CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance
Coordinator Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Elmer Lindahl is proposing the
construction of a 1,800 square foot speculative office and shop.
The architect stated that the entire site is covered by pavement at
this time.
SUMMARY OF DEPARTMENTAL REQIIIREMENTS: '
I. Planning Department (456-2205)
A. Discussion/Requirements
l. The proposed is located in a Restricted Industrial
Zone, the proposed use is permitted.
2. The proposed is located over the Aquifer Sensitive
Zone. Please submit a critical materials list to the
Department of Building for review.
3. Parking as shown on the site plan is adequate.
, 4. Please submit a landscapinq plan for the proposed
site.

5. The minimum front yard setback for the proposed is 65
feet from the center line or 35 feet from the property
- 1 -
line whichever is greater. The setback for the flanking
street is 50 f eet f rom the center 1 ine or 20 f eet f rom the
property line whichever is greater.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
landscaping, setbacks, and the legal description for the
proposed site.
2. An estimate from a nursery including size, type, and
quantity along with a promissory letter/bond from the
owner stating the landscaping will be installed shall be
submitted.
II. Engineering Department (456-3600) -
A. Discussion/Requirement
1. Comments were given to the applicant and Building and
Safety by Bob Turner.
2. The proposed building will have a metal roof,
therefore, 208 drainage swales are not required for the
proposed.
3. If the owner uses Knox Avenue for access to the
property he will be required to pave the road from the
corner to the end of the property line. If. the owner
decides not to use Knox Avenue for access he will be
required to sign an RID/CRP Agreement for Knox Avenue and
submit a landscape plan illustrating barricading of the
driveway access along Knox Avenue. If the owner uses
Fancher Road for access to the property he will be
required to pave the three foot wide strip from the corner
to the end of the property line. If the owner decides not
to use Fancher Road for access to his property he will be
required to sign an RID/CRP Agreement for Fancher Road and
submit a landscape plan illustrating barricading of the
driveway access along Fancher Road.
B. Permit Release Requirements .
1. If RID/CRP Agreements are required for the proposed
the owner must submit a recorded property deed for the
site so that the agreement can be prepared.

III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed will connect to city sewer if it is
available.
2. Please contact Lough Doberstien of the City Public
Works Department to verify if city sewer is available at
the site. Request information regarding-_treatment for
critical materials.
3. If city sewer is not available to the site the owner
shall apply for a permit to install an on site sewage
disposal system.
4. Please submit a critical materials list to the
Department of Buildings.
5. If the proposed is connected to an on site sewage
disposal system and determined to be a critical materials
user the owner will be required to sign a Sampling
Agreement. The agreement enables the Health District to
sample the effluent of the septic tank on an annual basis.
All cost for sample retrieval and analysis shall be paid
by the owner. Also if the proposed is a critical materials
user and has an on site sewage disposal system no f loor
drains will be allowed.
6. Please illustrate the water line entrance on the
revised site plan.
7. All construction debris is to be taken to a licensed
landfill.
B. Permit Release Requirements
1. If the proposed is connected to an on site sewage
disposal system the owner will be required to apply for a
permit for the system.
IV. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
by Jun Mascardo.- .

B. Permit Release Requirements
1. Twa cornplete revise,d sets of plans addressing the
i~ems discussed during and after the meeting and other
. items from the plan review letter needs to be submitted
for review and appraval.

petiticrn method pursuant to Chapter 36.88 RCW, which petition includes the aw-ner(s)
property, and further arot ta object, by the signing of a ballot, tv the formation of
a RID by the resolut3on methad pursuant to Chapter 36.$8 RCW, whfch resoIutian
incIudes the vwner(s) property. If a RID is formed by either the petitian or
resalutian method, as provided for in Chapter- 36.88 RCV, the owner(s) or
successor(s) further agree: (i) that the improvements or construction conte~plated
within the praposed RID are feasible, (2) Chat the benefits to be derived fron the
formativn of the RID by the prope~~y incZuded thezein, together with the amount vf
any Caunty particigation, exceeds the cost and expense of formativn of the RID, and
(3) that the property within the propased RID is sutficfently developed. Pravided,
further, the awner(s) ar succ6ssor(s) shall retain the right, as authorized under
RCW 36. 88. (?90, to bbjecC to any assessment{s} on the gropez~ty as a result of the

The RID waiver contained in this agreement shall expire after ten (10) years fz-om
the dete af executian below. Howevex, at the expiration date the owmer(s) or
successar(s) agxee to construct the required improvements at their own expense; pay
ta Spakane County the then estimated cost of the required improvements to enab2e the
County to camplete the sarne; ar furrrish a bond or other secure method suitable to
the County, providing for or securing to the County the actual construction of the
