SCOPE/PROJECT DBSCRIPTIONt
I. General Overview - Proposed is the construction of a 4623
square foot storage addition to an existing building. The proposed
addition will be located at the east end of the existing buildinq.
SIIMMARY OF DEPARTM$NTAL REQIIIRBMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
l. The proposed addition must conform to zone change
ZE-61-73. Conditions of the re-zone were given to the
applicant during the Pre-Construction Conference.
2. Please submit a revised site plan illustrating the
usage and square footage of the buildings so that parking
may be calculated. Also on the site plan illustrate the
existing and propased landscaping for the project.

3. The applicant raised an issue regardinq landscaping
requirements, particularly the requirement of a promissory
letter and estimate be supplied prior to the issuance of a
building permit. The applicant felt that landscaping
requirements can be guaranteed by the Certificate of
Occupancy process. Allan deLaubenfels will meet with the
applicant after the meeting to further clarify the
Planning Department's position.
4. Please verify that the parcel for the proposed
project has been legally segreqated. The Planning
' Department can assist the applicant in making this
determination.
B. Permit Release Requirements
1. Please submit a site plan illustrating the usage and
square footage of the existing building and for the
proposed addition.
2. A landscaping plan shall be submitted for review and
approval. Also an esti.mate from a nursery,including size,
type and quantity along with a promissory letter from the
owner stating the landscaping will be installed shall be
submitted.
II. Enqineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Bob McCann.
B. Permit Release Requirements
1. Address the comments attached to the drainage
checkprint and return it to Gary Nelson at the County
Engineer's Office with corrections noted.
III. Health District (456-6040)
A. Discussion/Requirements
.
1. The existing sewage system has limited capacity.
Currently there are 49 persons employed in the existing
building. The existing sewage system only has the
capacity for one 17 person shift per day. The current
system needs to be upgraded.

2. The applicant may want to consider the installation
of a leach bed because of area limitations on the
property. Daryl Way calculated that the size of a leach
bed would be approximately 900 square feet.
3. Please submit an updated critical materials listing
to Building and Safety for review and approval.
4. A"Sample Agreement" which involves sampling of the
effluent of the septic tank on an annual basis, shall be
signed and returned to the 8ealth District. The cost of
' the sample pick up and laboratory analysis must be paid by
the applicant. A critical materials list was qiven to
the applicant during the Pre-Construction Conference.
5. There is a drywell located in a loadinq ramp. This
location is not permissible, please address the situation.
6. No traffic will be allowed to drive over the existing
drain field. A barricade needs to be installed in such a
manner that traffic may not pass over the drainfield.
7. Al1 construction debris must be taken to a licensed
land fill.
B. Permit Release itequ.irements
1. Apply for a permit to upgrade the existing sewaqe
system.
2. Please submit an updated critical materials listing
for review and approval along with a"Sample
Agreement" for review and approval.
IV. Air Pollution Control Authority (456-4727)
A. Discussion/Requirements
1. The Air Pollution Control Authority was not preset,
however, comments were given to Tom Davis prior to the
Pre-Construction Conference and are as follows:
a. Dust emissions must be controlled durinq all
construction, demolition and excavation
activities.
b. All travelled surfaces need to be paved. This
includes the proposed gravel drive.
c. A Alotice of Construction and Application for
Approval is required for all air pollution
sources. This applies to all processes as well
as heatinq units qreater than 400,000 BTU/hr.

d. Open burning is not permitted.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Please submit structural drawinqs for the proposed
proj ect .
2. Please submit a revised set of plans illustrating the
separation wall for the addition, and the sprinkler
' system. The outside lightinq must have an automatic
control and must be illustrated on the plans.
3. The proposed project must comply with the minimum
requirements for ventilation.
4. The guardrail located on the ramps must comply with
the 1988 Uniform Buildinq Code.
5. Please provide heat loss calculations for the
proposed project.
6. Please submit a updated critical materials listing to
Building and Safety for review and approval.
7. A letter from Clyde Wisenor of Fire District No. 1
was received by Building and Safety. Mr. Wisenor has
reviewed the proposed project and stated that no
additional hydrants will be required.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and the meeting needs to be
submitted for review and approval.

The applicant acknowledqed that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONB:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Buildi.ng and Safety who will then
distribute accordingly to those departments.
