The County Engineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a dxainaqe plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervicus surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No.ZE 68-54
Final Plat PE 1138-77
C) The followinq improvements within adjacent Rigbt of Way
are required prior to the release of a building permit:
i. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Bradley Rd. Typical Roadway Section #1
b. Desmet Ave. Typical Roadway Section #1
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an antount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial quaranty or permit release.

2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of 2APPAPAa building permit, from the County Engineering '
Department for any new or improved driveway
approaches to the following streets:
a. Desmet Ave.
b. Bradley Rd.

We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic enqineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portfon of the project which is to be occupied or traveled by
vehicles. It is f llegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This docuYnent must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further itexas with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

9. Station 6+53.88 is labeled as 1946.17, but the calculations show
1946.51.
10. There appears to be a discrepancy in the calculations at

11. Please modify grade calculations format to more clearly

SCAPCA encourages proponents to contact their offices at 1101 West College, Spokane, WA
99201 for additional information.
* All air pollution reAulations must be met.
Air pottution repulatrons require that dust emissions durinA demolibon, construction and excavation
projects be controlled. This may reQwre the use of water sprays, tarps, spnnklers or suspension
of activrty dunng certsin weather condmons. Haul roads should be ueated and emissions from
the transfer of earthen material must be conuolfed as well as emissions from atl other construction
related acbvities.
~ SCAPCA stronaly recommends that all traveUed surfaces {i.e., mAress, eAress, parking areas,
access roads) be paved and kept clean to minimize dust emissions.
~ Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto
paved surfaces. If trackin0 or spills occur on paved surfaces, measures must be taken immediatefy
to ctean these surfaces.
Debns generated as a result of this project must be disposed of by means other than burrnng (i.e.,
construction waste, etc...).
Failure to meet SC/kPCA reAulatrons may result in delays, closure and civd and/or cnmmai sancfions.

Parkwater Industrlal Park ls located ln the west centcal arsa of the
3pokane Va!lQy, east of Thlerman Road and south of Mlsslon Avenue.
The proposal ts also nortb c:ast of the Hroadway lnterchange of Interstate
90.
B . Proposal
The applicant prcposes to subd[vide approxlmately 50.9 acres lnto 14 lots,
all for restrlcted lndustrlal uses. The lot slzes vaty from about 1/4
acres to 5 acras. The existlnq zonLng on the advertEsed property ls
Rastricted Industrlal, and was establlshed nearly 25 ye ars aqo.

The 3taff belteves that with proper landscapinq and bullding ortentatton
any possible tncompatlblllty wlth the residentlal uses located to the

The County Entllneer's Offlce has rovlewed the proposal and they feel
that adroquate existing county roads are avaltable to serve the proposal
and that the plat deslgn ls acceptable to thelc offlce.

The Spokane County Healtb Dtstrict has approved the slte foc the use of
on-slte sewage dtsposal systems. The proposal lo, howevec, located
over the 3pokane Valley Aqulfer. The Department of Ecology shall approve
all industrlal wastes dtsposal, also.
C. WatQr S+upplg
The Washlnqton Water Power Company has steted that !t has the abUlty
to serve the slte with both tndusirtal and flre flows.
D . Flre Protectton
Both malns and hydrants need to be Installed to provtde for adequate
flre protectton needs.
III. ENVIRONMENTAL REVIEW:
The Staff has revtewed the envtronmentai checklist submttted by the appiicant
and we cecommend that a declaratton of Non-Stqniflcance be lssued.
IV. CONDITIONS:
Spec[flc condlttons appltcable to thls plat are refecenced below and found ln
the attached supplement entttled, "Standard Cond[tlons for appcoval of
PrQlimtnary Plats - Auqust, 1977".
NOTE; Any amendments to satd canditlons are stated sepacately and llsted
below.

Prtor to the release of bullding permlts, tndugtrlai wastes disposal shall be
approved by tbe State Department of Ecoloqy.
That all roads within the plat be curbed and/or paved to the specificattons of
the County Enqlneer. Exlsting County roads provldlnq dtrect access to lots
of the plat shall be paved and/or curbed to the standards of the County
Eng tneer.
That the sponsor be responslble for the constructlon of the proposed ca!lroad
crossing of Bradley Straet and the Burlington Northarn Rall Raad. That the
Spoasor obtaln the necessary approvals from the Washington Utilitles and
Transportatlon Commtsston reqardinq the proposed crosslnq and provlde all
