The County Enqineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new ilnpervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Manaqement". At
a minimum the plan must contain:
1. Drainaqe calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findinqs and
Order" and the "Conditions of Approval" for the followinq
land use action:

Final Plat PE 1138-77
C) The followinq improvements within adjacent Riqht of way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets;
a. Bradley Rd. Typical Roadway Section #1
Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building pezmit or a financial quaranty in an amount
eatimated by the County Engineet to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial quaranty or permit release.
2. Approach permits must be obtained, after a site

plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the followinq streets:
a. Beemet"Mre .
D) Insufficient information was subnu.tted with the proposal.
We are unable to proceed wfth our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainaqe plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Pavinq as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranqinq
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Enqineers "Aqreement to Pay Fees". This document must be
returned to the County Enqineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Enqineers Department.
The applicant or their representative is responsible for
includinq each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or t,heir representative. Submittals
which do not conform to the above requireanents will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
aqreed upon chanqe in requirements. When the applicants'
submittal is finally approved, the Enqineers department will
release their portion of the Building Permit.

1 There is some questidh about the width of the roadway On your previous plaas
for the lot two parcels to the south (July, 1995), it showed the proposed road to be
20' to the face of curb Taylor Engineering, cunrently designing road
itnprovements for the lot directly to the soutb, picked up the exsting road as being
"0' wide to the back of the aub, and have based their design on this width Please
venfy by field mspection and with Taylor the exact width of the proposed
unprovements The design engineer at Taylor is Daria Moore, 328-3371
2 In order to match up with the proposed unprovements on the south, the starting
top of curb elevation must be 1947 73 Please revise your grade calcutations to
reflect this
3 A Design Deviation must be submmed and approved for the curb grade of 0 40/o
4 Grassy swales must be provided for the road drainags It appears that there is
enougb area behind the curb and outside the property line to install the swales
entwely anthin the R/W Be sure to include bottom of swale elevations, bottom of
swale corner statioas aad offsets from the centerline; drywell stations, offsets, aad
elevations, aad ailvert stations, offsets, and elevations.

Tlvs report addresses the stormwater runoff that will occw for a 600' long by 20' vade area of asphalt pavement
located near 1309 N Bradley smwt About 340' of tims road is to have newiy constructed Type "B"' curfi and
gutter constructed wluch will better facilrtate drainage to an emsting double barrel drywell located at sta 15+93
The runoff will be collected at a Type I catch basm that is to be installed on the west side of Bradley (sta
16+00) The water collected wiU then be piped to an e3asrng double barrel drywell (sta 15+93)
The soils at the site are Gamson senes gravelley loam, which are recogruzed by Spoicane County as havug very
rapid permeabilrty aad an infittration rate of 10 c f s for type "B" drywells The drmnage demgn and outflow
calc,ulation are based on the assumption that the natural matenal at the locafion of the drainage facilmes will
provide outflow at the rate of or 10 c f s through the drywell
The Rational Method were used to calculate the peak stormwater runoff for the drywell slze

In accordance with "Soil Survey, Spokane County, VVashington"by Uruted States Department of Agricutture,
Soil Consezvation Semce, 1968, the sofl found at the site is categonzed as

Parkwater Industrial Park ls located ln the west central area of the
Spokane Valley, east of Thternaan Road end south of I'vslsslon Avenue.
The proposal ts also north east of the 8roadway interchange of Interstate
90.
B . Proposal
The appiicant proposes to subdtvide approximately 50.9 acres lnto 14 lots,
all for restrlcted lndustrlal uses. The lot sizes vary from about 1/4
acces to 5 acres. The exlsting zonlnq on the advertlsed property ls
Restrlcted Industrlal, and was Qstabilshed nearly 25 ye ars ago.
C, Relationshlp to the Comprehenslve Plan
The Spokane County Comprehenstve Plan, as well as the Reqlonal
Compcehenstve Plan flnd the site sultable for restricted Industrial uses.
D. Exlating Land Uses
The site is presently vacant with no slgnlficant topographlc features.
To the north and west of the site ace Restrlcted Industrlal uses whlle to
the east ls the resldentiat eubdivlston of Park Road Addltlon as well as
property recently approved to the Restrlcted Industrlal Zone classlf[catlon.

east would be mltlgated.

The County Entlineer's Offlce has ravlewed the proposal and they feel
that adoquate existing county roads are avattable to serve the proposal
and that the plat deslgn ls acceptable to thelr offlce.

The Spokane County Health Dlstrtct has approved the site for the use of

over the Spokane Valley Aqulfec. The Department of Ecology shall approve
all tndustctal wastes disposal, also.
C . Watec Supply
The Washington Water Power Company has stQted that it has the abUity
to serve the site wlth boih lndustrlal and flra flows.
D. Flce Protectton
Both mains and hydcanta need to be installed to provlde foc adequate
#lce pwtectlon needs.
III. ENVIRONMENTAL REVIEW:
The Staff has revlewed the envtronrnental aheckllst subtnltted by the applicant
and we recommend that a declaratton of A1on-Stqniflcance be lssued.

Speclfic condltions appllcable to thts plat are referenced below and found in
the attached supplement entltled, "Standard Condlttons foc approval of
Prellminary Plats - August, 1977".

This report addresses the stormwater nuioff that wdll accur for a 600' long by 20' wide area of asphalt pavement
located aear 1309 N Bradley street About 340' of tius road is to have newly constructed Type "B" cwb and
gutter constructed wtuch uill better faaLtate dramage to an existulg double barrel drywell located at sta 15+93
The runoff will be collected at a Type I catch basin that is to be installed on the wesi side of Bradley (sta.
16+00) The water collected will then be piped to an emstmg double barrel drywell (sta 15+93)
The soils at tlie site are Camson senes gravelley loam, which are recogwzed by Spokane Couaty as havuig very
rapid permeability and an uifiltrarion rate of 10 c f s for type "B" drywells The drainage design and outflow
calculation are based on the assumption that the nahual matenal at the location of the drainage facilities will
provide outflow at the rate of or 10 c f s through the drywell
The Rational Method were used to catculate the peak stormwater runoff for the drywell size
Soil Type
In accordance vvith "Soil Survey, Spokane County, Washington" by UNted States Departmerrt of Agnculture,
Soil Conservation Seavice, 1968, the soil found at the site is categorized as
GgA, Garrison graveUy loam

The proposed adddion wiii add 5,040 sf of area to the exrsting 15,120 sf
Warehousel4ffice building New paving will amount to 4,550 sf This addition wiil
produce an additional flow of roof water to the stormwater management system
The new roof area can be handled by direct disposal into catch basins under the
Stormwater Management Guideimes permitting this for roofs that are not constructed of
asphaltic matenals and have no rooftop mechanicai equipment contnbuting pollutants to
the water bemg disposed of
The new system vinll send the water contnbuted by the south half of the new addition
roof to existing swale # 1 which has a double-depth catch basin The calcutations show
that the existing double-depth catch basm is adequate to handle the mcreased flow from
the roof
Existing swale # 3 uvill be enlarged by 636 sf to accommodate the increased paving area
of 4,500 sf plus the additional roof area tnbutary to this swale The calculations
fotlowing show that the existing smgle-depth catch basm is adequate to handle the
increased tnbutary area
