Department of Buildings for acknowldgement and distribution to all the appropriate agencies. In orderfor all agencies to expeditiovsly
process your project, it is irnportant that submittals inclvde all necessary drawings and documents to insure that review ofyour project is
completed in the least amount of time. Documenis should include: building address and legal description ofproperty.
Spokane County's Project Review Coordinator will be John Larson at the Dept. of Buildings (456-3675).
, PROJECT OVERVIEW
Current proposal includes replacing the current Poultry/Swine Building with a steel structure attached to the Agricultural Building,
remodeling main Exhibition Building to comply with energy requirements (including a 1 hour ceiling with associated draftstops),
improvements to the electrical system in main Exhibition Building, constructing in the railroad area a new pole barn plus 2
stick frame buildings (with the interior of those to be completed by other entities), & relocation of the railroad. Applicant intends
to borrow $1.5 million to comply with the minimum building, health & electrical concerns. This is the lst of 2 phases anticipated.
Existing site was developed in 1954. Completion of this lst phase would be prior to 1993 Tnterstate Fair with the proposed 2nd phase
to bagin shortly thereafter (late fall of 1993). Applicant does not intend to expand present water system at this time. Site has 24
hour security only when site is in use. Major portion of parking is not paved. An estimate of $1.7 million has been made to
pave the entire site. No additions &/or remodeling is proposed for the food court or the main Exhibition food area. Discussion
of the use of the mezzanine over the office being used for dead record storage + a breakroom resulted in the architect choosing
to eliminate this portion of the proposal.
Existing restrooms + septic tank serving the Interconnect Building will be removed. New restrooms in the Interconnect Building
will be connected to the city sewer system. All other existing on-site restrooms will remain connected to existing septic tank systems.
Mr. Angove stated that no asbestos has been identified. Mr. Heylman stated that the wash rack in the Swine Building will have
curbing, be dry swept, & a screened catch basin will be installed. This waste water will drain into the sewer.
Existing Exhibition Building employs some heavy timber construction. A 1 hour ceiling suspended 28' with 12" of insulation will be
installed. A fire separation & compartmentizing of this attic will be completed. Existing lighting will be replaced. This concealed space
contains no heaters. The existing ventilation fans will be used to ventilate this area via a thennostat. 4 new enclosed gas heaters will
be installed. Acceptance has been received from the electrical inspector to install underfloor electrical distribution system with
heavy duty floor boxes (outlets) at a cost of $224,000.
The applicant stated that the 2nd phase will include the installation of a sprinkler & fire alarm system. The architect prefers to
design & install this in the 2nd phase in order to successfully incorporate & service all future additions. Architect intends to submit a detailed site plan illustrating the property lines & location of all buildings on site on 3/15/93. Architect
intends to resubmit revised documents by 3/19/93. Applicant wishes to complete the Interconnect Building by 6/9/93.
It was noted that future improvements also include relocating the Arts & Crafts Annex.
It was generally discussed, recognized, & agreed by all parties that existing requirements (such as 1 hour construction, sprinkler &

# Comments were given based on I-3 zoning regulations. Illustrate on revised site plans: bicycle racks (location + number),
building height (in ft. & stories), travel lane dimension, exterior lighting + direction of illumination, existing + proposed
fencing (location, height + type), existing + proposed landscaping (location, species, size), parcel boundary dimensions,
parking & traffic circulation plan, parking stalls (number, striping, dimension, directional arrows, paving), existing +
proposed signage (location, height & square footage), location + square footage + type of use of ALL existing + proposed
buildings, legal description of parcels, & lot coverage calculations of building area VS land area.
' S' of Type III landscaping is required along Havana + Broadway
Cross-over zoning (effective 1/7/91) changed the zoning of this site. The existing public/seroi-public use is NOT allowed
in the zone. Therefore, the current use is a Non-Conforming Use requiring a Conditional Use permit or administrative
relief from the Board of County Commissioners. Proposed improvements could potentially be considered a minor
expansion of a non-conforming use.
* Illustrate setbacks from centerlines of Havana & Broadway. Proposed has frontage on both streets, therefore both Havana
& Broadway are considered frontyard streets with a setback of 35' from property lines. A variance to utilize different
setbacks would require a Public Hearing.
* Any Change of Use or anything requiring a Certificate of Occupancy requires compliance with parking regulations which
requires paving & parking stalls to be located within 60' of a landscape feature consisting of 32 sq. ft. in area.
* Submit detailed information (square footage, etc.) of precisely what buildings will be removed & what buildings will be
. added. This information will allow for a determination of whether the existing parking is adequate.
* Submit valuation of existing building + valuation of proposal. If proposal exceeds 50% of the valuation of existing
building, there will be additional landscaping requirements.

