reports and studies contemplating the continued expansion
of the facility which contain environmental information
such as a comprehensive traffic study on file with the

(water and sewer) on file with the Department of Ecology.
The locomotive shop proposal conforms to these earlier
studies.

The Spokane Industrial Park proposes to construct a
24,500 sq. f t, shop facility with adjoining 3,350 sq. ft.
office for lease to Railway Motive Power Services, Inc. to
rebuild, service and repair railroad diesel-electric
locomotives. The facility will employ approximately 25 to
30 people during the day shift and has 48 off-street
parking spaces and a truck loading dock along the west edge
of the facility. The building together with approximately
- 2,000 lineal feet of railroad spurs occupies an ir-regularly
shaped 4 acre portion of Spokane Industrial Park to be
designated S.I.P. Building N-19. The main shop building
will be approximately 50 feet high and will feature 2
overhead cranes together with repair facilities for
approximately 5 to 7 locomotives. Locomotive repair
activities will include changing and replacing worn

b. Ground:
(1) Will ground water be withdrawn, or will water be
discharged to ground water? Give general description,
purpose and approximate quantities if known.
No. A public water system (S.I.P.) will be used for
restroom areas, washing and fire protection for disposal
through the Spokane Industrial Park sewer system. Storm
water from impervous surface areas will be disposed using
"208" drainage swales and drywells required by Spokane .
County.
(2) *Describe waste material that will be discharged
into the ground from septic tanks or other sanitary waste
treatment facility. Describe the general size of the
system, the number of houses to be served (if applicable )
or the number of persons the system(s) are expected to
serve.
None. The proposal is served by a sewer system
operated by the Spokane Industrial Park. Any other waste materials produced by the proposed locomotive shop will be
removed from the site with proper disposal by certified and
licensed operators. #V
(3) Describe any systems, other than those designed
for the disposal of sanitary waste, installed for the
purpose of discharging fluids below the ground surface
(includes systems such as those for the disposal of storm
water or drainage from f loor drains). Describe the type of
system, the amount of material to be disposed of through
the system and the types of materials likely to be disposed
of (including materials which may enter the system
inadvertently through spills or as a result of fire
fighting activities). As indicated previously, waste water from cleaning and
coolant system discharge will utilize floor drains
connected to a grease trap and sand filter for
pre-treatment prior to disposal into the Spokane Industrial
Park sewer system. A properly sized interim storage tank
will be installed between the sand filter/grease trap and
the sewer system to provide for waste water testing and
emergency containment of spills within the shop building.
The inspection pits within the building also provide a
containment basin in the event of a spill. Outside of the
. building, the locomotive wash rack will also drain into the
- floor drain system for pre-treatment. Drip pans will be
installed outside the building where locomotives are-
frequently stored on the tracks awaiting repair.or . ,
servicing. These are portable pans which can be moved and
cleaned as needed. Crankcase oil will be suctioned from
the locomotives by a licensed waste oil collector at these
drip pan stations to minimize potential spills. A vacuum

rather than a pressure or gravity system will be used to
remove the crank case oil which further reduces the
quantity available to be spilled.
A"208" storm water disposal system approved by
Spokane County will be installed on-site to handle water
from impervious surface areas such as roadways and parking
lots.
(4) Will any chemicals (especially organic solvents or
petroleum fuels) be stored in above ground or underground
storage tanks? If so, what types and quantities of
materials will be stored?
No underground storage tanks will be installed, except
for the interim waste water storage tanks designed to
pre-treat and test waste water f rom f loor drain systems
prior to discharge to the Spokane Industrial Park sewer
system. Each locomotive contains a 2,000 to 4,000 gallon
diesel fuel tank which is nearly empty before arriving on
the premisis. Each locomotive (which has tanks meeting
F.R.A. standards) will be inspected to assure that such
tanks.dQ not leak. Within the shop area, portable solvent
tanks will be used for parts cleaning. Although the
specific chemical composition of the solvent to be used is
not known at this time, the tants will be leased through a
licensed commercial vendor.qual'itied to handle and dispose
of the materials. Small quantities of lubricants, oils and
conditioners will be stored on the premisis. Prior to
operation of the facility, a critical materials list will
be provided by Railway Motive Powers Services, Inc. to the
Department of Building and Safety, Spokane County.
(5) What protective measures will be taken to insure
that leaks or spills of any chemicals stored'or used on
site will not be allowed to percolate to ground water (this
includes measures used to keep chemicals out of disposal
systems described in 3b(2) and 3b(3)?
Most of the activities will be confined to the shop
area which has concrete floors, large inspection pits, a
floor drain system with a grease trap and sand filtration
system connected to an interim storage tank to contain and
recover leaks and spills. The outside area will include a
locomotive wash rack with drainage to the f loor drain
pre-treatment system, and locomotive staging areas with
portable drip pans. Locomotives will be inspected upon
delivery to discover and mitigate any fuel or oil leaks.
Crankcase oil will be removed by a licensed waste oil
- collector using a vacuum extraction system. Any solvents
used on the site will be confined to portable tank systems
from a licensed commercial vendor with a contractual
obligation to properly remove and dispose of the waste
materials.

c. Water Runoff (including storm water)
(1) Describe the source of runoff (including storm
water ) and method of collection and disposal, if any
(include quantities, if known). Where will this water
f low? Will this water f low into other waters? If so,
describe.
The site is relatively flat with little drainage from
adjoining areas. Storm water runoff from precipitation
.will be confined to the site utilizing a systems of "208"
drainage swales and drywells required by Spokane County
adjoining the building and parking areas.
(2) Will any chemicals be stored, handled or used on
the site in a location where a spill or leak will drain to
surface or ground water or to a storm water disposal system discharging to surface or ground water?
Any chemicals will be stored, handled or used within the building which will have an adequate system of
containment areas. Areas of frequent locomotive storage
outside the building will use portable drip pans to reduce
spillage on the ground.

