Per yaur reques[, our staff has updated our prevfous review of the proposed ►
Educational Service Center site located north oi Cataldo Avenue in the 5pokane Val- '
ley. As you may recall, back in 1979 we did review the proposed Educational Service
Center site along South Sullivan Road and, in 1984, did review the currently proposed
16-acre site in regard to a possible location for the District's Educational Service
Center.

Cataldo Avenue preaeatly extends from Barker Road just north of the Barker Rnad/
I-90 Interchange to the east property line of the site presently under consideration
and esseatially provides property access as a frontage road to I-90. As development
by others proceeds to the east of the site under consideration, the County has pro-
posed to extend Cataldo eas[ward [o eventually connect to Harvard Road in the area of
the Harvard Road/I-90 In[erchange.
Also the State Department of Transportation is presently doing preliminary
engineering work for reconstructzng the north side of the Barker Road/I-90 Inter-
change to provide a new westbound traffic off-ramp. Existing Cataldo Avenue access
to Barker Road will be maintained bo[h during and after the State's construction on ~
their Barker Road/I-90 Interchange improvement project.
In summary, it Would still appear that the access off of Cataldo Avenue is
adequate to serve the DisCrict's both present and future needs. Furthermore, as ~
additional propertq in [he area develops, acceas capability Co and from existing '
Cataldo Avenue should improve. Thank you for allowing us to review and comment on
this proposal. ~

CALL TO ORDBR: The meetinq was called to order at approxi.mately
10:00 a.m. by Huildinq and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOPE/PROJECT D$SGRIPTION:
The applicant is proposing to remodel Building A, located at East
19307 Cataldo. The property was previously occupied by Cagp
Hornes. No new construction is involved, all work will be to
remodel the interiaF of Building A, as depicted on the plans.
The back bay/shop area will be extensively remodeled to extend
the area used for vehicle maintenance. This area was previously
occupied by machinery for the manufacture of Capp Homes'
products. The area of the second floor above this bay is
currently unfinished. Although there are several other buildings
on the site, the only chanqes to be made are with Building A.
There will be no changes in the exiting of the building.
The use of the administration area will be unchanged, however
this area will be expanded to fit the needs of the school
district. The second floor over the administration area will not
be used at this time.

Portable room partitions will be installed, with a few minor
interior changes.
The center bay will be used primarily as a warehouse. The use of
the building maintenance shops are primarily the same as before.

1. Building and Safety (456-3675)
a. Door schedules submitted by the applicant earlier today
will be reviewed. (Applicant clarified that room 127 will
have a one and one-hal€ hour rated door assembly.)
b. Fire District No. 1 has no requirements. Existing
hydrants are okay.
2. Engineering (456-3600)
a. Engineer's have reviewed the proposal and have no
comments.
b. Any further questions should be forwarded to Jerry
Sims.
c. Recommended the applicant contact the State to check on
their interchange plans.
3. Health District (456-6040)
a. Noted that there are four separate septic systems and
these are depicted on the submitted plan. One system was
not installed as shown by the applicant. (Applicant
requested a copy of the Health Department's plan showing the
correct location of the systems.)
b. Al1 systems are under asphalt and will be allowed to
remain as is until such time as they need to be replaced.
At that time, replacement under asphalt would also be
allowed.
c. All tanks shall be pumped prior to occupancy of the
buildinq and inspected by the pump company.
d. The capacity of all four systems is approximately
125-130 shift persons per day. An average figure of water
usage should be 15 gallons per person per shift.

e. Reqarding the "short-term warehouse;" it was asked if
there would be any food materials stored on the premises.
Applicant said there would be none at this time, however, in
the future there would be for distribution to the local
schools. The building the food will be stored in is not
being proposed at this time. (The Health Department will
need plans on the building at the time of proposal.)
f. Health will need something from the applicant stating
the overall expected occupancy of the building.
g. Applicant should be aware of the capacity of the
individual septic systems with regards to people usage. If
not distributed properly, it could cause an overload of the
system.
h. Playfair stable waste must be removed. (Applicant
reported that it is his understanding that the waste has
been removed or is in the process of being removed.)
4. Planning Department (456-2205)
a. Parking for the shops must be calculated at 1 stall per
400 square feet.
b. Parking for the garage area must be calculated at 1
stall per 3,000 square feet.
c. As the vehicular garage is not completely indoors, a
six foot sight-obscuring fence must be installed.
(Applicant said as soon as funds are available they will be
enclosing the garage and asked that the Planning Department
waive their requirements.)
d. Striping of the parking spaces may be required.
5. Utilities (456-3604)
a. Not present at meeting.
Reguired Actioas:
1. Daryl Way, Health Department, to forward a copy of the
Health Department's original copy of the site plan showing the
correct location of the on-site sewage disposal systems.

2. John Pederson, Planninq Department, to talk with the Zoning
Administrator regardinq a waiver of the requirement that the
applicant must either enclose the vehicle garage or install a
sight-obscuring fence, until funds permit the construction for
the enclosure of the garage.
ADr70 : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise.

A. INTRODUCTION
This matter having come before the Examiner Committee on November 6, 1979,
and the members of the Committee present being Eldon Thomas, Chairman, Jane
Myers, and Ted McCoury and there being the following persons present who
wish to request approval of a Zone Change; Gary Saiki, representing applicant
for a Zone Reclasstfcation on a previousty approved application for the purpose
of amending Condition #4 which requires all advertising structures to be placed
flat against the building, which would allow a free-standing sign on-site.
B. FINDiNGS OF FACT
1. That the existing ioning of the property described in the application is
Restricted Industrial.
2. That the proper legal requirements for advertisement of the Agenda ltem
have been fulfilled.
3. That this proposal is not in conflict with the provisions of adopted regula-
tion.
4. That the owners of adjacent lands expressed neither approval nor dis-

neighborhood by the railroad track. Propertie s with simzlar iocational

Road, have been projected for industrial development in the
Comprehensive Plan.
