C. FINDINGS OF FACT 1. That the exieting land use in the area is residential, manufactured home subdivieions and cul[ivated. 2. That the Compreheneive Plan designates this area as appropriate for Urban developIDent. 3. That the existing zoning of the property described in the application is Agricultural. 4. That the provisions of RCW 43.21C (The State Envirotimental Policy Act) have been complied with, and the Coamiittee concurs with the Declaration of Non-Significance. 5. That the proper legal requirements for advertisement of the Agenda Item have been fulfilled. 6. That the land in this area is suitable for the proposed use, or uses within the proposed Zone Classitication. That Residential Manufactured Home zoning existe to the south of the proposal, and the issue of individual lot ownership was not brought up by property owners at the public hearing. . Use of private wells and water sqstems is prohibited. 7. Disposal of sewage effluent beneeth paved surfaces is currently prohibited. e) COUNTY BUILDING AND SAFETY DEPARTMENT 1. The site is located in Fire District U 1. 2. Approved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plaiti].y visible and legible from the street or road f ronting the property. Said numbers ehall contrast with their background. 3. Trash enclosures shall not be located adjacent to combustible construction or underneath windows or nonprotected eaves. 4. A land uee permit will be required for each structure. 5. Each structure shall be accessible to Fire Department apparatus by way of access roadways with all-weather drfving surface capable of supporting the imposed loads of fire apparatus. The minimum paved roadWay width, iaside curb face ro inside curb face, shall be 24 feet with no parking. Parallel parking is petmitted on one side with road widths of minimum 30 feet. Parallel parking is permitted on both sides with road widths of minimum 36 feet. Signs nating such is required for fire lane. The turning radius of private roadways and drive aisles shall be a minimum of 20 f eet inside and a minitaum 45 f eet outside to curb face. Installation of fire hydrante are required to be inetalled and eerviceable in accordance with the Spokane County Department of Building and Sefety prior to development. The water plan ehall show each fire hydrant and be in complience with the provisions in Chapter 10.04 of the 1979 edition of the Uniform Fire Code. The present design requires a minimum fire flow of 500 g.p.m. for 30 minutes. The water plan shall specify the gallons per minute for each f ire hydrant at a residual pressure of no lese than 20 p.s.i. (minimum pressure). 7. Where it is desired to have access control gates in residential developments, the following shall apply: The minimum width of roadway, iaside of access gate, shall be twelve feet (12'). There shall be at least two (2) sach drive approaches where the gates are located. One may be used for vehicles exitfng. Tire flatting spikes shall not be used uuless the entrance is a minimum of twenty feet (201) wide. The gates shall be provided with an approved method of emergency operation in accordance with the fire department standards. Where each drive approach is less than twenty feet (20') in width and controlled by gates, a secondary means of access shall be provided with a clear, tventy feet (20') unobatructed opening. f) WATER PURVEYOR l. Water Purveyor is Consolidated Irrigation District 4I19, and they will evpply the eite with adequate water for domestic, fire and irrigation uses, althougb satisfactory arrangements have not been made to serve this proposal. g) COUNTY AIR POLLUTION CONTROL AUTHORITY 1. Air pollution regulations require that duet emissioos during demolition, excavation and construction projects be controlled. Thie may require use of water sprays, tarps, eprinklers, or suspension of activity during certain weather conditions. Haul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from all other constructioa related acLivities. 2. Measures must be taken to avoid the deposition of dirt and mud from unpaved eurfaces onto paved surfaces.