* 8 fire hydrants exist on site. To meet 8,000 g.p.m. fire flow (with no area separation walls) will require the use of 2 fire

• Total of turning radius + width of road needs to be 48'. As illustrated, interior radius = 20' & outside radius = 40'.
Mr. Heylman stated he was told by Fire District personnel that the total necded to be 40'. Mr. l3enish pointed out
some minor changes that could be made to meet the 48' requirement.
* 8 fire hydrants exist on site. To meet 8,000 g.p.m. fire flow (with no area separation walls) will require the use of 2 fire
hydrants at any one time. Existing number of hydrants is not adequate. Mr. Chase will work with the applicant
on additional number of hydrants required & their piacement. Fire hydrants must be located every 300' 31ong an access
travelway & are required to bc a niinimum of 50' from any building.
* Existing water system main is located in Havana & is a looped system. A water main also exists in Broadway. Mr. Chase
has 3 different as-huilts of the water system & will vvork with the archi:ect an determining whict? l is accurate.
* Directional signs will need to he posted on entrance gates to site.
* A Lock (Knox) box entry system will be required. Discussion was held regarding the possibility of installing double locks
on the gates (1 for Fair personnel & 1 for Fire Dept. personnel).
* Fire District does have concerns regarding the food service arca which is not part of this proposal.
Fire Distriet also has concerns regarding the concealed area created by the installation of a ceiling in the main Exhibition
Hall & without the installation at this time of an alarm system. These concerns will he addressed as the project proceeds.

* Future additions to Main Exhibition Building exceed allowable floor area. 4 hour area separation walls with 3 hour
protection limited to 25% of length of such walls will be required along with a sprinkler system & 1 hour construction.
' If office with a mezzanine is added, it must comply with WAC 51-20 & ADA requirernents.
' Future Indoor Livestock Building will be required to be sprinklered or have a chanQe of construction type.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
. 7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.

B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Havana
b. Broadway
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.

D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Off ice. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

DRAINAGE REPORT
BACKGROUND
The Interstate Fair is expanding exhibit space in the livestock area by repiacing the
existing rabbit/poultry and swine buildings with new facilities. Also the small gauge
railway and exhibit area is being expanded and moved to an area south of the race track.
All new structures will be metal roofs with no mechanical or electrical equipment on the
roof. New surfacing in the livestock area will be concrete, asphalt, grass and gravel. New
surfacing in the Railroad Display area will be gravel, grass or brick pavers.
LIVESTOCK AREA Drainage Calculations:
The livestock area has been separated into ten proposed basins and are shown on the
drainage basin map sheet C-5. There are seven existing basins and are also shown on
sheet C-5.
A summary of the drainage calculations follow and show the basins, existing flows,
proposed flows, and differences. Proposed and existing flow calculations are attached.

Basin Analysis:
Basin I: Proposed Q of .19 cfs will be disposed by the existing drywell (a 6-foot barrel
section).
Basin II: Proposed Q of .58 cfs will be disposed by a new Type B drywell.
Basin III: Proposed Q of .98 cfs will be disposed by a new Type 6 drywell.
Basin IV & V: Basins IV and V combined Q of .76 cfs will be disposed by a new Type
B drywell.
Basin VI: Proposed Q of 1.39 cfs will be disposed by one Type B'and one Type A
drywells. These drywells will be piped together.
Basin VII, VII1, & IX: Basins VII, VIII, and IX have been combined for disposal purposes.
Three Type A drywells currently exist within a.8-foot depressed concrete structure. This
structure is 20 feet wide and 180 feet long. This area has a tether rail and shower rack
for the livestock. The combined Q of 1.99 cfs is to be stored in this concrete basin with
disposal by the three Type A drywells, equaling .9 cfs outflow. The bowstring calculations
attached show that the basin must contain 530 C.F. of water at maximum storage volume.
This equals a depth of .148 feet within the structure.

