If no reasonable site design solution is feasible, exceptions to the required driveway
setback and spacing may be administratively granted if:
1. the existing parcel or Iot has less frontage than the driveway setback or spacing
requires; -
2. an existing building is proposed for expansion and the existing location of the
driveway does not comply with the requined setback or spacing; or
~
3. the sponsor of a new development or redevelopment adequately demonstrates a site
design and use limitation for the existing property.
Such exceprions may be granted provided that:
a. the property is not part of a zone r-eclassification and/or subdivision application;
b. the property has no reasonable alternative site design feasible;
c. the County Engineer finds the driveway location will not negatively impact the
function and safety of the future roadway or network;
d. an interim permit pursuant to 14.710.100 is issued which will, in the tong term,
resolve the site design problem and accomplish the purpose of this Chapter,

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Fancher, Typical Roadway Section No. l,
Principal Arterial Standard.
b. Sharp, Typical Roadway Section No. 1,
Collector Arterial Standard.
All required construction (sidewalk) within the Public Road
Right of Way is to be completed prior to the release of a
building permit or a financial guaranty in an amount estimated by
the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer. Required
plans are to be submitted prior to estimating the amount of the
financial guaranty or permit release.

2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Sharp
b. Fancher
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

E) The owner of the property or the authorized •
representative must complete and sign Spokane County
- Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

INTRODUCTION
This report has been prepared to show the size and number of storm water 208 swales and
dry wells for the General Services Administration/B.L.M. building proposed at the corner
of Fancher Road and Sharp Avenue in Spokane County, Washington. The site is
relatively flat, and is underlain by Garrison series soils. The site is approximately 2.66
acres in size.
The calculations summarized in this report were performed per the 1986 Stormwater
Management Workshop publication titleci "Designing Small Detention Systems", as
sponsored by the Spokane County Engineers and the American Society. _ of Civil
Engineers. Calculations for the sizing oE dry wells are based on information contained
in the Spokane County Standards as provideci by Spokane County sta£f.

It is understood that 208 swale teeatment is not required for the metal raof areas, therefore
roof areas 1, 2, and 3 are piped directly into drywells. Roof areit 4(with 14VAC
equipment) and all parking areas require 208 swale treatment, and therefore have been
added. The 208 swale treatment design reyuires that a swale of sufficient size be constructed that
will hold the volume resulting Erom 1/2" of rain falling on the imperious area to be
treated. As such, the foliowing swale sizes have been determined:

DRYWELL DESIGN Drywells are proposed for all of the basins described above. Four wells are proposed for
construction within the four 208 Swales, and two for direct discharge from the roof
drains. Bowstring calculations have been performed for each of the proposed drywells,
and are contained in the appendix of this report. A summary af the storage requirements
are as follows:

* Drywell "E", located along the east side of the proposeci building, serving Roof
Area 2, may be served by either a Type A or B Drywell. It is proposed to use a
Type A drywell, and to provide the necessary 25 cf of storage by using 6" piping
from the downspout cleanouts to the drywell. The volume contained in this piping
exceeds the detention volume required hy the bowstring method. ,

Review of the required detention volumes as compared to the volumes available suggests
that no cirywell is required for any of the parking areas. This is due to the porasity of
the bottom of the swales themselves. Discussion with County staff has yielded however
that it is policy that at least ane drywell be included in each swale.

LOADING BAY SUMP
The proposecl loading bay located at the north end of the building will require a sump
pump during storm events. The bowstring method was used in sizing this pump by
iteratively adjusting the outflow flow rate. When the required detention volume dropped
to below zero, the minimum size of the pump was determined. The pump should be able
to handle at least .12 cfs, or 1 gpm at a minimum to pump out the flow expected from
a 10 year storm.

The SEPA checklist for the GSA development on 1103 N. Fancher should be
clarified in the Transportation Section. The Division of Engineering and
Roads would request that the following requirement be added to the SEPA
document:
Driveway access onto Sharp shall be no closer than 130 feet west of Fancher.
This requirement is based on discussions with Bob Brueggeman, the County
Traffic Engineer.
