CALL TO ORDER. The meetxng was called to order at
approx3mately 10 : 00 a.m. by Builciing and Safety' s Code
Compliance Coordinator Tom Davis, with the followinq in

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a
20610 square foot addition to an existing building.
The proposed addition ws.ll be used as a warehouse and
the addition will be under the same ownership as the
existing building. The proposed addition is in
conformance with the re-zone that was issued in 1987.
T'he appls.cant would like to beqin construction as soon
as possible.
SUMMARY OF D$PAR7'MENTAL REQUIREMENTS
I. Planning Department (456-2205)
A. Discussion/Requirements
l. A mi.nor lot line adjustment is required to
combine the four lots of the site inta one
lot.
2 One of the requirements of the 1987 zone
change is that the six foot redwood fence
located on the property be extended along the
northerly property line
3 Please submit the square footage of the
warehouse, office, and manufacturing areas to
be located in the proposed and existing
buildings so that parkYng may be calculated

4. There shall be no parking stall located mcre
than 60 feet from the landscape feature area
which shall be not less than 32 square feet
in area.
B. Permit Release Requirements
1 Please submit a site plan illustrating the
red wood fence extension, minor lot line
adjustment, and the landscapinq for revxew
and approval.
2 An estimate fram a nursery indicating type,
quantity, and size at time of installation
along with a pronussory letter from the
applicant stating that the landscaping will
be installed needs to be submitted.
II. Enqineering Department (456-3600)
A. Discussion/Requirements
1. A 39 foot right of way on University Aveaue
east of the center line needs to be deeded
unless an easement is granted. If an
easement is granted decls.cation of right of
way can be obtained at time of developmeat.
8. Permit Release Requirements
1 Please submit a drainage plan for review and
approval
2. An approach permit for University Avenue
shall be obtained.
III Health District (456-6040)
A. Discussion/Requirements
1. The Health District will need the addresses
of the adjolning lots so that they can verify
sewage location.
2 There will be no critical materials located
in the proposed building.
3 All construction debris must be taken to a
licensed landfill.
4 The current sewaqe system has the capacity of
serving one 35 person shift per day
B Permit Release Requirements
1 The applicant shall apply for a septic tank
relocation permit.

IV. Building and Safety (456-3675)
A. Discussa.on/Requirements
1. Please subomit in writing a description of the
exa.sting usage in order to determine
occupancy classifications.
2 Please submit an updated critical materials
list. (A critical materials form was given
to the applicant after the meeting.)
3. A one hour fire wall will be required if lot
line adjustments result in an exterior wall
of the proposed building being less than 20
feet to the property line.
4. In review of fire flow requirements, the
maximum f ire f low for a type V-N building
would be 7500 qpm. A type III-N building
would require a maxunum of 5000 gpm.
However, these maxin►ums may be reduced upon
further description and review of types of
occupancies.
5. Paul Chase of Fire District No. 1 was not
present at the Pre-Constructi.on Conference,
however, comments were given to Tom
Postlewait prior to the meets.ng and are as
follows •

The slte is generally located east of and adjacent to University Road

Transitional policies for sites such as this, together with guidelines for
light industrial uses in an Urban category, suggest various techniques to
accommodate transition of use and insure compatibility between different
land uses. Buffering techniques generally include landscaping, fencing,
spatial separation, and change in land use intensity.

Other Site Plan Considerations The proposed rerone site is planned
to be a physical extension of the existing industrial development to
the east. A proposed drlveway will connect the two facilities and
parking sreas To accoaQlish this, an existing sight-obscuring fence
along the east property line of the rezone site, as well as enough
landscaping to acconmodate a 25-foot Mide driveway, is proposed to be
eliminated. Since both the fence and landscaping were conditions of
the Restricted Industrial Zone, where the existing facility exists, a
change 1n that condition is proposed.