(3) Could waste materiala"`enter ground or surface
waters? If so, generally describe.
Waste materials generated by the facility will be
tested for heavy metals on a monthly schedule to be
developed in conjunction with the Department of Ecology
based on initial test results. Water handling systems have
been described in detail in previous paragraphs. Greasy
and dirty residues from shop clean-up and operations will
be tested and evaluated to determine proper disposal
techniques in conjunction with the Department of Ecology,
State of Washington. With proper handling, testing and
disposal, hazardous waste materials should not enter ground
or surface waters.
d. Proposed measures to reduce or control surface,
ground, and runoff water impacts, if any (if the proposed
action lies within the Aquifer Sensitive Area). Be
especially clear on explanations relating to facilities
conderning Sections 3b(4), 3b(5), and 3c(2) of this
checklist.
The design and construction of the facility and the
water handling systems will conform to Spokane County "208"
requirements. The handling and disposal of waste materials
will conform to the requirements of the Department of
Ecology, State of Washington. More specific details have
been included in previous responses.

describe. No. The proposed building is well removed from
other building areas to the north.

codes. The shop facility will use radiant heat to reduce
energy required to heat the large volume of air within the
building and will be kept at a 50 degree maximum
temperature. Specific energy calculations will be
submitted with the building plans.
7. ENVIRONMENTAL HEALTH

including exposure to toxic chemicals, risk of fire and
explosion, spill, or hazardous waste, that occur as a
result of this proposal?
The proposed facility will be constructed to meet
applicable fire and safety codes, including automatic
sprinkler systems. Materials to be handled as part of the
disassembly process, such as crankcase oils, coolant water,
grease, and solvents will be routinely tested to determine
if there are significant quantities of heavy metals to
qualify as hazardous wastes. Handling, storage, testing,
. and disposal techniques will be reviewed by the Department
of Ecology, State of Washington. (1) Describe special emergency services that might be
required.

The proposed project area contains a variety of
field grasses and weeds typical of unused properties on the
floor of the Spokane Valley.

eliminating the existing vegetative cover of grasses and
weeds.

environmental response techniques for handling materials,
spills, and small fires.

b. Noise:
(1) What types of noise exist in the area which may
affect your project (for example: traffic, equipment,
operations, other)?
The proposed facility is within a major heavy
industrial area with noise from equipment, industrial
operations, etc.
(2) What types and levels of noise would be created
by or associated with the projeqt on a short-term or a long
term basis (for example : traf f i.c'; construction, operation,
other? Indicate what hours noise would come from the site.
Some noise will be created during building
construction. During the operations phase, most of the
noise will be confined to the shop area from the operation
of cranes, air wrenches, and hammers. Approximately 10
days per month, the switcher locomotive will be used to
move other locomotives betweeri'storage areas and the repair
bays within the building, generating 60 to 80 decibels of
noise. On a similar schedule, rebuilt locomotives will be
started outside and run at various throttle settings for 5
to 8 hours for routine diagnostic checks. At the high
range throttle setting, diagnotic testing can produce up to
100 decibels of noise, however, such higher noise levels
will last only about 2 hours with a normal operating range
of 60 to 90 decibels. These noise levels are not
incompatible with surrounding industrial activities.
(3) Proposed measure to reduce or control noise
impacts, if any?
Locomotive operation will be confined to daytime
- hours. The diagnostic track area will be located near the
existing railroad yard within the Spokane Industrial Park
to provide some buffering and to remove the operation from
existing industrial enterprises. If noise levels are too
high for adjoining users, an earthwork berm will be
installed along the testing area to divert noise upward.

Spokane River and Trent Avenue lying westerly of Barker
Road is appropriate for industrial development.

within the Spokane Industrial Park.

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is a repair and maintenance
facility for locomotives. At the site defective parts will be taken
out and replaced. The defective parts will be sent out of the
county for repair. Fuel oil left in the engines will be removed and
disposed of in an approved facility.
SUMMARY OF DEPARTMENTAL REQUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. Comments were given to the applicant by John
Harrington. Included in the comments are the requirements
- for landscaping of the parking area.
2. The proposed is located over the Aquifer Sensitive
Area, please submit an updated critical materials listing
to Building and Safety for review.

6. Please submit an updated critical materials listing to
Building and Safety for review.
7. Cross connection devices shall be installed on
equipment which may cause pollution of domestic water
supply.
8. Other comments discussed during the meeting include
ventilation for the office and shop areas, exiting, 1-hour
corridor system, detail of stairway, special inspections,
and floor drains.
9. Tom Davis stated that an Environmental Checklist will
be required for the proposed.
10. The applicant asked if it would be possible to get a
fast track permit for the proposed. Tom Davis stated that
a fast track permit requires full release from all
departments.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
2. Completion of the environmental review process
including the public comment period.
COUNTY ACTION
It was agreed upon by all departments that a Pre-Construction
Conference would not be required for the proposed.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.

To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.

AD.7oURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 11:15 a.m.

NOTE TO APPLICANT: Some time ago the County recognized the need to
streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.
