General Overview - The owner Yellow Freiqht Systems Inc, is proposing the construction of a 13,800 square foot motor freight terminal. The proposed will contain approximately 4,000 square feet of office space and 9,800 square feet of dock area. The dock area will contain 26 doors. The proposed will be a pre-engineered metal buildinq that will be in operation 24 hours a day seven days a week. The entire site except for the employee parkinq area will be fenced with a security type fence. Also proposed are two above ground storage tanks, one will be for 10,000 qallons of fuel and the other for 1,000 gallons of fuel. The applicant estimated that the owner would apply for a building perYait in May 1990. SDMIIKARY OF DLPAR'I'MgNTAL REQIIIRSMENTB s I. Planning Department (456-2205) A. Discussion/Requirements 1. The zone for the proposed is Manufacturing, the proposed use is allowed in the zone. - 1 - 1 4 9 . s 1% 2. A copy of comments and landscapinq and parkfng requirements were qiven to the applfcant durinq the meeting. 3. The proposed is located over the Aquifer Sensitive Area. Please submit an updated critical materials listing to Buildinq and Safety for review. 4. Parking for the proposed is adequate, 51 stalls are required, 82 stalls are shown on the site plan. 5. Please submit a copy of the Spokane Industrial Park's landscaping plan. The landscapinq requfred by the Industrial Park's plan should be sufficient. 6. Any signs to be located at the site will require a separate permit. These permits may be obtained at a later date. 7. The proposed must comply with all of the requirements of Binding Site Plan 87-17-A. B. Permit Release Requirements 1. An estimate from a nursery including size, type and quantity alonq with a promissory letter from the owner stating the landscaping will be installed shall be subaitted. 2. Binding Site Plan 87-17-A must be finalized, approved, and recorded prior to permit release. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comment were given to the applicant and Building and Safety by Bob McCann. 2. Please submit a drainaqe plan for the site, at a minimum the plan shall contafn the following: drainage calculations for stormwater volwnes generated on site, calculations for total impervious surfaces contained within the site, finished grade elevations for structures to be constructed on site, finished grade elevations at the top and bottom of the 208 swale, a typical cross sectian of the 208 swale, calculations to justify the number and type of drywells proposed, and elevation of drywell inlets where applicable. - 2 - 1 l i ~ • 3. The proposed must comply with the conditions of Binding Site Plan 87-17-A. 4. Approach permits must be obtained for driveway approaches along Euclid Avenue. 5. An agreement to pay fees was given to the applfcant during the meeting. The aqreement must be siqned by the owner and returned to the Engineerinq Department. 6. The drainaqe in the above ground storaqe tank area may be a problem. Please submit a detail for drainage resolution in that area. B. Permit Release Requirements 1. Please submit a drainage plan as described above for review and approval. 2. All conditions of Bindsnq Site Plan 87-17-A must be met. III. Health District (456-6040) A. Discussion/Requirements 1. Daryl Way stated that he was concerned with any freight containinq critical materials. Daryl asked the applicant to submit a proposal for the containment of spills in the dock area. 2. Please submit a revised site plan illustrating the location of all utilities to be placed on the site. 3. The Spokane Industrial Park's treatment plant is out of balance due to excessive "processed wastes". They would welcome domestic sewage. 8. Permit Release Requirements 1. The Health District is ready to release their portion of the buildinq permit when the permit is applied for. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed is 4500 g.p.m. - 3 - , . 2. Two fire hydrants are required to be installed. The fire district would prefer that the hydrants be located on public access. 3. There was some discussion on the location of the second hydrant. Clyde Wisenor suggested that the owner install a gate at the north east corner of the property so that the fire district can have access to the property. Other alternatives are to be studied by the applicant and a solution will be submitted to the fire district. 4. Lock (Knox) boxes containing access keys for fire personnel are required to be located at each entry way into the property. V. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed on the preliminary site plan and a letter was given to the applicant by Tom Postlewait. 2. The proposed structure will be classified as a Group 8, Division 2 Occupancy. Please submit a detailed floor plan for final classification. 3. The proposed is over the allowable floor area for Type V-N Construction. Please specify building type and if area separation walls are planned. 4. The proposed must meet the minimum requirements of the Regulations for Barrier-Free Facilities. 