Basin X: Proposed Q of 1.78 cfs will be disposed of through a new Type B drywell and
the existing 6' barrel section drywell. These drywells will be piped together with overflow
to the new Type B drywell. The Type B grate will be slightly depressed to collect most
of the flow waters. As shown in the calculations for existing Basin X, the existing Q is .85
cfs ( for the basin overall) or 1.09 cfs for only the roof/paving areas. Since the
roof/paving areas surround the existing drywell, the higher flow was used in the
calculations as the time of concentration is shorter for the paved areas than the basin
overall.

RAILROAD DISPLAY AREA Drainage Calculations:
The Railroad Display Area existing Basin A is part of a greater drainage basin which
encompasses most of the Fairgrounds exhibit area. The proposed development of the
Railroad Display Area creates a new Basin B while the rest of the proposed flow continues
on towards the greater basin. Sheet C-1 shows the existing and proposed basins for this
area. Sheet C-6 shows the developed grades for the display area.
The existing flows for Basin A, which is only a small portion of the greater basin, is 2.69
cfs. The proposed flows for Basin A is 2.93 cfs, also a part of the greater basin. The
existing and proposed flows will travel to a low point at the Fairgrounds south west side,
where through infiltration/percolation and drywells the stormwater will be disposed.
Proposed Basin B will have a flow of .73 cfs. This flow will be disposed through a new
Type B drywell and is shown on Sheet C-6. Existing and proposed drainage calculations
are attached.

DRAINAGE REPORT BACKGR4UND
The Interstate Fair is expanding exhibit space in the livestock area by replacing the
existing rabbit/poultry and swine buildings with new facilities. Also the small gauge
railway and exhibit area is being expanded and moved to an area south of the race track.
All new structures will be metal roofs with no mechanical or electrical equipment on the
roof. New surfacing in the livestock area will be concrete, asphalt, grass and gravel. New
surfacing in the Railroad Display area will be gravel, grass or brick pavers.
LIVESTOCK AREA
Drainage Calculations:
The livestock area has been separated into ten proposed basins and are shown on the
drainage basin map sheet C-5. There are seven existing basins and are also shown on
sheet C-5.
A summary of the drainage calculations follow and show the basins, existing flows,
proposed flows, and differences. Proposed and existing flow calculations are attached.

Basin VII, VIII3 & IX: Basins VII, VIII, and IX have been combined for disposal purposes.
Three Type A drywells currently exist within a.8-foot depressed concrete structure. This
structure is 20 feet wide and 180 feet long. This area has a tether rail and shower rack
for the livestock. The combined Q of 1.99 cfs is to be stored in this concrete basin with
disposal by the three Type A drywells, equaling .9 cfs outflow. The bowstring calculations
attached show that the basin must contain 530 C. F. of water at maximum storage volume.
This equals a depth of .148 feet within the structure.

Basin X: Proposed Q of 1.78 cfs will be disposed of through a new Type B drywell and
the existing 6' barrel section drywell. These drywells will be piped together with overflow
to the new Type B drywell/dthe e Type B grate will be slightly depressed to collect most
of the flow waters. As shothe calculations for existing Basin X, the existing Q is .85
cfs ( for the basin overar 1.09 cfs for only the roof/paving areas. Since the
roof/paving areas surrou existing drywell, the higher flow was used in the
calculations as the time of concentration is shorter for the paved areas than the basin
overall.

RAILROAD DISPLAY AREA • '
Drainage Calculations:
The Railroad Display Area existing Basin A is part of a greater drainage basin which
encompasses most of the Fairgrounds exhibit area. The proposed development of the
Railroad Display Area creates a new Basin B while the rest of the proposed flow continues
on towards the greater basin. Sheet C-1 shows the existing and proposed basins for this
area. Sheet C-6 shows the developed grades for the display area.
The existing flows for Basin A, which is only a small portion of the greater basin, is 2.69
cfs. The proposed flows for Basin A is 2.93 cfs, also a part of the greater basin. The
existing and proposed flows will travel to a low point at the Fairgrounds south west side,
where through infiltration/percolation and drywells the stormwater will be disposed.
Proposed Basin B will have a flow of .73 cfs. This flow will be disposed through a new
Type B drywell and is shown on Sheet C-6. xisting and proposed drainage calculations
are attached.

