The following information must be provided in order for us to proceed with our review. A) A drainage plan for the site which has been prepared in cornpliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to 7ustify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. B) The following improvements within adjacent Right of Way are required prior to the release of a building permit: 1. 30 feet of Right of Way dedication at station 34+00 J' on Sullivan to Kiernan - zeference section map. ~ 2. Please submit a copy of a recorded property deed for the sub7ect property. Upon receipt of the deed J our staff will prepare the right of way deed rU+ agreement. 3. You must submit road and drainage plans for street improvements. These must be prepared by an engineer. Plans must be prepared for the following ` street: a. Kiernan b. The County Engineer has designated typical roadway section number one, 44 feet standard for the improvement of Kiernan road, which is within the proposed development. An approach permit must be obtainEd from the County Engineering Department for driveway approaches to the following street: a. Kiernan C) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan. 2. Drainage plan as specified. 3. Other information: a. Signing plans must be submitted for zeview and approval to both Spokane County and Washington State Department of Transportation. D) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. E) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. General Overview - The owner -Spokane Regional Solid Waste Disposal Project is proposing the construction of waste transfer station, recycling center, and temporary storage area for critical materials. Commercial haulers will have access to the site as well as individuals. The proposed is a facility for waste to be brought . 7 1 _ , . . ' ~ and stored temporarily until large amounts of the waste are collected and-brought to the Waste to Energy Site. The facility will also have a recycling center available to the public. The applicant stated that an EIS Addendum is being prepared for the . proposed site and will be submitted upon completion. The City of Spokane is the lead agency for the Environmental Sewer Process. II. Construction Schedule - The applicants would like to begin construction in the spring of 1991 and be operable by September 1991. NOTE: The Department of Buildings has assigned an address of North 3941 Sullivan Road. SIIMMARY OF DEPARTMENTAL REQIIIREMENTB: I. Planning Department (456-2205) A. Discussion/Requirements 1. Please submit a revised site plan illustrating all paved areas, parking, landscaping, property lines, and the location, height, size, and dimension of signs to be installed. Signage may be by a separate permit if design specifications, are not known at time of permit. 2. The parking area is to be landscaped with Type I and II landscaping. A copy of landscaping requirements were given to the applicant. - 3. Please submit a written approval of the proposed site plan from the Spokane County Air Pollution Control Authority for air pollution control methods used at the site. 4. Please illustrate the separation between the administrative offices and scale house operations, also indicate the dimensions and square footage of each building and usage within each building. This is necessary in order to calculate required parking spaces. B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. An estimate from a nursery including size, type, and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. - 2 - * • . , 3. The Engineering Department is requesting dedication of 30 feet of right of way off of Sullivan Road. Please submit road and drainage plans prepared by an engineer for road improvements.on Kiernan Road.. Fire flow for the proposed is to be determined when construction details of the building is known. 2. The existing six inch line serving the site is not adequate. A 12-16 inch line is required to be installed from Progress Road approximately one half a mile to the proposed site. Please contact Dave Smith of the Trentwood Irrigation District No. 3(922-7532) for further information regarding the matter. On site water source for fire protection may be an option if the water purveyor is unable to serve the site. 3. The location and number of required hydrants will be discussed with the. applicant once fire flow has been determined. Some hydrants are required to be installed prior to construction. The fire district will work with the applicants regarding options. 4. A lock (Knox) box entry system for fire department personnel access is required to.be installed. V. Department of Buildings (456-3675) . A. Discussion/Requirements 1. Plan review has been completed on the preliminary site plan Tom Postlewait. 2. Handicap requirements for restrooms, showers, parking, and signage must be met. 3. The applicant stated that they may request minimal waivers on handicap requirements for the scale house and showers. Tom Postlewait stated that the applicant should submit a letter of request to Jim Manson, Director of the Department of Buildings for his consideration. A meeting with Mr. Manson, a plan reviewer, and the applicant can then be scheduled to discuss the matter. Possible classification of the receiving building as warehouse would negate the handicap requirements. The applicant stated that the administration building would conform . to handicap requirements.. - 5 - ~ 4. Please submit door and hardware schedules for review. - 5. Special inspections are required for the proposed. Please indicate the name of thetesting laboratory and submit copies of testing reports to the Department of Buildings for review. ` 6. Please submit heat loss and lighting budget calculations for review. 7. Please submit a critical materials list to the Department " of Buildings for review. 8. Please submit double containment specifications for review. 9. Floor drains are to be reviewed by the Department of Ecology and the Health District. B. Permit Release Requirements 1. This agreement is applicable to the project known as: Valley Recycling/Transfer Station, Ref. No. B90112 , That the individuals and parties named herein as having an interest in the above described property or pro7ect agzee to the following: 1. Reimburse Spokane County for project review and inspection fees as specified in Board of County Commissioner's Resolution 80-1592 attachment C, as amended. The fees will be based on actual salary costs incurred by Spokane County for project reviews and / or inspections plus a ten percent administrative charge, and wi11 be billed monthly as accrued. 2. The undersigned agrees that these fees aze due and payable upon receipt of the billing as specified above. The i monthly billing should be sent to the attention of: Phil H.
