pay
to Spokane County the then eatimated..cost-of the required improvemente to enable the
County to complete the aame; or~furnieh a bond or other secure method suitable to
the County, providing for or eecuring to-the County the actual conetruction of the