Dear Jim:
We are submittirig for irevievv, thi,s date, plans far the subject project. Prionty revieur
services are requested on this praject. A, very tight time scheduTe has been set for the
constructian af thxs project by Sam Angave, Director of the Fairgrounds. Completian of the
toilet roam sections af the Agricalture lnterconnect Building is required by June 9, 1993
wi.th completion of ali work by August 30, 1993.
Accordingly, to meet the schedule, pl,an review by the Building and Fairgrounds
Departments must be ~ompleted by March 12, 1993, with cvrrections and plan changes as
may be required, completed by this nffiee by March 1-9, 1993. The County Pu,rchasing Agent
has scheduled fhe bid advertisernent far Nlarch 22, 1993. We realize this is at~ extremely
tight schedule, and it has required extensive overtime work -in our office to mee# the
schedule, but this is the sehedule The County has mandated.
To assist in the plan review ure have rnet and consulted with your staff mernbers an each
of the buildings, and have noted the code Sections on the plans reflecting the decisxons
reached regarding code campliance requirernents. The buildin,gs are rea11y qui#e sirnple,
they are: ~
1. Existin9 Agriculture Buil+diniz: replace existxng metal roof with new
prefinished metal roof, and paint meta.l sidiag. Replace electrical feeds now
crossing rvaf with new underground service.
2. Aericulture Interconnect Buildine: replace "iean-to" on north side of
A,gr-icultare Building and septic tank served free standing toilet room building
with a 100' X 100' standard steel building hausing new toilet raoms.

3. Swine & Poultrv Barn: a new 100' X 275' unheated standard steel barn will
be constructed for poultry (west end) and swine (east end). The new barn
will replace the dilapidated wood sheds. The new barn is divided into two
sections by a two-hour wall. New sewer and electrical service will be
connected to the new barn.
4. Llama Barn: a new 100' X 125' unheated standard steel barn with a dirt floor
will be constructed. This bam will replace the existing barn now being used
for Rabbit and Poultry exhibits.
5. Railroad Barn: a new 30' X 80' pole building will be built to replace the
eacisting railroad barn. The existing 2' gauge railroad and displays are being
relocated for safety and display concerns. In addition to the new railroad
barn, a display village adjoins the railroad tracks. Only the shells of the
buildings are being constructed under the county's contract. All interior
finishes, including electrical and plumbing work, will be done by the tenants.
6. ExistinE Main Exhibit Building: new insulation and one-hour ceiling will be
installed, it is currently uninsulated/exposed construction. Replace existing
overhead electrical extension cord system serving display booths with
underfloor distribution system. New lighting will be installed in the Main
Exhibit Hall.
In conclusion, all the above described work will improve the safety and effectiveness of the
Fairgrounds facilities. The budget is very limited and it is impossible to cure all the ills that
now exist. This is the initial phase of the planned improvement program. As monies '
become available additional improvements will be made. Following completion of the Fair
next September, with the availability of funds, a 120' X 260' structure will be constructed
coruiected to the existing Exhibit hall and replacing the existing three leaky roo£s of the
"Arts and Crafts" Buildings. This planned addition is shown in light line on the Exhibit
Building plan in order that you and the Bidders may have a view of the overall plan.

Dear Dean:
In regard to your request to bui 1 d the referenced pri vate sewer and water systems
on behalf of your client, Spokane County Parks, Recreation, and Fairgrounds, the
attached pl ans for constructi on of sai d pri vate sewer and water systems i s hereby
approved subject to the following conditions:
Owner assumes responsibility for all liabilities and costs which might arise from
this construction due to later revisions or changes occurring in the subsequent
approval process.
General:
1. Upon receipt of this letter, payment of fees as described below, and
compliance with other stated conditions, the Engineering Service Counter
(Permit Section) of the Public Works Department will issue the proper
permits and furnish any further information necessary.
2. This approval is good until October 22, 1993 unless otherwise indicated
herein. At the end of that time, if construction has not commenced, this
approval is considered to be automatically canceled and you must then
submit a new request for project approval.
3. All work must be done in accordance with the 1991 standard Specifications
for Road, Bridge, and Municipal Construction, the Amendments thereto, the
City of Spokane Supplemental Specifications thereto, and the Plans as
approved. Copies of the City's current Standard Specifications and
Regulations are available for reference and sale at this office which is
located on the 3rd Floor, Skywalk Level, of the Municipal Building, 625-
6300. Permission to construct this private sewer and water system is
granted with the understanding that you will obtain all necessary permits,
pay costs of engineering and inspection, replace any monuments disturbed,
and any necessary changes in existing facilities, including the
replacement of any road surfacing, curbing, and sidewalks. Replacement
will be to the County standards in effect at the time your project is
constructed.

