11:15 a.m. by Building and Safety's Code Compliance Coordinator Tom

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing to construct an
addition which will consist of new exam rooms on the main floor.
The addition will run over the existing parking.
II. Construction Schedule - The applicant would like to start
construction as soon as the permit is issued.
SUMMARY OF DEPARTMENTAL REQIIIRgMENTB:
I. Planninq Department (456-2205)
A. Discussion/Requirements
1. The site is zoned residential office. The site was
subject to zone change ZE-14-74.
2. The applicant stated that there will be no signs and
the landscaping will not be altered.
3. John Pederson stated that the sideyard setback is
adequate.

4. The applicant stated that the ground and the upper .
fl'oor are the same square footage. It was not indicated
on the site plan. It will affect the parking requirement.
5. It was noted that there are two (2) parcels shown on
the site plan. In 1981 the parcel was segregated into two
(2) parcels. There is no Certificate of Exemption or
Short Plat filed with County Planning Department. The
Planning Department does require that a Short Plat be
filed.
6. Parking for the addition is calculated by one (1)
stall per 170 square feet. The oid parkinq standard for
medical-dental offices was based on the number of doctors.
The applicant stated that there are four (4) doctors
occupying the existing building.
7. There ngeds to be a sideyard setback of ten (10) feet
free of parka.ng.
B. Permit Release Requirements
1. A revised site plan illustrating the required parking
needs to be submitted for review and approval.
2. An agreement from the ad3oining owner on access to
the parking needs to be submitted far review.
3. The property owner needs to contact the subdivision
office and qet together with either poug Adams or Paul
Jensen and have a Short Plat filed for the seqregated
parcel.
II. Engineering (456-3600)
B. Permit Release Requirements
1. Provisions for the 11208" drainage, calculations on
the stormwater generated, elevations, cross sections needs
to be submitted for review and approval.
III. Health District (456-6040)
A. Discussion/Requirements
1. The existing building is hooked-up to Valley sewer.
2. Any debris from demolished buildings needs to go to a
licensed disposal site. A list of the licensed sites can
be obtained from the Health Department.

3. Daryl Way stated that he was ready to sign off the
permit.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department was not present and had
no recommendations because the site is connected to Valley
sewer.
VI. Buildinq and Safety (456-3675)
A. Discussion/Requirements
l. Plan review has been completed and copies of the plan
review letter were given to the applicant and the
contractor and discussed in the meeting.
2. An one-hour wall is required on the west property
line because the building is less than twenty (20) feet
from the property line.
4. Paul Chase, Fire District No. 1, contacted Tom
Postlewait and stated that no further fire protection was
required.
5. The building is required to have handicap access.
6. Verification of the occupant load is required to
determine if a one-hour corridar system exists.
7. Class "A" or "B" roof covering is required on the new
addition because the total roof area is more than 6,000
square feet.
8. Stair details showing construction, rise/run,
handrail specifications and handrail heights needs to be
submitted.
9. The ventillation system for the proposed addition
needs to be submitted.
10. The roof system is required to have draftstops.
11. Truss diagrams need to be submitted prior to
insullation.
12. Tom Postlewait stated that the braces are adequate.

13. The anchor bolts are required to be embedded at 1d'dst
seven (7) inches into the concrete. 14. A lighting budget calculation for interior and
exterior needs to be submitted.
15. The addition is required to meet the Northwest Energy
Code.
16. A critical materials list is required and needs to be
completed and submitted.
B. Permit Release Requirements
1. Two complete sets of plans with the items noted in
the plan review letter addressed/clarified on the plans
and/or included as an addendum, must be submitted for
review and approval prior to release of the permit.
APPLICANT'S COMMENTS/ACRNOWLFDGEMENT:
The applicant acknowledged that all comments/requirements were
understood. The applicant had no further questions at this time
regarding permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed departments
shall be submitted in sets of 7 to Building and Safety who will then
distribute accordingly to each department.
ADJoIIRNMENT: There being no further business, Tom Davis thanked the

all that he should be contacted if there are any unforeseen problems
which may arise.

BCOPB/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 1,446
square foot second floor office addition to an existing lower
floor, and will be used as rental office-type space.
Construction will completely cover, but not overlap the lower
floor. The site is connected to the valley sewer.
II. Construction schedule - would like to begin construction as
soon as a permit can be issued.
SIIMKARY OF DEPARTMENTAL REQIIZREMENTSt
I. Planning Department (456-2205)
A. Discussion/Requirements
1. This site is zoned Residential Office as the
result of Zone Change 14-74.

2. Five parking stalls are required for the new
addition. Although there is adequate parkinq available and
will accommnodate the 5 required stalls, sbould any further
construction be planned for the site, additional parking
areas will be needed.
3. Setbacks appear to be adequate, although distances
from property lines and centerline of the road needs to be
illustrated on the site plan. Minimum distances are 40 feet
from the center of the road and 10 feet for sideyard
setbacks.
4. Any signs being installed will require permits,
however can be done separately.
5. The owner needs to follow up on his March 23, 1981
letter to Dr. Tedesko, also located in the Clinic, regarding
the use of and access to six of the parking stalls.
B. Permit Release Requirements
1. A site plan needs to be submitted indicating
setbacks to property lines prior to release of the pernait.
II. Engineering (456-3600)
A. Discussion/Requirements
l. The construction/configuration of the building was
not clear on the site plan and, therefore, verification was
needed at the meeting that the building was an addition, not
a new building, and that it was to simply cover the tog of
the existing single story structure. The applicant stated
that the addition will cover, not overlap the existinq
building, and that no changes to the drywell are being made.
B. Permit Release Requirements
1. Bob McCann stated that he would discuss whether
there would be any additional requirements for the project
with Jerry Sims and qet back with the applicant. If the
existing drywell installation was deemed adequate, then the
Engineer's Office will be ready to release their portion of
the permit.

1. The Health District released their portion of the
permit at the meeting, with no comments.

l. The Utilities Department was not present and had

1. The initial set of plans have been reviewed with a
plan review letter given to and discussed over the phone
with the applicant.
2. The fire district reviewed the site plan and
indicated there is adequate fire protection at the site - no
further protection is required.
B. Permit Release Requirements
l. Two complete revised set of plans needs to be
submitted for review and approval prior to release of the
permit.

NoTE TO APPLICANT: Some time ago, Spokane County recognized the
need to streamline the building permit system and accordingly
initiated these Pre-Construction Conferences. Comments so far
would indicate these conferences are successful and do enhance
the permit system. As a recent participant, we would appreciate
any comments you might have to further improve the process or,
