General Overview - Proposed is the construction of a 20610 square foot addition to an existing building. The proposed addition ws.ll be used as a warehouse and the addition will be under the same ownership as the existing building. The proposed addition is in conformance with the re-zone that was issued in 1987. T'he appls.cant would like to beqin construction as soon as possible. SUMMARY OF D$PAR7'MENTAL REQUIREMENTS I. Planning Department (456-2205) A. Discussion/Requirements l. A mi.nor lot line adjustment is required to combine the four lots of the site inta one lot. 2 One of the requirements of the 1987 zone change is that the six foot redwood fence located on the property be extended along the northerly property line 3 Please submit the square footage of the warehouse, office, and manufacturing areas to be located in the proposed and existing buildings so that parkYng may be calculated ..l ~ 4. There shall be no parking stall located mcre than 60 feet from the landscape feature area which shall be not less than 32 square feet in area. B. Permit Release Requirements 1 Please submit a site plan illustrating the red wood fence extension, minor lot line adjustment, and the landscapinq for revxew and approval. 2 An estimate fram a nursery indicating type, quantity, and size at time of installation along with a pronussory letter from the applicant stating that the landscaping will be installed needs to be submitted. II. Enqineering Department (456-3600) A. Discussion/Requirements 1. A 39 foot right of way on University Aveaue east of the center line needs to be deeded unless an easement is granted. If an easement is granted decls.cation of right of way can be obtained at time of developmeat. 8. Permit Release Requirements 1 Please submit a drainage plan for review and approval 2. An approach permit for University Avenue shall be obtained. III Health District (456-6040) A. Discussion/Requirements 1. The Health District will need the addresses of the adjolning lots so that they can verify sewage location. 2 There will be no critical materials located in the proposed building. 3 All construction debris must be taken to a licensed landfill. 4 The current sewaqe system has the capacity of serving one 35 person shift per day B Permit Release Requirements 1 The applicant shall apply for a septic tank relocation permit. we ~ A IV. Building and Safety (456-3675) A. Discussa.on/Requirements 1. Please subomit in writing a description of the exa.sting usage in order to determine occupancy classifications. 2 Please submit an updated critical materials list. (A critical materials form was given to the applicant after the meeting.) 3. A one hour fire wall will be required if lot line adjustments result in an exterior wall of the proposed building being less than 20 feet to the property line. 4. In review of fire flow requirements, the maximum f ire f low for a type V-N building would be 7500 qpm. A type III-N building would require a maxunum of 5000 gpm. However, these maxin►ums may be reduced upon further description and review of types of occupancies. 5. Paul Chase of Fire District No. 1 was not present at the Pre-Constructi.on Conference, however, comments were given to Tom Postlewait prior to the meets.ng and are as follows • a One f ire hydrant wi 11 be required f or the proposed project The hydrant shall be located on Universs.ty Avenue. SEPA ENVIRONMENTAL REYIEW An Environmental Checklist was submitted by the sponsor and was reviewed by the County Planning Department The review considered the specifics of the proposal, other available information, County ordinances, other regulations and laws, possible standard Conditions of Approval, the CeneralfZed CortQrehensive Plan, and other County polfcies and guidelines. The Zoning Administrator has determined that "No probable significant adverse impacts" would result from the proposal being developed and has issued a Determination of Non-Slgnificance (pDNS') 4 1 ZONE RECLASSIFICATION NO ZE-29 -86 CHANGE OF CONDITION NO ZE-41A-78 IY. SEPA ENVIRONMENTAL REVIEW (continued) The pONS" was circulated to eight other agencies of jurisdiction and other agencies/departments affected by the future development for review and comment. The "DNS" comnment period ends January 7, 1987, and was advertised 15 calendar days before sald date in the newspaper, by letter to adjacent property owners within 400 feet of the proposal, and by notice on a sign posted on the proposal site The Hearing Examiner Comnittee may consider additional environmental related testimony and the °ONS" at the public hearing V. PLANNING SUMMARY The proposed rezone to I-2 is appropriate and should be approved for the following reasons 1. The Comprehensive Plan's Urban category supports light industrial uses along arterials where impacts to adjacent residential uses can be mitigated. 2. The parcel is a transition development occurxing between existing industrfal uses or zones to the south, east, and west 3. The site plan proposes aesthetics comparable to those existing in the industrial park to the east and those required on the site to tihe south. 4. The purpose and intent of the required fencing and landscaping as a buffer will be no longer valid with redevelopment of the rezone site from residential to light industrial use 5. Required fire flows shall be based on an evaluation of each bui lding at the time of bui lding permit application. The speclfic location of hydrants shall be determined by the fire district. 4. Any proposed conditions relating to bui lding location, design, and occupancy shall be reviewed by Building and Safety for compliance wfth the Uniform Building and Fire Codes prior to finalizatlon of action. 5. Water Purveyor is Irwin Water Oistrict, and they are able to supply the site with adequate water for domestic, fire and irrigation uses. g) COUNTY AIR POLLUTION CONTROI AUTNORITY All air pollution regulations must be met. This includes but is not limited to the following: - 1. Air pollution regulattons requfre that dust emissfons during demolition, excavation and construction pro3ects be cantrolled. This may require use of water sprays, tarps, sprinklers, or suspension of activity during certain weather condltions. Naul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from all other construction related activities. 2. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or sp111s occur on paved surfaces, measures must be taken immediately to clean these surfaces. 3.
