SCOPE/PROTECT DESCRIP'I'ION:
I. General Overview - The owner, Carroll Knutsen (E. 15917 Lincoln Road, Spokane, WA
99207), is proposing to construct a new mini-storage facility in three (3) phases on a site that
is approximately seven (7) acres in size. The total square footage of all buildings is 88,736 .
with an additional 130,000 square footage of pavement proposed. A SEPA was completed at
the time of the rezone. The entire facility will consist of six (6) mini-storage warehouses of
8,000 square feet each, two (2) boat storage warehouses of 7,920 square feet each, and three
(3) recreational vehicle storage warehouses (2 of 7,920 square feet each and 1 of 7,776 square
feet). An office and on-site caretaker's residence is also proposed. The first two phases will
each consist of: 2 mini-storage warehouses, 1 boat storage warehouse, and 1 recreational
vehicle storage warehouses. The third phase will consist of 2 mini-storage warehouses and 1
recreational vehicle warehouse. No- exterior storage areas are proposed. A decision has not
- been made by the applicant as to if any exterior lighting will be proposed.

SUMIlViARY OF DEPARTMENTAL REnUTREMENTS:
I. Planning Department (456-2205) - Francine Shaw
A. Discussion Items
1. The proposed is located in an I-2 zone. The proposed use is allowed in the
zone.
2. The proposed is located on parcel number 01541-9044 and is effected by
Zone Change ZE-016-90 for which there are conditions that must be met. A
copy of the Zone Change and the Planning Department Report were handed out
to the applicant.
3. A short plat is not required since the parcel exceeds 5 acres in size, therefore,
please submit a Certificate of Exemption recognizing the site as buildable.
4. Please illustrate building height in stories and feet. The zone limits buildings
to 3 stories and 40 feet in height.
5. The proposed caretaker's residence is required to be a mobile home.
6. Parking cannot be determined at this time. Approximately 21 stalls will be
required for the warehouse portion plus additional parking stalls for the manager
and each employee. Please submit a letter stating the maximum number of
employees on the site at any one time. Phase 1 parking stall requirements will be
9 required for the warehouse plus those required for the employees. The
determination will be based one: 1 for the manager, 1 for each employee, 2 for
the caretaker's residence, 1 for every 300 square feet of storage area, and 1 for
every 2,000 square feet of storage area where the storage units are not definitely
defined (as in the recreational vehicle area).
Please iilustrate all traffic control devices on the revised site plans, including 6
inch curbing, directional arrows, and striping.
7. The applicant stated that no signs are proposed for the site at this time. A
condition of the Zone Change states that 1 detached sign is allowed up to a
maximum of 20 feet in height and 40 square feet in area.
8. Please illustrate on the revised site plans the location of all existing and
proposed fencing. A site obscuring fence up to a maximum of 8 feet in height is
required along the north and west property lines of the site.
9. Please indicate the location and the direction of illumination for any exterior
lighting, if proposed.
10. Proposed must meet the requirements and standards of all applicable federal,
state, and -local agencies' statues, laws, and ordinances with regards to protecting
the soil, ground, and surface water, air, and human health.
_ 11. A thirty (30) foot wide strip of Type I landscaping, which includes a three
. (3) foot wide earth berm, is required along the north and west property lines of . the site. .

A twenty (20) foot wide strip of Type I landscaping is required along the east
property line of the site.
A five (5) foot wide strip of Type III landscaping is required along the south
property line (along Trent).
The minimum landscaping requirements of the codes are required to be met for
the parking area. A minimum of 10% of the parking area is to be landscaped.
Also, all parking stalls are to be located within 60 feet of a landscape feature
consisting of 32 square feet in area.
B. Permit Release Requirements
1. Please submit an estimate from a nursery including size, type, curbing,
quantity of landscaping, itemized cost of the imgation system, and the cost of
labor along with a promissory letter from the owner stating the landscaping will
be installed.
2. Please submit a Certificate of Exemption.
3. Please submit a revised site plan illustrating building height, parking, traffic
control devices, signage, lighting, fencing, landscaping, and setbacks for review
and approval.
II. Division of Engineering & Roads (456-3600) - Bob Turner
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Pat Harper.
2. Please submit a drainage plan for the site for any new hard surface area, for
an asphaltic roof, or a roof containing HVAC machinery that is in compliance
with Spokane County Guidelines for Stormwater Management.
a. Drainage calculations for stormwater volumes generated on site.
b. Calculations for total impervious surfaces contained within the site.

A. Discussion Items
1. Comments were given to the Department of Buildings by Daryl Way and
were presented to the applicant by Tom Davis.
2. The water purveyor for the proposed is Consolidated Irrigation District No.
19 (924-3655). Please contact the water purveyor to review requirements for
back flow preventers.
3. Please apply for a permit to install an on-site sewage disposal system. Tom
Davis noted that the drainfield must be located a minimum of 10 feet from any
208 drainage swale.
4. Please submit a copy of the generic rental agreement for review. The tenant
rental agreement must prohibit the storage of flammable, toxic, caustic, and/or
explosive materials.
5. No floor drains are allowed in any of the proposed storage buildings.
6. All construction debris shall be taken to a licensed landfill.

