CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOPE/PROJECT DBSCRIPTION:
I. General Overview - The applicant is proposing the interior
complet3.on of approximately 4,500 square feet. The applicant
will be using the completed space for a paint center.
Approximately 750 square feet of the space will be used for
storage with the remainder of the space to be used for sales.
II. Construction Schedule - The applicant wishes to have the
project completed by mid January, 1988 with completion no later
than February 1, 1988.
SIIMMARY QF DEPARTl~NTAL RSQUIR~NTS:
I. Planninq Department (456-2205)
A. Discussion/Requirements
1. The site subject to a previous zone change
ZE-125-80 to Restricted Industrial. The proposed use
is permitted in this zone.

2. There are no signage requirements for this
project.
3 In order to calculate parking the Planning
Department needs the applicant to submit the uses of
existing buildings on the site including square
footages for each use.
4. The applicant noted the uses and employees for the
structure. The three business involved are as follows:
A. Building A. is occupied used by a printing
company, with approximately 14 employees
B. Building B which is where the proposed
project will be located is occupied by a single
contractor (1500 square feet) who is the only
employee and 3,000 square feet beinq occupied by
the Design Factory which manufactures signs and
has 3 employees with no retail sales.
5. A sign permit will be required at the time a sign
is installed.
B. Permit Release Requirements
1. Parking requirements need to be reviewed and
approved.
II. Engineering (456-3600)
A. Discussion/Requirements
1. There is an approved drainage plan on file with
the Engineer's Office.
2. It was stated that, should the applicant make any
changes to the current parking spaces a revised
drainage plan will be required to be submitted. The
applicant noted that there should not be any changes to
the parking.
B. Permit Release Requirements
l. If there are no changes in parking, the Engineer's
Office is ready to release the permit.

FII. Health District (456-6040)
A. DisCUSSion/Requirements
l. The current system size is adequate for the
proposed use.
2. The applicant stated that there is no painting and
there will be no manufacturing of paints. Also, the
only wash basins will be in the restrooms and that
there are no f loor drains. It was stated that the
amount of waste does not exceed 5 gallons per year and
it is disposed of through approved methods.
B. Permit Release Requirements
1. The Health Distrlct requires a letter to be
submitted identifying critical materials and
quantities. This letter should contain a description
on how the critical materials are being handled and
methods of preventing accidental spillage. The Health
District will refer the letter to the Department of
Ecology for their subsequent review and approval.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
l. The Utilities Department was not present.
However, comments were submitted.
B. Permit Release Requirements
1. The Utilities Department has no requirements for
this proposal, therefore will sign off the permit.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. The types and handling of the critical materials
were discussed at length by Ken Jeffrey. There are
several requirements that must be met in order for
critical materials to be stored on the site.
2. Should the applicant dispense critical materials
the storage room shall comply with the requirements for
explosion proof such as l.ighting, ventilation and other
applicable requirements.
3. A separate storage room is required to be
completed. This room must be sealed, with 2 hour
fi.re-resistive separation walls.

4. The applicant stated that the use involves only
the sales and storage of paints and no dispensing of
critical materials would be done.
5. The structure shall not have f loor drains unless a
holding tank is in place.
B. Permit Release Requirements
1. The applicant will be required to submit a
completed critical material list to the Department of
Building and Safety for review and approval.
2. Final plan review needs to be completed and all
requirements for the storage room must be illustrated.
VI. Fire District (924-1700)
A. Discussion/Requirements
1. A sprinkler system is required to be installed in
the storaqe room.
2. Bob Baker from General Fire proposed a 1341 Halon
fire protection system, in lieu of a sprinkler system.
B. Permit Release Requirements
l. Paul Chase will determine if the Halon system is
adequate for this proposal.
2. It will be required that if the Halon system is
approved a maintenance agreement shall be submitted to
Building and Safety.
RBQUIR$D ACTIONS (County):
1. John Pederson is to calculate the parking, and notify the
applicant.
2. Paul Chase will meet with Bob Baker, General Fire for
further evaluation of the Halon system.
APPLICANT' S COMMENTS/ACKNOWLEDGENKN'r:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time reqarding
permit requirements.