5. The applicant asked if it would be possible to qet a variance for the handicap requirements. Tom Postlewait explained that the building official would have to review the proposal and determine if a variance could be granted. 6. The applicant also asked if it would be possible to install a chair lift instead of a ramp for access into the building. Tom Postlewait stated that he would look into the matter and get back to the applicant. 7. The maximum above ground fuel tanks penaitted by the Uniform Fire code is 6000 gallons. Tom Postlewait suqqested that the applicant meet with Marty Robinson to further discuss the matter. - 4 - . . • • • . 8. Please submit the above ground storaqe tanks design and double containment system for review. 10. The concrete in the dock area must contain a liner or must be sealed so any critical materials spilled in the area will be contained. 11. Special inspections are required for concrete with a design strenqth of over 2,500 p.s.i. Please indicate the na2ne of the testing laboratory and subnait copies of the reports to Buildinq and Safety. 12. A SEPA Checklist was submitted and circulated by the Planninq Department for the binding site plan. A supplement to the checklist will need to be submitted describfng the proposal including the above ground fuel tanks. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during and after the meeting and other items from the plan review letter needs to be submitted for review and approval. COIINTY ACTION It was agreed upon by all departments present that a Pre-Construction Conference for the proposed would not be necessary. Based on our experience of owning and/or operating over 64U facilities across the United States and Canada, we are confident that more than adequate parking bas been provided. Initially, the office portion of the facflity will employ seven to eight people. . This uumber could grow as high as ffteen in the next five years. The doc~ under ma~amum working conditions, w~l have one employee for every two doors, or thirteen people. Based on the above future growth of the office and dock, the total employee count would be 28 people. The terminal has no employees who only dnve. Ken Hall, the terminal mana&er, employees only "combo" dock workers, which means they drive as well as load freight, thus eliminating the need to provide parking stalls for drivers. E b E may respond hereunder, pursuant to Paragraph 1, "Scope of Work," in one or more of the following manners: I. by providing on-site coordinators and personnel and/or cantracting directly vith cleanup contractors to facilitate and monitor cleanup. ii. by providing Company vith Directory Information (see Paragraph S.a belov) as to name, addresses, and telephone numbers of cleanup contractors vlth whom Company may directly contract for ser- vices. iii. by providing Company vith Directory Information as to the nature of specific substances or hazards, health and safety, and cleanup procedures. b. E b E vill not contract with cleanup contractors vhere E b E is not present on-si[e to supervise and monitor cleanup activi ties. In such circumstances, Company must directly contract vith the cleanup contractors, and Company vill be solely responsible for super- vision and monitoring thereof. 3. Payment for Vork a. Company agrees to reimburse E b E for all costs and out-of-pocket expense incurred by E& E in connection with the vork authorized, and to pay E b E compensation for all services performed in connection vith the vork authorized, in accordance with E b E•s thea current schedule of rates and fees. E b E•s current hourly rate sheet and policies are attached hereto for reference as Exbibit C and it is understood that safd schedule, of rates and fees shall be subject to annual revision as indicated thereon. Such payments shall be made within thirty (30) days of presentation of an invoice tberefore by E b E. Any outstand3ng balance af tec thirty (30) days shall accrue an additional monthly charge of one-and-one-half (1-1/2) percent. b. Company agrees to refmburse all costs and out-of-pocket expense incurred and to compensate for all services perfocmed by any subcontractor or vendor hired by E b E in connection with the vork authorized and applicable markups thereon, within thirty (30) days of presentation of invoice therefor. To the extent that E b E has been compensated for these services, E b E vfll hold Company harmless from any claim for dfrect payment of the same. Independent Contractor In performing any and all work hereunder, E b E shall be as an independent contractor, except to the extent that, pursuant to Para- graph l.d of this Exhibit, E 6 E has acted as an authorized agent of Company in hiring consultants, subcontractors, personnel, equipment, or materials for Campany's account. E b E sball retaia complete control over its ovn personnel and operations, and fn connection therevith, conform to all federal, staCe, and local lavs, regulations, and orders with respect to its employees and operations. Neither E b E nor its employees shall be, in any sense, Company's partner, joint advenLurer, or employee. 