IV. Fire District No. 1(928-2462) - Eric Olson
A. Discussion Items
1. Fire flow for the proposed has been calculated for 4,000 G.P.M..
2. Three (3) fire hydrants are required to be installed. The fire hydrants shall be
installed as per an approved water plan. Prior to the preparation of the water
plan, the applicant shall contact Consolidated Irrigation District No. 19 at
924-3655 as soon as possible to obtain the purveyor requirements including
specifications. The water plan shall contain the location of the hydrant, hydrant
assembly detail, and plumbing detail. The water plan shall be submitted to the
Fire District and water purveyor for approval prior to installation. The fire
hydrants shall be installed prior to framing.
3. The Fire District would prefer that the site have two (2) additional locked
emergency accesses 20-24 feet wide to Trent Avenue. Please contact Ted
Trepanier with the Washington State Department of Transportation at 456-3996
regarding this. 4. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering was given to the applicant. The
completed forms are to be returned to the Fire District prior to release of the building permit. The box shall be installed prior to occupancy.
5. Please submit a copy of the generic rental agreement for review. The tenant
rental agreement must prohibit the use of case hardened locks.
B. Permit Release Requirements
1. The order form for the lock (Knox) box entry system shall be submitted to the
Fire District prior to release of the building permit.

V. Spokane County Air Pollution Control Authority (456-4727) - Kelle Vigeland
A. Discussion Items
1. Comments were given to the Department of Buildings by Kelle Vigeland and
were presented to the applicant by Tom Davis who summarized the following:
- Proposed must meet all air pollution regulations, including those dealing with
dust emissions during construction and excavation projects.
- Any processing or equipment which produces air emissions may require a
Notice of Construction and application for approval.
- All traveled surfaces are required to be paved.

- Measures must be taken to avoid the deposition of dirt and mud from unpaved
surfaces onto paved surfaces. If tracking or spills occur on paved surfaces,
measures must be taken immediately to clean these surfaces.
VI. Department of Buildings (456-3675) - Bobby Stone
A. Discussion Items
l. Plan review has been completed on the site plan only by Bobby Stone.
2. The proposed building is being classified as a B-2, Type VN construction.
3. The proposed shall meet the minimum requirement of the Regulations for
Barrier Free Facilities. Proposed should also comply with the provisions of the
American Disabilities Act. The Department of buildings will not be requiring
compliance with this act until it is adopted as part of the Washington. State
Barrier Free Regulations, which is not expected to occur until July, 1992. For
information about the Americans with Disabilities Act, call 1-800-435-7232.
4. Please submit an updated critical materials list for review. The listing may
simply indicate that no critical materials will be stored. A copy of the rental
agreement may be attached to the critical materials listing noting that critical
materials are prohibited.

6. All areas heated above 50 degrees must comply with the regulations of the
Washington State Energy Code.
7. Please submit shop drawings and calculations for the trusses.

COUNTY PLANNING DEPARTMENT
1. The site shall be limited to one detached advertising sign at 20 feet high and 40 sq. ft. in
surface area.
2. The landscaping width along the north and west property lines shall be increased to 30
feet, Type I with a 3 foot high berm. A sight obscuring fence shall be placed along the
north and west property lines.
3. The Planning Director/designee shall approve a specific exterior lighting plan for the
approved area prior to installation of Such lighang. (Such plan shall attempt to confine
illuminacion to the area with full consideration to adjacent properties).

COUNTY HEALTH DISTRYCT
1. A combined surface water and sewage disposal detailed plan shall be approved by the
County Engineer and the Spokane County Health District prior to the issuance of any
building permit for this project.
2. Sewage disposal method shall be as authorized by the Director of tltilities, Spokane
County.
3. Wacer service shall be coordinated through the Director of Utilities Spokane County.
4. Water service shall be by an exisring public water supply when approved by the
Regional Engineer (Spokane), State Deparcment of Social & Health Services.
5. Disposal of sewage effluent beneath paved surfaces is currently prohibited.
6. Subject to specific applicaaon approval and issuance of permits by the Health Officer,
the use of (an) individual on-site sewage disposal system(s) may be authorized. Note:
A maximum density of 3600 gallons of wastewater per acre of gross land area shall be
allowed.
7. The dedicatory language on the plat shall state: "Use of private wells and water '
systems is prohibited."
CQUNTI' BUILDING AND SAFETY DEPARTMENT
1. The applicant shall contact the Department of Build.ing and Safety at the earliest possible
scage of design/development in order to be informed of Code requirements
administered/enforced by the department, e.g., State Building Code Act regulations
such as requirements for fire hydrant/flow, fire apparatus access roads, street address
assignment, barrier-free regulaaons, energy code regulations, and general coordination
with other aspects of project implementation.
2. The issuance of a building pernut by the Department of Building and Safety is required.
3. Requirements of Fire Disorict No.l need to be satisfied during the building permit
process.
4. Applicant should contact the Department of Building & Sa-fety regarding area separation
