CALL TO ORDER: The meeting was called to order at approximately
10:30 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SC6PElPROJECT DESCRIPTYOI3':
I. General Overview - Proposed is the construction of a 2800
square foot warehouse and office that will be use for sandblasting
and painting. The occupant will be Hoxie Painting their primary
business will come from Coeur d' Alene Steel and Spokane Steel
Foundry. There will only be one employee occupying the buildinq
II. Construction Time - The applicant would like to begin
construction as soon as possible.
SUMMARY OF DEPARTMENTAL REQUIREMENTS: .
I. Flanning Department (456-2205)
A. Discussion/Requirements
1. No outside storage will be allowed unless it is
surrounded by a site obscuring fence.
2. Please submit an updated critical materials listing to
Building and Safety for review. The proposed is located
within the aquifer sensitive area.
3. Any new signs for the proposed project will require a
separate permit. The permit may be taken out at a later
date.

4. The required amount of parking for the proposed is
seven spaces. Please illustrate on site plan.
5. Al1 parking spaces must be within 60 feet of a
landscape feature consisting of at least 32 square .feet in
area.
6. All landscaping must be installed by April 15, 1990.
B. Permit Release Requirements
, 1. A landscaping plan shall be submitted for review and
approval. Also an estimate from a nursery, indicatinq,
size, type and quantity along with a promissory letter
from the owner stating the landscaping will be installed
shall be submitted.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Bob McCann.
2. Please submit a drainage plan for review. At a
minimum the plan shall contain the fo?lowing: drainage
calculations for stormwater volumes generated on site,
calculations for total impervious surfaces contained
within the site, finished grade elevations for structures
to be constructed on site, f inished grade elevations at
the top and bottom of the 208 swale, a typical cross
section of the 208 swale, calculations to justify the
number and type of drywells proposed, and elevation of
drywell inlets where applicable.
3. It was stated by the applicant that storm sewer usage
for direct injection is available for the proposed.
Please indicate method of disposal however, if storm sewer
is not available then a 208 swale will be required.

B. Permit Release Requirements ~

1. Please indicate method of disposal, storm sewer usage '
or 208 swale. If disposal is by 208 swale, then a
drainage plan as described above needs to be submitted for
review and approval. ~
III. Health District (456-6040)
A. Discussion/Requirements

1. Please submit an update critical materials listing to
Building and Safety for review.
2. Please contact Jim Prudente of the Department of
Ecology at 456-2926 for storm/sanitary sewer information
and clarification.
3. Please submit an overall utility plan for Spokane
Industrial Park.
B. Permit Release Requirements
,
1. The Health District will not release their portion of
the building permit until the department of Ecology
reviews the proposed project and gives their approval.
IV. Air Pollution Control Authority (456-4727)
A. Discussion/Requirements
1. The Air Pollution Control Authority was not present,
however, comments were qiven to the applicant by Tom Davis
and are as follows:
a. Al1 emissions must meet air pollution standards.
b. A notice of construction permit must be obtain
from the Air Pollution Control Authority before any
emissions are emitted from the proposed.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans by
Tom Postlewait and a letter will be sent to the applicant.
Comments included handicap requirements, fire
requirements, mechanical comments, vent and waste diagrams
and cross connection devices.
2. Fire District No. 1 is requiring the installation of
one additional fire hydrant for the proposed project. The
applicant will need to contact Eric Olson of Fire District
No. 1 at 928-2462 to discuss the location of the hydrant.
3. Please submit an updated critical materials listing to
Building and Safety along with a clean up procedure for
review.
4. Floor drains shall be reviewed by the Department of
Ecology and the Spokane County Health Department. '

5. A packet of information containing Articles 45 and 75
of the Uniform Fire Code was given to the applicant prior
to the meeting. Please review the information and address
on plans.
6. Please submit a complete set of drawings onl.y three of
the six pages have been submitted.
7. Dotible containment is required for the paint storage
area.
8. The proposed is an 'H' occupancy therefore a sprinkler
system is required for the building as per the 1988
Edition of the Uniform Building Code.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
APPLICANT'S COMMENTS,/ACKN4WLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no fur'k'-Iher questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 11:00 a.m.