5. Directory Information a. Definition of "Oirectory Information": When used in this Exhibit, "Directory Information" refers to informatfon supplied by E b E from its compilation of data from sources including but not 13m- ited to industrial directories, service directories, data services, standard reference texts, government publications, and E b E's regional listing of spill contractors. Company recognizes that, due to the nature and character of the industry, Directory Information provided in one response raay oc may not be appropriate in another response, and should not be relied upon vichout further consultation vith E b E. b. E b E may, in the course of providing services here- under, provide Company vith Directory Information relatfng to cleanup contractors or other specialty firms. By providing such information, E b E does not warranty or guarantee tbe services ultimately provided by said cleanop contractor or specialty firm. c. E b E may, in tbe course of providing services here- under, provide Company with Directory Information relating to the nature of specific substances or hazards, health and safety, or cleanup proce- dures. Reference by E b E to specific products or proprietary proce- dures does not constitute an endorsement or recommendation of same by E& E. d. Legal Liability a. The partfes acknovledge that E b Emay be called upon to perform services under this Agreement, on an emergency basis, or othervise, and/or at sites vhere neither E b E or Company may be aware of the extant site conditions or potential hazards or risks posed to pecsons, property, health, or the environment. Company and E 6 E acknovledge that the services provided by E b E under this Agreement vill be directed toward the remediation and mitigatfon of losses caused by incfdents which have already occurred and for which E b E has no prior knovledge nor for vhich E b E bears any responsibility. Company and E b E understand thatt as a result of those incidents, claims by third parties for personal injury and propecty damage may be made. Consequently, Company shall indemnify, defend, and save E b E harmless from and against any and all loss, damage, injury, statutory or regula- toty violation, liability Lo or death of any person, including any employee of Company or E b E or for loss of or damage to property, including claims therefore and reasonable attorney fees arising there- from, vhicb is not proximately caused by the negligence or teckless or vilful misconduct of E b E, its officers, its subcontractors, con- sultants, or employees. E b E shall fndemnify and save Company harmless from or against any and all loss, damage, injury, liabil3ty to or death of any person, including an employee of Company or E b E, or for loss of or damage to property, including claims therefore, vhich is solely and directly caused by the negligence, reckZess mfsconduct, or wilful mfs- conduct of E b E, its officers, its subcontractors, consultants, or employees. b. Termination a. Project Deacrfption: This project will provide for the development of approximately 8.8 acres for a transfer terminal for Yellow Freight Systems, Inc.. It includes the insstallation of two parking ereas, access roads, ooncrete and asphalt loading areas, and office buildi.ng with shop area. The project is on the north side of Euclid Avenue, west of the Industrial Park Fifty Street. The site is currently an unoccupied open field. Methodologr: The procedures as outlined in "Guidelines for Stormwater Management" as published by Spokane County Engineers were followed. The rational method is used. Soils: (5ee map, Attachment "A") In accordance with Soil Survey,.pokene Countv Weshington, 1968 the soil is identi.fied aad categorized as: GgA - Garrison Gravelly Loam, clmi.f ed as gravelly, medium - textured, somewhat excessively drained soils formed in gravelly giacial deposits. GnB - Garrison very stony loam, ar to Garrison gravelly loam, except that the surface layer is very stony. The soils listed above are categorized as Type "B" soila. Topographic Data: (See Grading Plan) The site lays on the fl,oor of the Spokane Valley with age neral slope of a roxi~aaatel 2°lo to 4°~b to the south. There esists a sma117 foot ridge on the s~e to the west that accounts for the 4% slope. Rainfail Data: Data used is in sccordance with Figure 2, page 6-3 of the "Guidelines for Stormwater Management", by Spokane Count~► Engineers. A 10 year return &equencp event is used. This chert is included on Page 3 of this report. The Bowstring ~Viethod: The Bowstring Method v~as used ta c~culate the type of drywell needed for each basin. The r`equired type of drywell for each basin was then located, in the respective grass percolation area that is being drained to, away from the curb cut. b. Detention/Rstention Storege Cagacitiea Grassed percolation arees were calcul8ted, to hold the first 1/2" runoff s 3 over the entire parking lat and roof areas. See Calculations on pareep. throu h 12.
