The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review. _
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Approach permits must be obtained from the County
Engineering Department for any new driveway
approaches to the following streets:
a. Sharp
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Drainage plan as specified.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

CALL TO ORDER: The meeting was called to order at approximately 10:00 a. m. by the
Division of Buildings Code Compliance Coordinator, Tom Davis, with the following in
attendance.

SCOPFJPROJECT DESCRIPZTON:
I. General Overview - The owners Mark Johnson and Wesley Sodorff are proposing the
construction of a 5,320 square foot addition to the existing warehouses. The proposed use at
this time is speculative, therefor a permit will be issued for shell only. Interior completion
permits will be obtained once a tenant has been determined. The applicant stated that if the
proposed setbacks are not adequate additional property may be acquired so that minimum
setbacks could be met. •
SLTMMARY OF DEPARTMENTAL REOUI.REMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a I-3 zone and the use is permitted.
2. Please submit a revised site plan illustrating the entire boundaries of the
parcel, existing and proposed structures, off street loading dock, landscaping.
3. One off street loading dock is required for the proposed. The loading dock is
required to be a minimum of 12 x 30 and if it is covered, the cover shall be a
_ minimum of 14 feet high.
4. A copy of landscaping, off street parking, I-3 zone, and sign standards were
given to the applicant.
5. All parking areas and traveled surfaces are required to be paved, please
indicate on revised site plan.
6. Tom Veljic informed tne applicants that Sharp Avenue is designated to be a
major arterial, and if it is widened in the future an additional five feet of right of
way will be acquired. Mr. Veljic advised the applicant to move the landscaping
back an additional five feet in order to avoid the relocation of the plantings.
7. If additional property is acquired for the proposed, a minor lot line adjust-
ment through a certificate of exemption shall be obtained. The certificate of
exemptions, are issued administratively by the Planning Department.
B. Permit Release Requirements
1. An estimate from a nursery including size, type, and quantity of landscaping,
itemized cost of the irrigation system, and the cost of labor. Also, please submit
a promissory letter from the owner stating the landscaping will be installed.
2. Please submit a revised site plan as described above for review and approval.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division of Buildings by
Bob Turner.
2. Please submit a drainage plan for the site that is in compliance with
Spokane County Guidelines for Stormwater Management.
3. If the proposed has a metal roof and the HVAC system is a sealed system, all
roof drainage may go directly into a drywell.
4. Approach permits shall be obtained for new driveway approaches along
county right of way.
5. An Agreement to Pay Fees was given to the applicant during the meeting.
. The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until tlus document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Approach permits shall be obtained for new driveway approaches along
county right of way.
3. Please submit a copy of the Agreement to Pay Fees signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. A building permit is being requested for a shell only at this time, therefore
the proposed will be a dry building. The issues of sewage disposal, critical
materials, and sampling agreements will be taken care of when permits for the
interior completion is applied for.
2. If the floor of the proposed is poured at this time no floor drains will be
allowed. If the floor is poured after an occupant has been determined a floor
drain may be allowed depending on the type of occupancy.
3. All construction debris are to be taken to a licensed landfill.
B. Permit Release Requirements
1. The Health District is ready to release their portion of the building permit for
the shell only.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The fire district was not present at the Pre-Application Conference, however,
comments were given to Tom Postlewait prior to the conference and are as
follows.
2. The existing hydrants located near the site are adequate.
3. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering can be obtained from the fire
district. The completed forms are to be returned to the fire district.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only by Tom Postlewait.
2. Please submit details of the proposed area separation wall indicating fire-re-
sistive rating, parapet requirements, and other requirements for review and
avproval. 3. Please submit a detailed floor plan illustrating exit widths, door swing
direction, and daor hardware specifications for review.
4. The west exterior wall of the proposed shall be a minimum of one-hour
fire-resistive rated construction.
5. The existing building as shown on the site plan is over the allowable floor
area. Please submit a revised site plan illustrating setbacks, and the locations of
existing area separation walls.
6. Any proposed offices will be required to be accessible by the handicap.
Handicap access will be required for the entire structure if the remodeling is over
60 % of the appraised value of the existing building.
7. Please verify that the mechanical operated ventilation system meets the
minimum requirements of the Washington State Ventilation and Indoor Air
Quality Code. ,
8. Please submit a critical materials list for the proposed to the Division of
Buildings for review.

9. If construction specifcations require concrete with a design strength over
2,500 p.s.i., high strength bolting, or structural welding special inspections will
be required on the proposed. Please indicate the name of the testing laboratory
and submit copies of the inspection reports to the Division of Buildings for
review.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during
the meeting and other items from the plan review letter needs to be submitted for
review and approval.
APPLICANT'S COMMENTS/ACKNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were understood and had no
further questions at this time regarding permit requirements.
