. The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface~area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
• Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
~ contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
- 4. Finished grade elevations at the top and bottom of
the 208 swale.'
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
' 8. Copy of the proposed landscape plan.
Please Note: If improvements to the site exceed 500 of the
total'assessed value, you will be required to bring the entire
site into compliance with Spokane County "Guidelines for
Stormwater Management."
B) The subject property is affected by the "Findings and
Order" and.the "Conditions of Approval" for the following
land use action:
" Spokane County Zone Change No. ZE 51-68
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
" 1. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
' Department for, any new or improved driveway
approaches to the following streets:
a. Desmet Avenue
b. Yardley Road
c. Boone Avenue

D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
" the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other inforrnation:
' a. A parking and`traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
, required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item,submitted that is to meet the checklist shall be
checked off by the applicant or tYieir representative. Submittals
which do not conform to the above requirements will be returned
for'further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

1. "Existing Building #3" - SEPA accepted for a 23,750sf structure on June 6, 1994.
2. "Existing Building #2" (8,600sf) and "Existing Building #1" (10,000sf) - SEPA accepted
totaling 18,600sf on March 22, 1987.
Additional SEPA review reQuired for the followinQ reasons:
Since submission of the above SEPA checklists, a 4,900sf addition was added to the second
floor of "Existing Building #1" requiring no SEPA review. With the new proposed addition
of 10,000sf to "Existing Building , a total of 14,900sf of new building space has been or
will be added since tlle last SE.PA reviews on Existing Building #l. Therefore, this office
will consider the addition of 14,900sf subject to environmental review through the SEPA
process.

Thermoguard. Compliance with the "Guidelines for Stormwater Management" is required
for all new construction. 208 Drainage Plans for the gravel storage yard will need to be
submitted and approved by the County, prior to any permit issuance, due to the interest
in paving by the applicant. Typical road improvements will be required for improvements
of this nature. RID Agreements will be accepted in lieu of these improvements. Approach
Permits are required for any new or modified access to Public Rights of Way.

standards. All emission standards must be met.
# Debris generated as a result of this project must be disposed of by means -other than
burning (i.e., construction waste, etc...).
~ Demolition and reno~vation projects must comply with the requirements of CFR 40, Part
61, Subpart M and SCAPCA Regulation I, Article IX, which address asbestos abatement
issues. Intent to Demolish forms are available at the SCAPCA office.
* Some objectionable odors will likely result from this project. SCAPCA's regulations state
that effective control apparatus and measures must be used to reduce odors to a
minimum.
Failure to meet SCAPCA regulations may result in delays, closure and civil and/or criminal
sanctions.

Thank you for the opportunity to comment on the Environmental Checklist for
Thermoguard. Compliance with the "Guidelines for Stormwater Management" is required
for all new construction. 208 Drainage Plans for the gravel storage yard will need to be
submitted and approved by the County, prior to any permit issuance, due to the interest
in paving by the applicant. Typical road improvements will be required for improvements
of this nature. RID Agreements will be accepted in lieu of these improvements. Approach
Permits are required for any new or modified access to Public Rights of Way.

Please revise/complete the following prior to building permit signoff:
1. The area titled, "Gravel Storage Area", in order to remain unpaved, must qualify for a
paving waiver from the Spokane County Air Pollution Control Authority. Remember, all
travelled surfaces in Spokane County shall be waived unless the project qualifies for a paving
waiver. If this area does not qualify for a paving waiver, then the area shall be fenced off in
such a some manner to prevent vehicle travel on this area. If the "Gravel Storage Area"
qualifies for a paving waiver, the waiver shall be submitted to the Spokane County Division
of Buildings, c% Lorne Lakshas.
2. Please submit the required Certificates of Exemptions which was discussed at the pre-
application meeting for this project. At the meeting it was my understanding that the building
parcels would me aggregated together as one parcel, and the parking area would be
aggregated as one parcel. Again, please submit proof of aggregation.
3. We discussed the likely requirement for additional landscaping for the parking area in
regard to the new addition. Please oudine the squam footage of each use within the new
addition, on the site p1an, in order to determine the "new" amount of parking spaces for the
new addition. If the total number of required parking spaces for the new addition exceeds 19
spaces, parking area landscaping for the additional new spaces, whatever those may be, is required. Refer to the landscaping requirements for pazking areas in the Zoning Code.
4. State the new legal description for the building area (the newly aggregated parcels)
dimcdy on the site plan. State the new legal description for the off-premise parking area
direcdy on the site plan.