IV. SEPA ENVIRONMENTAL REYIEW
An Environmental Checklist was submitted by the sponsor and was
reviewed by the County Planning Department The review considered
the specifics of the proposal, other available information, County
ordinances, other regulations and laws, possible standard Conditions
of Approval, the CeneralfZed CortQrehensive Plan, and other County
polfcies and guidelines. The Zoning Administrator has determined
that "No probable significant adverse impacts" would result from the
proposal being developed and has issued a Determination of
Non-Slgnificance (pDNS')

other agencies/departments affected by the future development for
review and comment. The "DNS" comnment period ends January 7, 1987,
and was advertised 15 calendar days before sald date in the
newspaper, by letter to adjacent property owners within 400 feet of
the proposal, and by notice on a sign posted on the proposal site
The Hearing Examiner Comnittee may consider additional environmental
related testimony and the °ONS" at the public hearing
V. PLANNING SUMMARY
The proposed rezone to I-2 is appropriate and should be approved for
the following reasons
1. The Comprehensive Plan's Urban category supports light
industrial uses along arterials where impacts to adjacent
residential uses can be mitigated.
2. The parcel is a transition development occurxing between
existing industrfal uses or zones to the south, east, and west
3. The site plan proposes aesthetics comparable to those existing
in the industrial park to the east and those required on the
site to tihe south.
4. The purpose and intent of the required fencing and landscaping
as a buffer will be no longer valid with redevelopment of the
rezone site from residential to light industrial use
5. Modificatlon of the condition will allow a loglcal physical
expansion of the existing facilfty onto the rezone site.

. 1 The applicant shall develop subject property generally in
accordance within the concept presented to the Hearing Examiner
Committee. Yariations Mhen approved by the Zoning Administrator
will be permitted, including, but not limited to the following
changes• Building location, landscape plans, and general ,
allowable uses of the permitted zone. All variations must
confom to regulatiofls set forth in the SPOKANE COUN7Y ZONING
OROINANCE. The original intent of the development plans shall
be maintained.
2 That the project is subject to Section 7.06, the Aquifer
Sensitive Area Overlay Zone of the ZONING COOE FOR SPOKANE
COUNTY, which sets forth various measures for Aquifer
protectlon, specifically, measures dealing with wastewater
disposal, sp111 protection measures, and storniwater runoff
3. Any dlvision of land for the purpose of sale, lease or transfer,
shall comply with RCM 58-17 and the Spokane County Platting
Ordinances prior to issuance of building permits

Prior To The Issuance Of A 6uilding Permit
1. Access permits for approaches to the County Road System shall be
obtained from the Spokane County Engineer.
2 Appltcant shall subuit for approval by the Spokane County
Engineer road, drainage, and access plans.
3. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combined on-site serage system plan and surface water dlsposal
p 1 an for the ent i re project or port ion thereof, if deve 1 opment
is to be phased.
4. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer. The design,
location, and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving
or surfacing as approved by the County Engineer, will be
required for any portion of the project which is to be occupied
or traveled by vehicles
5. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
6. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engfneer
. 7. The County Engfneer has designated Typical Roadway Section
Number One, Secondary Arterial standard for the improvement of
University Road Mhich is adjacent to the proposed dev►elopment.
This will require the addition of approximately 12 feet to
14 feet of asphalt, curb and sidewalk along the frontage of tho
development.
8. Roadway standards, typical roadway sections and drainage plan
requirements are found in Spokane 6oard of County Comnissioners'
Resolution No. 80-1592 as amended and are applicable to this
proposal.
9. The applicant should be advised that individual driveway access
permits are required prior to the issuance of a building permit
10 No construction work is to be performed withln the existing or
proposed public right of way until a permit has been issued by
the County Engineer. All work within the public road right of
way is subject to iASpection and approval by the County Engineer