DRAINAGE REPORT
_ for
HOXIE PAINT SHOP (SPOKANE INDUSTRIAL PARK)
Project Description:
This project will provide for the development of approximately 0.5 acres for
the Hoxie Paint Shop building and parking lot. It includes the installation of
a parking area around the existing building. The project is on the Spokane
Industrial Park at the southeast corner of 5th Avenue and "A" Street.
Methodology:
The procedures as outlined in "Guidelines for Stormwater Management" as
published by Spokane County Engineers were followed. The rational method
is used.
Soils: (See rnap, Attachment "A")
Soils are classified as GgA - Garrison Gravelly Loam in accordance with the
"Soil Survey, Spokane County Washington, 1968".
Topographic Data: (See Grading Plan) ,
The site lies on somewhat excessively drained soils formed in gravelly glacial
outwash material from a variety of acid, igneous parent rock; on nearly level
to moderately sloping topography of 1% to 7% grades.
Rainfall Data:
Data used is in accordance with Figure 2, page 6-3 of the "Guidelines for
Stormwater Management , by Spokane County Engineers. A 10 year return
fi equencY event is used. This chart is included on Page 3 of this report.
Methods of Runoff Control:
Control for Basins "A" and "B" will be by flow overland to the grass percolation
areas and drywells.
Methods of Disposal:
Two (2) percolation areas will be uti.lized. Swales "A" and "B" each have one
(1) existing Spokane County Standard Type "B" double depth drywell each.

Peak Flow, Volume and Diaposal Calculation:
- a. Hydrology Computations:
- The development was divided into two (2) basins. Basins "A" and "B"
have asphalt parking surface runoff that will flow overland to grass
K ercolation areas. The roof drains directly onto the surface and also
ows to the 208 areas. The roof is not required to be included in the
208 calculation since it meets the criteria in the runoff roof treatment
addendum. . b. Detention/Retention Storage Capacities:
Grassed percolation areas were calculated to hold the first 1/2" runoff
over the ent;ire parking lot. See Calculations on pages 3 through 6.
Grass percolation areas will be 6 inches deep. Inlet calculations are
shown on page 6. The volume required for Swale "A" is 410 FT.3 which equals the 410
FT.3 provided. The volume required for Swale "B" is 293 FT.3 which
equals the 293 FT. 3 provided. See attached sheets 3 through 6 for
calculation data.
The calculations for each basin also include the drywell calculations. In
both cases, the existing drywells are adequate to handle the flows.
Remarke:
The above described system of stormwater control will provide the quality
and quantity controls as outlined in the "Spokane County Stormwater
Management Gu.ide" for the Hoxie Paint Shop.

A Deternunation of Nonsignificance (DNS) has been issued for most proposals scheduled for

Bidders may obtain copies of Bid Documents on or about July 13, 1990 through the
off ice af Taylor Engineering, Inc., W. 106 Mission Avenue, Suite 206, Spokane,
Washingt;on 99201, between the hours of 8:00 a.m. and 5:00 p.m.
Bid Documents must be accompanied by a certified check, cashier's check or bid
bond with State-licensed surety company in an amount not less than five percent
(5%) of the bid, made payable to the Spokane Industrial Park. The successful bidder
shall be required i;o furnish a one hundred percent (100%) Performance and
Materialmen Payment Bond. Spokane Industrial Park reserves the right to reject
an and all bids, to waive infarrnalities and irregularities in the bidding, and to
ac ept bids which are considered to be in the best interest of the Spokane Industrial
. Park.
Each bid shall constitute an offer to Spokane Industrial Park as outlined herein and
no bidder may withdraw his bid after the hour set for the bid opening: Prices bid
are to include all materials, toals, equipment, labor, supplies, taxes, incidentals and
transportation, unless otherwise expressly stated herein.

TERMS AND CONDITIONS
1. Egamination of Documenta and Bite: Bidders must examine each of the
contract documents, must visit the location of the work and inform themselves of
the site conditions and make their own estimates of the facilities and difficulties
attending the execution of work.
2. Date and Place for Opening Proposals: Pursuant to the "Request for
Praposal," sealEd proposa.ls for perforrning the work will be received by Spokane
Industrial Park hereinafter referred to as OWNER.
3. Proposal Submittals: .All proposals must be made upon the blank form of
Proposal attached hereto, and should give the lump sum bid price for the work, both
in worcis and in figures, and must be signed anci acknowledged by the bidder, in
accordance with the directions in the proposal. Please include bid identification and
bid opening time and date on your envelope. Return two copies of the completed
and signed Bid Proposal, sealed therein, to the Spokane Industrial Park, North 3808
Sullivan Road, Spokane, Washington 99216.
4. Omissions and Discrepancies: Should a bidder find discrepancies in, or
orriissions from the clrawings or coritract documents, or stiould he be in doubt as to
trteir meaning, he shauld at once notify the engineer, who may send a written
addendurn to a11 bidders.
7'he apparent silence of the specifications as to any detail, or the apparent omission
froin thei-n of a detailed description concerning any work and materials to be
furnished and required for tlie praper execution of work, shall be regarded as
meaiing that only the best general practice is to prevail, and that only material and
wol•kmaxisliip of the best quality is to be used.
5. Acceptance or Rejection of Proposals: The OWNER reserves the right to
reject ariy or all Iaroposals. Witliout limitiing the generality of the foregoing, any
Fl i oposal which is incotnplete, obscure, or irregular, may be rejected; any proposal
aving Erasures ar corrections in the price sheet may be rejected; any proposal
which orriits a bid on any one or more items in the price sheet may be rEjected; any
proposal accorripariied by an insufY'icient or irregular certifiecl check may be rejected;
any proposal not; accompaniecl by all addendums correctly signed and acknowledged,
may be rejected. Special attention will be clirecteci to the qualifications of the
Bicleiers when considering awarcling a cont;ract.
6. Bid Bond or Certified Check: All proposals shall be accompanied by a bid
bond or a certified check upon a national or state bank, located in the State of
Washinon, drawn and made payable to the order of the OWNER. The bid bond or
cert;ifie check must be enclosed in the same envelope with the proposal.
7'he amount of the bid bond or certified check will be 5% of the total bid price, inclucl.ing tiVashington State Sales Tax.
7. Insurance: A Certificate of Insurance naming Spokane Industrial Park as an .
adclitional named insurEd, provided by the Contractor, will be required of the
successful bidder. Limits of these certificates are to be $500,000 combined single
limits (boclily injury and propei ty damage).

