General Overview - The applicant is proposing the construction of a convenience store located on the corner of Appleway and Barker Road. There is an existinq gas station on the site which will be demolished and the tanks removed. II. Construction Schedule - Construction is scheduled to beqin as soon as possible. SIIMMARY OF DEPARTMENTAL REOIIIREMENTSs I. Planning Department (456-2205) A. Discussion/Requirements l. It was stated that the property is located within a commercial zone which contains no specific conditions. 2. It was noted that the parking as illustrated is adequate. The required number of parking stalls for this proposal is 13. - 1 - P 'Ift 3. It was noted that the proposal requires a 15 foot rear yard setback, in order to meet this requirement the front yard located on Appleway must be desiqnated rather than Barker. The address will need to be changed to an Appleway address in order to meet the requirement. 8. Permit Release Requirements 1. A revised plan illustratinq setbacks as required, including setbacks from the canopy for the pumps must be submitted for review and approval. II. Engineering (456-3600) A. Discussion/Requirements . 1. A copy of comments was given to the applicant and Building and Safety by Bob McCann. r~ ~ yv 2. A permit for any work in the right-of-way must be L r~ obtained through the Engineer's Office. It was noted that caution should be taken regarding the detector loops for the signals at Barker and Appleway. ' ~ ~3. Your contact person at the Engineer's Office will be Gary Nelson. : ,j 8. Permit Release Requirements 1. A drainage plan with calculations, which has been prepared in compliance with Spokane County "Guidelines for Stormwater Manaqement" must be submitted and approved. . An RID/CRP Agreement "Notice to the Public No. 6" must be completed for Barker Road and Appleway. 3. In order to prepare the RID/CRP agreement a copy of the property deed must be submitted for completion and signatures by all persons with interest in the property. 4. Approach permits must be obtained for any new approaches installed. III. Health District (456-6040) A. Discussion/Requirements 1. The existinq drywell on site must be drained, filled with pea gravel, removed or crushed. - 2 - r ~ 2. All debris on site due to demolition must be taken to a licensed landfill when disposed of. 3. This project will connect to valley sewer. B. Permit Release Requirements 1. A full set of plans and specif ications for the food service facility is required to be submitted for review and approval. It was noted, there is a fee for this plan review. 2. The Health District requires that a Critical Materials list be submitted to Buildinq and Safety. IV. Utilities Department (456-3604) A. Discussion/Requirements 1. The Utilities Department w►as not present, however, cominents were submitted prior to the conference. 2. A sewer connection permit will be required to be obtained at the time of connection. 3. The Utilities Department will inspect the abandonment of the an-site system. 8. Permit Release Requirements 1. The Utilities Department will sign off the permit. VI. Building and Safety (456-3675) A. Discussion/Requirements 1. It was noted that Tom Postlewait completed a preliminary plan review for the proposal. 2. Fire flow was calculated to be 2,000 gpm. 3. Fire District No. 1 should be contacted regarding any requirements for hydrants. It was noted there is a new hydrant located directly across Barker next to the new Exxon facility. 4. Energy Calculations and liqhtinq budget needs to be submitted as part of the construction plans. - 3 - . s B. Permit Release Requirements. 1. Two complete sets af revised plans and/or addendum to the current plans are required to be submitted for review and approval prior to release of the buildinq permit. R$QUIRED ACTIONS 4Count : 1. Daryl Way will give the applicant locations of the existing drywells on the site. APPLICANT • 8 COMMENTB/ACRNOWLSDGBMENT: The applicant acknowledged that all comme»ts/requirements were understood. CORRECTIONS: To minutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. To plans as required by any or all of the above-listed departments shall be submitted in sets of 7 to Building and Safety who will then distribute accordingly ta each department.