4. Marking tape will be placed in the excavation trench at mid-depth location
for all underground side service installations for the purpose of alerting
any future excavation in the specific area.
5. Any revisions to the approved plans must be submitted to this office for
further review and approval prior to construction. This may involve an
additional review fee.
6. Professionally engineered "As Built" drawings are required for this
private sewer and water system. Upon completion of the entire project,
mylar reproducibles incorporating any changes to the approved drawings are
required by this department for future reference.
7. The area of construction is located outside the corporate city limits,
therefore, you will be required to coordinate your efforts with the
Spokane County Engineer's Office and to comply with the following
conditions and wh.atever additional requirements may be necessary in order
to proceed with construction.
County Liaison.
a. Comply with traffic control measures imposed by Spokane County
Engineer.
b. Obtain necessary Spokane County right of way excavation
permits for construction. The repair and replacement of
paving, curbing, etc., is to be effected in accordance with
County standards.
c. Provide County approval of platting and franchise for the
emplacement, construction, operation, maintenance, repair, and
replacement of a City water system as shown on your approved
plan.
8. In order to evidence the Owner's understanding and agreement to the
conditions as contained herein, please have the Owner countersign his/her
copy of this letter and return it to the City Public Works Department,
Engineering Counter Service, 3rd floor Municipal Building. Construction
will not be allowed to begin until this signed agreement is returned.
Sewer:
1. All work must be done under the supervision and inspection of the
Wastewater Management Maintenance Division. Upon issuance of permits, you
must contact the Wastewater Management Maintenance Division, Field Office,
North 1420 Normandie Street, 625-7744, in order to arrange a mutually
agreeable inspection schedule. These facilities must be inspected by the
Wastewater Management Maintenanc.e Division. Facilities are to be
uncovered at the time of inspection.
2. No storm water, roof, or surface drainage will be permitted to enter the
sewer.

3. The actual connection of this Private Sewer to the City System must be
done by a contractor licensed to do business in the City of Spokane
carrying the required performance bond ($10,000) and liability insurance
($500,000).
4. Your fees will consist of the following:
A. Sewer Application Fee 2@$30 per ea. $ 60.00
B. Side Sewer Inspection Fee 2@$50 per ea. 100.00
Total $160.00
5. Any private sewer or side sewer stubs constructed as part of this project
must be inspected. Stubs not to be utilized at this time must be plugged
and should be marked in accordance with acceptable construction practice
to aid in their relocation for future use. Side-sewer permits to connect
from stubs to bui ldi ngs wi 11 not be i ssued unti 1 sewer stubs have been
accepted.
Water:
1. Upon receipt of this letter, you must contact Water and Hydroelectric
Services Department, East 914 North Foothills Drive, 625-7800, in order to
arrange a mutually agreeable Start Work Date. Arrangements for
construction inspection will be made with this same contact.
2. Tap and meter application shall be made and paid for under our normal
water service request procedure. Tap, service line and meter installation
will be accomplished by the Water Division to and at the property line;
vault installation will be by the Owner; service line installation beyond
the property line, plus all excavation and backfill will be accomplished
by the Owner. The Owner must also pay costs of chlorination and final
connection to the City Water System, which are accomplished by the Water
& Hydroelectric Services Department. Automatic reading and billing devices
(AR6's), including 1/2-inch conduit and pull tape if conduit is over
100-foot run, must be installed in accordance with City of Spokane Water
& Hydroelectric Services Department Standards.
3. Please note that pipe restrainment is to be in accordance with current
City requirements; thrust blocks are not acceptable. Plugs and caps must
be installed at all dead ends.
4. All services to have individual pressure reducing valves installed with
the downstream pressure regulated to between 45 and 80 psi.
5. No other utility (telephone, cable, gas, electric, etc.) or sewer line is
to be installed within five (5) feet parallel to any water mains or water
service lines. There shall be 2 feet clear distance between multiple water
service lines placed in a common trench. When water and sewer lines cross
each other, a minimum 18-inch vertical separation is required. If an 18-
inch vertical separation cannot be maintained, the "top" line must be
sleeved with no joints allowed within 10 feet on either side of the
crossing. If there exists either a sewer or water line prior to this work
which is in conflict with this requirement, sleeve the new line under
construction. Whenever a sewer line crosses over a water main or water
service line the new line must be sleeved as described above.

6. The appropriate County Fire District must review and approve hydrant
locations in accordance with their standards and requirements.
