The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us ta proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "buidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
9. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Final Plat PE-1138
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Bradley Road, Typical Roadway Section No. l,
Access Standard.
All required construction (sidewalk/curbing/paveinent) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on Bradley Road.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, froin the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Bradley Road. This includes the existi.ng
approaches on 8radley foi which there are no records of approach
permits issued.
D) Insufficient i.nformation was submitted with the proposal.
We are unable to proceed with our review. Uu1e will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. This will pertain to the truck staging area north of
the main building which is currently unpaved.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustnaents or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
nat be completed until this document is executed. This
document is attached to these camments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirennents needed but should be used as a mini.mum guideline.
Without the "minimwon" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

Approach Permits are required on all new approaches as well as all

The County requires a Spokane County Type 4 drywell lid for
drywells sn 208 swales. Specify on the drawings this type of lid. ~
See sheet attached.
Show a typical section of a swale. The swale must be sodded and
V/0' side slopes should not be steeper than 2:1 for up to 12" in depth.
For swales with greater depths use 3:1. The top of the swale should
be a minimum 2 in. above the drywell lid.

Approach Permits are required on all new approaches as well as all
approaches that will be altered. Contact Sylvia Lightfoot at the
County Engineer's Department. Approach permits for county roads
will not be issued until a site plan is approved.
enchmark is rec~uired for t~iis proj ect . A benchmark is a physical
mark or object used as a reference for elevations. This point must
be left undisturbed by construction. Please indicate on Site Plan.
The County requires a Spokane County Type 4 drywell lid for
drywells in 208 swales. Specify on the drawings this type of lid.
See sheet attached.
Show a typical section of a swale. The swale must be sodded and
side slopes should not be steeper than 2:1 for up to 12" in depth.
For swales with greater depths use 3:1. The top of the swale should
be a mi.nimum 2 in. above the drywell lid.
Use inlet structure if cancentrated flow is utilized. Recommended
structure is type 1 inlet. See attached sheet.
Provide contours or sufficient spot elevations to check site
grades. One-percent is the minimum requirement without special
construction requirements by a licensed engineer. Show the valley
section to the east of the wash tunnel.
Clearly show the existing asphalt on the plans and where the runoff
drains to. If it drains across new asphalt, please include the
existing in your 11208" calculations.
Receive approval of the floor drain from Countp Health Department
and forward copy.
Right of Way dimensions, from centerline of adjacent roads to
property lines should appear on the plans.

complying with tolerance for purYty and qermination established
by the Official Seed Analysts of North America. Provide seed
nixture composed of grass species and percentages as follows:
20 % Elka Perennial Rye
20 % Durar Hard Fescue
45 % Covar Sheep/Fescue
15 % Reubens Canadian Bluegrass
Provide mixture composed of grass seed and fertilizer in
percentages as follows:
Grass Seed: 90 LBS. per acre
Fertilizer (16-16-16 timed release composition):
300 LBS. per acre
All seeding of slopes shall be done in accordance with the WSDOT

Drainaqe Calculations
Narrative
United Parcel Serorce (UPS) proposes to construct a wash tunnel facility for the
washing of package cars and trucks at their facility on Bradfey Road in Spokane
Courrty
The facility will consist of a wash tunnel, 22' mnde by 152' long, and an adjommg
equipment shed, 13' wnde by 105' long The buiidings will be roofed vinth asphalt
roofing matenals Asphalt concrete pavement mnll be constructed around the facility for
the circulabon of vehicles Total impervious surtace area for the roofs and pavement is
32,640 square feet Approximately 14,000 squar+e feet of the proposed wash tunnel
site is currentiy paved
The passenger car parlung displaced by the wash tunnel Hnll be replaced by expandmg
the exisbng car parlung area 20 feet to the north In addition a truck and trailer storage
area wdl be paved in concert mnth the wash tunnel project These finro parlung areas mnll
result m 71,250 square feet of new impervious surEace
The UPS sde is withm the aquifer sensibve area of Spokane County The site is
underlain by medium dense to very dense alluvial sands and gravels Stormwater
runoff on the devetoped porbon is directed to catch basms and discharged to drywelis
As part of the wash tunnel improvements, UPS proposes to collect the stortnwater from
the buildmg roofs and pavement areas and provide treatment and infiltration through
the employment of grassed percolation areas (208 swales) Type B drywells will be
installed to handle overflows
The stormwater system has been designed in accordance wnth the "Guidelines for
Stortnwater Management" (GSWM) and drainage calculabon sheets of the Spokane
County EnAmeers Office