8. Time for Egecuting Contract: The successful bidder shall enter into
contract witli Spokane Industrial Park within ten (10) days from date of purchase
authorization from the Spokane Industrial Park. Failure or neglect to do so shall
constitute a breach of agreementi effected by the acceptance of the proposal.
The dmnages i;a the OWNER for such breach will include loss fram interference
witli Ilis construct;ion prograrn and otlier items whose accurate amount will be
clifCicult or impossible to compute. The amount of the certified check accompanyi.ng
pro )osa.l of such bidder shall be rEtained by the OWNER as liquidated damages for
suc i breach. In the event any bidcler whose proposal shall be accepted shall fail or
refuse to executie the contract as hereinbefore provided, the OWNER may, at his
option, deterrnine that such bieider has abandoned the contract and hereupon, his
pr•oposal and the acceptance thereof, shall be null and void and the OWNER shall be
entitled to liquidated darnages as above provided.
9. Determination of Low Bidder: Except where the OWNER exercise the
right reserved herein to reject any or all proposals, the contract will be awarcied by
the OWNER to the bidder who has submitted the lowest responsible bid determined
by the:
1) Base Bid or Algebraic sum of alternatives elected by OWNER; and
2) The ability, capacity, and skill of the bidder to perform the contract or
provide the service required;
3) The character, integrity, reputation, judgment, experience, and
efi"iciency of the bidder;
4) Whether the bidder can perform the contract within the time specified;
5) The quality of performance of previous contracts or services;
6) rl,he previous ancl existing compliance by the bidder with laws relating
to the contract or services;
10. Time for Beginning and Completing the Work: The Contractor shall
cominence work on July 27, 1990 or as specified in the Notice to Proceed given to
hiYn by the OWNER to commence work, and lie shall complete all work by August
10, 1990.
11. Prices: l'i ices are to incluae the furnishing of all materials, plant, equipment,
tools, ancl all other facilities, ancl the performance of all labor and services necessary
or propcr for tlle completion of the work, excepl; such as may be otherwise expressly
provided in the cont;ract clacument;s.
12. Safety Conditions: Contractor agrees to fillly comply with all Federal, State,
ancl local laws, orclers, rules, regulations, and ordinances inclLtding, but not limited
to, those relating to industrial irisurance, unemployment compensation, social
security, minimum wages, equal employment, safety standards and builcling codes, .
and the Contractor sha11 indemnify and save harmless S okane Industrial Park for
any claim liability or expense by reason of the failure of t~e Contractor or any of his
sub-contractors 1;o comply with such laws, orders, rules, regulations, or ordinances.

13. Taxes: Please do not include sales 'tax on the bia proposal. The Spokane
I1lclustrial Par•k is exempt from certain Federal taxes and, where appropriate, shall
pz ovide an exernption certif icatie upon request to successful bidder. All taxes payable
by the Spokane Industrial Pai k as a result of this contract are considered part of the
bid evaluation.
14. Auti-Discrimination: The vendor agrees not to discrimiilate against any
client, employee, or applicant for employment or for services because of race, creed,
color, national origin, sex, or age with regard to, but not limited to, the following:
Employment upgrading, demotion or transfer; recruitment or recruitment
aclvertising; layoffs or termination; rates of pay or other forms of compensation;
selection for training; rendition of services. It is furthei° understood that any vendor
who is in violation of this clause shall be barred forthwith from receiving awards of
any purchase order from tlie Spokane Industrial Park, unless a satisfactory showing
is made that cliscriminatory practices have terminated and that a recurrence of such
acts is unlikely.
15. Permits: All required permits are the responsibility of the Contractor.
16. Payment: Payment will be made in full to the Contractor upon satisfactory
completion of tlie projECt. Satisfactory completion will consist of acceptance by
Spokane County, Taylor Engineering, Inc., and Spokane Industrial Park.