District and is further conditioned and subject to specific
application approval and issuance of permits by the Health
District.
2. The owner(s) or Successor(s) in interest agree to authorize the
County to place their name(s) on a petition for the formation of
a ULID by petition method pursuant to RCW 36.94 which the
petition includes the Oarner(s) property and further not to
object by the signing of a protest petition against the
formation of a ULID by resolution method pursuant to RCW Chapter
36.94 which includes the Owner(s) property. PROYIOEO, this
. condition shall not prohibit the Owner(s) or Successor(s) from
objection to aRy assessment(s) an the property as a result af
improvements called for in conjunction with the formation of a
ULID by either petition or resolution method under RC1d Chapter
36.94.
3. Any water service for this project shall be provided in
accordance with the Coordinated Water System Plan for Spokane
County, as amended.
4. Each new unit shall be double-plumbed for connection to future "
areawlde collection systems
d) COUNTY HEALTN OISTRICT
1. A combined surface water and sewage disposal detailed plan shall
be approved by the Spakane County Engineer prior to the issuance
of any on-site sewage disposal permit or building permit for
this project

1. The site is located in Fire Distrlct # 1.
Z. This project may invoive the storage and handling of critical
materials. It is recommended that the applicant contact the
Departmemt of Bui lding and Safety for material sidentif ication
and containment requirenents prior to the issuance of any
• building permit.
3. The required fire flaw for any building or property development
i s detemi ned by bu i ld i ng s i ze, type of construct ion, and
proxfmity of exposures. Required fire flows shall be based on
an evaluation of each bui lding at the time of bui lding permit
application. The speclfic location of hydrants shall be
determined by the fire district.
4. Any proposed conditions relating to bui lding location, design,
and occupancy shall be reviewed by Building and Safety for
compliance wfth the Uniform Building and Fire Codes prior to
finalizatlon of action.
5. Fire hydrants shall be located so as to be accessible to fire
apparatus and not be obstructed by any structure or vegetation
or have the visibility impaired for a distance of fifty feet in
the direction of vehicular approach to the hydrant
6 Trash enclosures shall not be located adjacent to combustible
construction or underneath windows or nonprotected eaves.

7 Depending on the extent of existing water rrains and hydrant
locations, fire hydrants which meet the minimum fire flow
requirements as enumerated in Chapter 6, Tttle 3 of the Spokane
County Code, may be required to be instatled prlor to any
construction.
8. Approved numbers or addresses sha11 be ptaced on a11 new and
existing buiidings in such a position as to be plainly visible
and legible from the street or road fronting the property. Sa1d
numbers shall contrast with their background.
9. The relocation of the exfsting building or the demolition of the
building shall comply Mith the provisions of Title 3, Spokane
County Code and that prior to the relocation or dernolition, a
permit from the Department of Building and Safety is required.
f) WATER PURVEYOR
1. Water Purveyor is Irwin Water Oistrict, and they are able to
supply the site with adequate water for domestic, fire and
irrigation uses.
g) COUNTY AIR POLLUTION CONTROI AUTNORITY
All air pollution regulations must be met. This includes but is not
limited to the following:
-
1. Air pollution regulattons requfre that dust emissfons during
demolition, excavation and construction pro3ects be cantrolled.
This may require use of water sprays, tarps, sprinklers, or
suspension of activity during certain weather condltions. Naul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
sp111s occur on paved surfaces, measures must be taken
immediately to clean these surfaces.
3. All travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean
4 Some objectionable odors will likely result dur9ng the
construction phase of the project and from motor vehicles using
the site following completion of the project and from occupants
of the proposed project.

Findings of Fact as wall as the conditions stated in the Staff's findinqs, and
that a Final Declaration of Non-Siqnificance be issued, and to delete the
requiremsnt of the Caunty Engineer's Office that the appllcant shall dedicate
10 feet on both sides of Adams Road for right of way as the dedication has

performance bond shall be approved by the County Zoning Administrator

d) That the provisions of SEPA's Noticp of Action pursuant to 43.2Ic 060
R C W. and the Board of County Commfssioners Resolution #77-1392
be accomplished by the applicant within thirty (30) days of formal
action by the Board, as instructed by the Planninq Department staff
e) Interior driveways and parking areas shall be paved
f) That, if after one year from the date of the Planninq Commissi.on's
actfon, the applicant has not recefved final adoption of the zone
