General Overview - The owner David Butcher is proposing the placement of a commercial coach office for truck sales. The property will remain vacant except for the proposed office. The truck sales yard is located on the $0J$¢¢tt same propertv as the proposed of f ice and is separated by a fence. The wreckina vard is located on the adiacent propertv and is under the same ownership. Truck sales include primarily heavy trucks, machinery, and cleated machines. The existing office building located on the adjacent property may be used for the storage of parts in conjunction with the established wrecking yard. PERMIT REVIEW PARTICIPANTS: Allan deLaubenfels, Planning Department Robin Domitrovich, Department of Buildings Tom Postlewait, Department of Buildings Bob Turner, Engineering Department Daryl Way, Health District Clyde Wisenor, Fire District No. 1 APPLICANTS: Donna Hemingway, P.O. 8ox 13582 Spokane, WA 99213 SCOPE/PROJECT DESCRIPTION: I. General Overview - The owner David Butcher is proposing the placement of a commercial coach office for truck sales. The property will remain vacant except for the proposed office. The . truck sales yard is located on the adjacent property under the same ownership which is separated by a fence. Truck sales include primarily heavy trucks, machinery, and cleated machines. The existing office building located on the adjacent property may be used for the storage of parts in conjunction with the established wrecking yard. SUMMARY OF DEPARTMENTAL REOUIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed is located in a Manufacturing Zone and the proposed use is permitted. On January 1, 1991 the zone will be changed to an I-3 Zone. The proposed will become a non-conforming use after the zone change. 2. The area where vehicles are stored is to be paved. An exemption from paving this area may be granted if approved , by the planning director. Please submit a letter stating - 1 - ~ r v the reason for the exemption for review by the Planning Department. 3. If the vehicle storage area is exempted from paving dust palliative method approved by the Spokane County Air Pollution Control Authority shall be submitted. 4. The proposed parking lot is required to be paved. One parking stall is required for every 1,000 square feet of building area and one parking stall is required for every 1,500 square feet of sales lot area. 5. Please submit a revised site plan illustrating landscaping and setbacks for review and approval. 6. A copy of landscaping and parking requirements were given to the applicant during the meeting. B. Permit Release Requirements 1. Pleases submit a revised site plan as described above for review and approval. 2. An estimate from a nursery including size, type, and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant by Bob Turner. 2. Please submit a drainage plan for all hard surfaced areas that is in compliance with Spokane County Guidelines for Stormwater Management. 3. An RID/CRP Agreement needs to be recorded on Railroad Avenue. Please submit a copy of the recorded property deed so that the agreement can be prepared. The agreement will take approximately one week to ten days to prepare. 4. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed. - 2 - i t ~ B. Permit Release Requirements 1. Please submit a drainage plan as described above for review and approval. 2. Please submit a copy of the recorded property deed so that the RID/CRP Agreement can be prepared. 3. Please submit a copy of the Agreement to Pay Fees signed by the owner. III. Health District (456-6040) A. Discussion/Requirements 1. The existing on site sewage disposal system is adequate in size. The drainfield is to be paved over or barricaded from vehicular traffic. 2. Please submit verification that the integrity of the drainfield has not been damaged from previous vehicular traff ic or by the removal of top soil. 3. Please apply for a permit for sewer connections from the building to the septic tank. 4. Submit a critical materials list to the Department of Buildings for review. 5. If it is determined that the proposed is a critical materials user the owner will be required to sign a Sampling Agreement. The agreement allows the Health District to sample the effluent of the septic tank on an annual basis. All cost for sample retrieval and analysis shall be paid by the owner. A riser and ring type lid to grade shall be installed on the septic tank for easy sample retrieval. 6. Please submit a revised site plan illustrating property lines, setbacks, and the location of the proposed off ice on the parcel. 7. All construction debris is to be taken to a licensed landfill. 8. The soil graded from the site may be used for fill material if approvedby the Department of Buildings. - 3 - ti B. Permit Release Requirements l. Please apply for a permit for the sewer connections from the building to the septic tank. 2. Please submit a revised site plan as described above for review and approval. 3. Submit a copy of the Sampling Agreement signed by the owner if it is determined that the proposed is a critical materials user. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Please provide access to the existing fire hydrant and protect it from vehicular traffic. . 2. Rotate the fire hydrant so that the hydrant ports face Railroad Avenue. V. Department of Buildings (456-3675) A. Discussion/Requirements „ 1. Plan review has been completed on the preliminary site plan Tom Postlewait. 2. Please submit a complete site plan illustrating property lines and dimensions. 3. If the proposed is placed closer than 20 feet from a property line, a one hour f ire resistive wall will be required. 4. Please submit blocking and foundation drawings as required by the manufacturers specifications. 5. Please submit the proposed ventilation and access to the crawl space for review. 6. The proposed shall meet the minimum requirements of the Regulations for Barrier Free Facilities. 7. Submit a critical materials list to the Department of Buildings for review. - 4 - f . 1 B.