TECHNICAL SPECIFICATIONS
Location and Description of Work
The construction site is located at Spokane Industrial Park on Sullivan Road at the
southeast corner of 5th and "A" Street. The general-' description of work is to
construct an asphalt concrete parking area, and two (2) 208 drainage swales at the
Hoxie Paint Shop. The work is more further described below and on the
coristruction plan.
1) CONfI'RACTOR's UNDERSrIPANDING: It is understood and agreed that the
Contxactor has, by careful examination, satisfied himself as to the nature and
location of tihe work, the conformation of the ground, the character, quality
and quantity of the material to be encountered, the character of equipment
and f'acilities neecled preliminary to and during the prosecution of the work,
tihe general and local conditions, and all other matters which can in any way
affect the work under this Contract. No verbal agreement or conversation
with any officer, agent or employee of the Owner, either before or after the
execution of this conti act, shall affect or modify any of the terms or
ouligations herein contained.
2) ALL CONS'I'RUCTIQN SHALL BE IN ACCORDANCE with the "1988
Standard Specifications for Road, bridge and Municipal Construction" as
promulgated joini;ly by the Washington State Department of Transportation
(W.S.D.O.T.) ancl the American Public Works Association (A.F.W.A.),
Washingron State Chapt;ei. Installation and materials shall be as called out on
tlie sewer connection plan and per these specifications. 'I'aylor Engineering,
Iric. will provide construction rrsanagement and staking.
3) CONTROL OF tiVORK (1-05): Contractor shall obta.in and furnish, at his own
expense, all necessary street obstruction permits, and 'construction permits
prior to cominencement of construction. Construction performed under the
permit shall not be backfilled until the work has been inspected and approved
uy Taylor Engineering, Inc. and Spokane County Utilities Department.
Contractoi shall be responsible for any fees associated with Spokane County
Inspection. Request for inspection must be made at least 24 hours in advance,
excluding Saturdays, Sundays, and Countiy observed holidays by calling
Spokane County Utilities Department at 456-3604.
4) PROTECTION, RESTOR,ATION, AND CLEANUP OF PROPERTX (Section
2-01): The contractor shall protect and preserve fx om any damage or
destruction all private ancl public property on or in the vicinity of the work.
Any property removed for construction, or damaged, shall be replaced or
restored with like kind, at the contractors expense. This includes utilities,
trees, shrubbery, and landscaping, markers and rnonuments, conduits, pipes,
sewer and water lines, walks, drives, f'ences, highway facilities, and other
property of all descriptions, whether shown on the Plans or not.
Keep materials stockpiled and worksite neat at all times. Locate stockpiles .
wliere they will not interfere with the work of other Contractors working on
the pi oject site. When project is complete, completely remove all debris,
cartons, and materials resulting from the work.

5) CONTFACTOR shall be responsible for compacting, as per requirements
speciflied below, and gladirig earth back to original conclitions.
a. Compactiori Requirements (2-03) - Fill rriaterial will be compacted to
the following percentage of maximum density at optimum moisture
content as determined by AS'1,'M Test Procedure D1557 and as called
out in Special Provisions and on the Plans.
1. Under concrete slabs or footing 95%
2. Against foundation walls 90%
3. Under paving 95%
4. Other areas 90%
6) BALLAST AND CRUSHED SURFACING (Section 4-04): This vvork shall
consist of constructing a 4" gravel base (compacted)'upon a prepared sub grade
and in conformity with lines, grades, depth as established by the engineer.

7) ASPI-IALT CONCRETE PAVEMENT Section 5-04): The contractor shall
place 2" of Class "B" asphalt concrete in parking lot. Where new asphalt
pavement joins existing pavement, the joint shall be trimmed to a vertical
face and to a neat line. Al.l painted parking lines and handicap signage shall
be included as incidental. Tliis shall be bid under item 2 of the proposal.
8) The Contiractor shall fill and abandon the existing drywell as inclicated on the
plans. 'I'his woik shall include salvaging ring and grate and fill drywell with
native material compacted to 95% of ma.ximum aensity as determined by
ASTNI D-1557. This shall be bid under item 3 of the proposal.
9) Existing drywell to remain in 208 swales to be adjusted to match grate
elevation shown on plans. Existiing clrain rock in and around existing drywells
to be removed and replaced with new drain rock to allow proper drainage.
